BOTSWANA NATIONAL ASSEMBLY N O T I C E P A P E R (FRIDAY 29TH JANUARY, 2021) NOTICE OF QUESTIONS (FOR ORAL ANSWER ON TUESDAY 2ND FEBRUARY, 2021) 1. MR. O. REGOENG, MP. (MOLEPOLOLE NORTH): To ask the Minister of (102) Agricultural Development and Food Security to state: (i) if the Ministry is amenable to allowing interested Batswana to venture into unconventional production of genetically modified food; and (ii) if he can confirm or deny the presence of genetically modified products/food in local stores. 2. MR. S. N. MOABI, MP. (TATI WEST): To ask the Minister of Youth (137) Empowerment, Sport and Culture Development what strategies are in place to resuscitate the Domboshaba Annual Cultural Festival and pair it with other similar cultural festivals to create one big annual Northen Cultural Festival that will include Dikgatlhong, Letsibogo, Shashe Trading Tree, Shashe Dam, The Mwali Annual Rain Dance, The Tshesebe Fig Tree, The Gandanyemba, The Tombapalela Annual Festivals and the Nyangabwe Annual Festival to attract tourists. 3. DR. K. GOBOTSWANG, MP. (SEFHARE-RAMOKGONAMI): To ask the Minister (159) for Presidential Affairs, Governance and Public Administration if he would consider introducing an early retirement investment package as an incentive to encourage early retirees to venture into farming and business interests while they are still economically active. 4. MR. G. KEKGONEGILE, MP. (MAUN EAST): To ask the Minister of (125) Agricultural Development and Food Security to brief this Honourable House on progress in paying outstanding workers’ allowances in his Ministry and in particular: (i) how many Drivers, Night Watchmen and Gate Keepers are owed overtime and shift allowances in Maun Administrative Authority and when they will be paid; (ii) which Departments in his Ministry owe workers allowances; and (iii) what is the long term strategy in averting non-payment of workers’ dues. 1 5. MR. M. I. MOSWAANE, MP. (FRANCISTOWN WEST): To ask the Minister of (144) Land Management, Water and Sanitation Services to state: (i) When the Ministry last reviewed the compensation rate and criteria for demolition of houses for persons being relocated; (ii) when his Ministry conducted research on the current compensation rates and its criteria against current construction costs; (iii) when was the same done for ploughing fields; (iv) why Land Boards country wide give mining rights to construction companies on people’s ploughing fields; and (v) why Land Boards cannot give such mining rights to the owners of ploughing fields so that they can in turn sell to construction companies and improve their lives. 6. MR. D. L. KEORAPETSE, MP. (SELEBI PHIKWE WEST): To ask the Minister of (36) Basic Education to update this Honourable House on the extent of shortage of textbooks in Selebi Phikwe Junior Secondary Schools and to specifically state: (i) percentages of shortage in each school; (ii) extent of shortage by subjects; (iii) subjects and schools that are badly affected; (iv) and explain the causes and effects of the shortage on teaching and learning and how long this has been going on; and (v) how he is rectifying the problem. 7. MR. D. TSHERE, MP. (MAHALAPYE WEST): To ask the Minister of Basic (163) Education to state if he is aware: (i) that photocopying or duplication of test papers and teaching materials is a challenge in the Mahalapye Sub-District Council and Mahalapye West Constituency in particular; (ii) that teachers are forced to reproduce test papers for a classes of up to forty-five (45) pupils by hand; and (iii) that photocopying machines which were supplied have been lying without ink, paper and maintenance; and if so, what are the short and long-term plans to address the issue. 2 8. MR. S. N. MOABI, MP. (TATI WEST): To ask the Minister of Defence, (164) Justice and Security if there is a provision to pay for traffic fines in installments. 9. MR. O. REGOENG, MP. (MOLEPOLOLE NORTH): To ask the Minister of Youth (165) Empowerment, Sport and Culture Development to state: (i) if his Ministry has any plans to position sport as one of the drivers of economic growth and diversification; and (ii) when the Ministry intends to roll out such a plan, if any. 10. MR. M. M. PULE, MP. (MOCHUDI EAST): To ask the Minister of Agricultural (166) Development and Food Security whether he is aware that his Ministry had previously piloted a communal agricultural project along the “river villages” in the 1980s/1990s through Government Support Programme; and if so, to state: (i) if he would consider revisiting the initiative under the Revised Economic Empowerment Programmes such as Integrated Support Programme for Arable Agricultural Development (ISPAAD) and cluster programmes as part of the economic transformation given that the areas have very good soils and adequate water supply from Madikwe River and further state; (ii) progress made so far in that regard. 11. MR. P. MAJAGA, MP. (NATA-GWETA): To ask the Minister of (167) Environment, Natural Resources Conservation and Tourism to brief this Honourable House on the number of boreholes that have been drilled and equipped so far to provide drinking water to wild animals in the Nata-Gweta Constituency, particularly the Sepako area; and to state: (i) when the Ministry intends to provide water to wild animals; (ii) whether she is aware that currently water bowsers are used to provide water to the wild animals at Sepako and Ngwasha Gate and; (iii) if her Ministry realises this as a long-term sustainable solution; (iv) whether she is aware that water bowsers that were supposed to be used to provide water to Manxotae and Sepako villages which are already in short of water are now used to provide water to the wild animals; and (v) the amount that was utilised to connect each borehole as requested by the former Minister who had requested for supplementary funding to drill these boreholes for wild animals. 3 12. DR. N. TSHABANG, MP. (NKANGE): To ask the Minister of Land (168) Management, Water and Sanitation Services if he is aware of the frustration caused by non-allocation of land in infill plots in the Nkange Constituency; if so, to state: (i) when he intends to resolve the matter; and (ii) the number of people on the waiting list in Tutume Sub-Land Board. (FOR ORAL ANSWER ON WEDNESDAY 3RD FEBRUARY, 2021) 1. MR. K. C. HIKUAMA, MP. (NGAMI): To ask the Minister of Youth (169) Empowerment, Sport and Culture Development to brief this Honourable House why Omuhiva Traditional Dance for the Ovambanderu and OvaHerero people in Botswana are not included in the President’s Day competitions in line with his Ministry's efforts to preserve Batswana's diverse culture and heritage for posterity, as well as demonstrating compliance to United Nations Educational, Scientific and Cultural Organisation (UNESCO) convention on the protection and promotion of the diversity of Cultural Expressions. 2. MR. T. MANGWEGAPE-HEALY, MP. (GABORONE CENTRAL): To ask the (170) Minister of Basic Education: (i) to address the lack of resources within schools located in the capital city of Botswana, Gaborone City; (ii) if he is aware of the lack of Library facilities and/or well- resourced Libraries in schools within the Gaborone Central Constituency; (iii) why do all schools lack basic resources such as textbooks; and (iv) if he is aware that parents are expected to photocopy entire textbooks regardless of their financial capability or limited access to printing facilities. 3. MS. T. MONNAKGOTLA, MP. (KGALAGADI NORTH): To ask the Minister of (171) Land Management, Water and Sanitation Services: (i) if he is aware that water in Kang village is being pumped directly into the distribution network; and (ii) if he will consider constructing a storage and distribution reservoir to hold water during engine breakdowns, power cuts and fuel shortages for the continued supply of water to residents. 4 4. MR. J. L. THIITE, MP. (GHANZI NORTH): To ask the Minister Local (172) Government and Rural Development if he is aware of the recurring water crisis in Qabo and Grootlagte settlements; and if so, to state: (i) if he is aware that cattle in these settlements do not get adequate water supplies and as a result some cattle end up dying; (ii) the expenses incurred to date on paying Water Utilities Corporation (WUC) for supplying Rural Area Development Settlements (RADS) livestock with water; (iii) the long term sustainable solution the Ministry has to end the crisis, and if there are any plans to expeditiously address this as a matter of urgency; and (iv) the sustainable long term solution. 5. DR. K. GOBOTSWANG, MP. (SEFHARE-RAMOKGONAMI): To ask the Minister (93) of Basic Education to update this Honourable House on the results of the investigations into the fatal truck accident involving Matsha College students and state what action was taken following the recommendations of the investigations. 6. MR. J. L. THIITE, MP. (GHANZI NORTH): To ask the Minister for (110) Presidential Affairs, Governance and Public Administration if he is aware that there is shortage of staff housing in Qabo, Kuke, Grootlagte and D’kar and that this demoralises and affects performance of public officers serving in these settlements; and if so, to state: (i) how many public officers are eligible for staff housing in these settlements; (ii) how many public officers have benefitted from staff housing at these settlements; and (iii) how he intends to address shortage of staff housing in these settlements. 7. MR. W. B. MMOLOTSI, MP. (FRANCISTOWN SOUTH): To ask the Minister of (130) Land Management, Water and Sanitation Services to apprise this Honourable House on the Somerset West Industrial Road and Gerald Link Road construction. 5 8.
