Saving the Nation's Memory Bank an Open Letter to the Prime Minister Saving the Nation’s Memory Bank An Open Letter to the Prime Minister We write as friends and supporters of the National Archives of Australia. Some of us are historians, including multiple winners of Prime Minister’s Awards, some are independent writers and researchers, and some are former members of the National Archives Advisory Council. We have differing political viewpoints but share a deep love for the knowledge of Australia’s past embodied in its archives and libraries. We are writing to you because we fear that the integrity of the nation’s premier memory bank, the National Archives of Australia, is in jeopardy and to urge you to secure its future. As the institution created by parliament to maintain the official records of the Commonwealth, the National Archives is one of the pillars of our democracy. It makes decision-making more transparent. It holds governments, past and present, to account. And in the words of Justice Michael Kirby, it ‘holds up a mirror to the people of Australia’. In this respect, the National Archives is not like other cultural institutions, such as museums, galleries and opera houses. Its most important users have yet to be born. The value of many items in its collection may not become apparent for many years because we simply do not know what questions future inquirers may ask. Only in recent years, for example, have researchers begun to tap the riches of the National Archives’ repatriation records, the largest continuous record of the health of any people anywhere, for medical as well as historical research. We welcomed the comprehensive review of the function and efficiency of the archives conducted by Mr. David Tune and endorse his incisive analysis of the challenges now facing it. He shows beyond doubt that large parts of the collection, including fragile and irreplaceable film and paper records, are in danger of disintegration and loss without investment in urgent conservation and preservation work. Successive cuts in the form of ‘efficiency dividends’ have weakened the National Archives’ capacity to undertake this essential work. Even the routine work of retrieving and clearing records for researchers has been compromised to the point that researchers can no longer undertake projects based on the archives with confidence that the records will become available in time. The National Archives is one of Australia’s premier cultural institutions. It has always enjoyed the support of governments of both persuasions. In 2011 its reputation as an international leader in digital record keeping and preservation was recognised by UNESCO with the prestigious Memory of the World Prize. In the report he presented the government in January 2020, Mr. Tune helpfully identified the needed works and cost offsets that will allow the archives to ‘stay contemporary in the digital age’. We were disappointed, therefore, that in a budget that increased the funding of other national institutions, and made very large investments in the expansion of one of them, the Australian War Memorial, no allocation, even of interim funding, was made for the National Archives of Australia. We were further alarmed by the tenor of remarks attributed to a representative of the government that ‘all sources degrade over time’, that this was ‘business as usual’ and that the National Archives should look for philanthropic support, rather than government funding, to finance preservation of its records. The National Archives is not a charity that should have to shake a tin or secure buy-in from the public for support. It is a legislated responsibility of government and should be adequately funded from public revenues. No other national archive is reliant on private funds for its core functions of preserving the records of the national government. The funding recommended by Tune for urgent digitisation ($67m over seven years) is modest when compared with the historical importance of the records and their value to posterity. We understand that some of the recommendations of the Tune Review await further consideration by government, but strongly urge you to provide interim funding in order for this essential work to proceed, and reaffirm your support for a vital institution. "I have just come back from working in London for three years and I can remember what Not The West was like when I left. Boy, what a non-event. It looks more like an international newspaper now, though without any international content. Reminds me of The Guardian. They are both printed on paper. I suppose Not The West is intellectually a bit more upmarket than it used to be (page three is particularly challenging and I just love the Today section) but it is easy to read (not too many big words) and relaxing (doesn't make you think). I've noticed a more positive news presentation, (take the editorials for example) the reporting is more authoritative (they NEVER seem to admit they don't know; I just LOVE authority) and there is not as much 'fence sitting' these days. It used to be so conservative! I have never thought of Not The West like this before but I don't know, this strange feeling has come over me. It's 30 minutes of the day I always look forward to, in fact it's become the most important 30 minutes of my day. Who needs exercise? By the way, you should see their fantastic web site!"     WHITLAM AS INTERNATIONALIST: A CENTENARY REFLECTION T HE HON MICHAEL KIRBY AC CMG* Edward Gough Whitlam, the 21st Prime Minister of Australia, was born in July 1916. This year is the centenary of his birth. It follows closely on his death in October 2014 when his achievements, including in the law, were widely debated. In this article, the author reviews Whitlam’s particular interest in international law and relations. It outlines the many treaties that were ratified by the Whitlam government, following a long period of comparative disengagement by Australia from international treaty law. The range, variety and significance of the treaties are noted as is Whitlam’s attraction to treaties as a potential source of constitutional power for the enactment of federal laws by the Australian Parliament. This article also reviews Whitlam’s role in the conduct of international relations with Australia’s neighbours, notably the People’s Republic of China, Papua New Guinea, Indonesia and Indochina. The reconfiguration of geopolitical arrangements is noted as is the close engagement with the United Nations, its agencies and multilateralism. Whilst mistakes by Whitlam and his government are acknowledged, his strong emphasis on international law, and treaty law in particular, was timely. It became a signature theme of his government and life.     PAT HOFFIE: Skatebowl in a Gallery, Ipswich essay by Julianne Schultz MONA – the Museum of Old and New Art – is a glamorous curiosity box on the banks of the Derwent River at Glenorchy in working class Hobart. In just a few years it has been the catalyst of and economic and social transformation – crystallising the cultural essence of early twenty-first century Tasmania, and changing notions of productive work. In the process it has put the state on the global tourism agenda, providing opportunities for artists, craftspeople, performers and thinkers to find like minded souls and develop new businesses and to stretch the horizons and possibilities for countless others. Similar interventions are occurring around the world, as artists, entrepreneurs, local administrators and communities stretch the boundaries of engagement, creativity and art. Skatebowl in a Gallery, Ipswich is the most recent move into this space by the important Brisbane artist, Pat Hoffie. That this work, titled Immaterial Labour: Skatebowl Prounspace has found a home at the Ipswich Art Gallery is itself important – it is the juxtapostion of works like this in unexpected places, and with people who may not routinely visit a gallery, that adds to their power and impact. MONA is a great example. It is itself arguably as much a work of art – of genius – as some of the works assembled in its subterranean galleries and inspiring spaces. It is a product of vision and skill of one man, David Walsh, executed with unstinting precision using the proceeds of a form of work (gambling), which is more often thought of as play.

By Iain Mccalman Sydney, 2007 I’ve had the fifteen minutes of fame that Andy Warhol promised all moderns: it was in August 2001 aboard a replica of Captain James Cook’s converted coal barque, the Endeavour, while sailing in what he called ‘the insane labyrinth’ of the Great Barrier Reef. I was engaged in a BBC Television and Discovery Channel re-enactment of Cook’s voyage of exploration up the east coast of Australia in 1770.i My high point as a TV historian consisted of a rant at the ship’s First Officer for preventing us from drying our clothes on the rigging. It’s appeared on all three versions of the subsequent TV series called The Ship, even though they were edited in very different forms for British, American and Australian audiences. My hissy-fit was exactly the sort of material our hairy-chested director hoped to generate when he outlined his vision of a new genre of ‘extreme history’ that we would pioneer. New or not, the formula was simple: assorted representatives of the twenty-first century pit themselves against some of the extreme physical and mental challenges of the past in order to entertain mass audiences. The latter are moved to laughter, awe or pity at our modern-day sufferings and failures. Some participants are ejected or fall by the wayside, the remainder join hands at the end to trill about how tough but rewarding it was to live in the past.

Characterised by their haste of production, by their regurgitation of already-published articles, and by a liberal use of quotes attributed and not, such books are often ephemeral confections, destined for the dustbin whether their subject is successful or not (Blewett, 2007). But the political quickie is, on closer inspection, a mix of competing opportunities and dangers that belie its negative description. When considered, the quickie is revealing of the uses of biographical writing to perform, connect, and manoeuvre within a political context.     The Public Humanities 10-11-12 November 2016 Hosted by the ARC Centre for the History of Emotions, the ACHRC, and Flinders University in Adelaide, South Australia The ACHRC conference on the Public Humanities focuses on a core aspect of humanities research that is particularly germane to research centres in universities and collecting institutions: the integral role of engagement with publics. This is really how the impact of our sector needs to be understood: in the long and dynamic threads of dialogue between researchers and publics on issues such as justice, creativity, decolonization, and heritage. The capacity of the humanities to deal with qualitative emotion as well as the quantitative facts of history and culture is crucial here. Any understanding of a cultures past, present, and future requires an articulation of feelings as well as of facts. Our aim is to bring together speakers with practical experience of programs that work so that our discussions are grounded in the pragmatics of public humanities. In Australia and New Zealand, government-led discussions of innovation and impact are mired in metrics that traduce the real public values of the sciences almost as completely as they ignore the HASS disciplines as a whole.
