The property is located within the retail core of York City Centre, close to car parks, visitor attractions such as Cliffords Tower, the Jorvik Centre and Castle Museum. Castlegate provides an eclectic mix of independent retailers, restaurants and bars.

The host property is within Yorks Central Historic Core Conservation Area. Castlegate as its name implies was and is the narrow thoroughfare leading to and where, as in other parts of the city, contrasting periods of architecture stand in some harmony shoulder to shoulder.

The Georgian architect John Carr strongly influenced the style of Castlegate with his two notable Georgian buildings. Castlegate House, which dates from 1759, was built for the City Recorder, Peter Johnson, having a Masonic Temple extension added in 1920, and, opposite this, Fairfax House, thought to be the finest Georgian town house in England, dating from 1755, was created as a dowry for Viscount Fairfax’s only surviving child, Anne.

The 7 Castlegate is Grade II Listed and the listing is set out below:

YORK SE6051NW CASTLEGATE 1112-1/28/136 (North East side) 01/07/68 No.7 GV II House. Late C18, with later alterations and mid C19 shopfront. For George Ewbank, chemist. Orange-grey mottled brick, in Flemish bond at front, English garden wall bond at rear; timber shopfront and moulded console cornice to eaves: slate roof.

EXTERIOR: 3-storey 2-bay front. At right end of shopfront is wide passage door of 4 incised panels beneath overlight. On first floor, 3-light canted bay with 1-pane sashes. On second floor, two 12- pane sashes with painted stone sills, slender glazing bars and flat arches. Rainwater head with initials GE and date 1789.

7 Castlegate comprises a grade 2 listed city centre property. On the ground floor there is a self contained unit. The rear of the unit has recently erected additions forming storage.

The upper two floors provide office accommodation. This is accessed independently via a separate entrance via a communal yard, with an external staircase to the first floor which detracts from the visual amenity of the space. The neighbouring site 9 Castlegate has extended and infilled it’s rear courtyard (Ref: 18/01053/FUL).

The design team had an approved application for the internal reconfiguration to remove new additions to the original plan form (Ref: 20/01860 FUL & 20/01860 LBC).

This subsequent application seeks to;

• Demolish part of the rear outrigger that is a modern addition in context with the original building. This was deemed acceptable in the original pre- app feedback 20 00237 PRE APP.

Design Report - Castlegate York 4.0 Existing Site Constraints.

1. Site Access Second floor The ground floor retail space is accessed via a the frontage to Castlegate. The first and second floor are accessed via a passageway to the side of the building and via an unsightly external staircase. The original internal staircase has been removed from ground to first to allow a large ground floor retail floorplate.

2. Existing Buildings

Office The host building comprises of a three storey Grade II listed building that is formed from brick under a pantile roof. To the rear is an outrigger of ground floor accommodation that is under utilised and forms storage for the ground floor retail. Windows are timber framed single glazed.

3. Parking

7 Castlegate is a Grade 2 Listed property of orange-grey mottled brick with slate roof and decorative C19 shopfront comprising; plain pilasters, frieze, consoles, cornice, half-canted plate glass window and glazed shop door with over-light.

Design Report - Castlegate York 5.0 Property Listing

Heritage As set out in the Listing description, 7 Castlegate is, for the most part, a handsome Grade 2 Listed property of orange-grey mottled brick with slate roof and decorative C19 shopfront comprising; plain pilasters, frieze, consoles, cornice, half-canted plate glass window and glazed shop door with over-light. To the rear of the building, the ‘host’ building retains its handsome proportions with two large, three pane, windows and assumed original rainwater head marked with initials GE and dated 1789. To the rear ground level however, a later (by others) ‘outrigger’ addition forming a single storey, ‘lean-to’ extension breaks with the (assumed) original floor plan of the late C18 house from the otherwise fine example of typical late C18 residential within the City of York causing not insignificant harm to this heritage asset.

Our proposal for this application are purely in relation to the part demolition of the rear outrigger to create a larger rear courtyard area.

The changes we seek shall improve the external programme of the building.
