Organization for Security and Co-operation in Europe OSCE Mission to Croatia News in brief 12 July – 25 July 2006 Prime Minister Sanader visits Serbia On 21 July, Croatian Prime Minister Ivo Sanader paid his second official visit to Serbia, further intensifying bilateral relations between the two countries. Prime Minister Sanader made his first visit to Belgrade in November 2004, followed by a reciprocal visit to Zagreb by Serbian Prime Minister Vojislav Koštunica in November 2005. Prior to their meeting in Belgrade the two Prime Ministers officially opened the newly renovated border crossing between Croatia and Serbia in Bajakovo, Eastern Croatia. At the ceremony attended by representatives of both governments and the diplomatic corps from Zagreb and Belgrade, the Croatian Premier said that "today we are opening the future of new relations between our two countries." Echoing this sentiment, Prime Minister Koštunica added that both the "Serbian and Croatian governments will work to heal wounds from the past and build a new future for the two states in a united Europe". Later, following talks in Belgrade, both Prime Ministers declared that Serbia and Croatia have a joint objective, to join the European Union, and that strong bilateral relations between the two countries should be the foundation of political security in the region. Prime Minister Sanader commended the efforts both governments had made towards improving the position of minorities in line with the bilateral agreement on minority protection signed between the two countries in November 2004. He went on to stress his cabinet’s wish to see the Serb minority fully integrated into Croatian society. -

Using the public “face” of memory – monuments, museums and commemorations – I contend that Croatia’s narrative of self and self- sacrifice (hence “KRVatska” – a portmanteau of “blood/krv” and “Croatia/Hrvatska”) is divided between praising “defenders”/“branitelji”, selectively remembering its victims/“žrtve”, and silencing the Serb minority. While this divide is partially dependent on geography and the various ways the Croatian War for Independence came to an end in Dalmatia and Slavonia, the “defender” narrative remains preeminent. In this contribution, Croatian Competition Agency wishes to present its cases which are examples of remedies designed to eliminate possible negative effects of concentrations, in three cases, and of an abuse of dominant position in one case. 2. The three concentrations involve Agrokor, a conglomerate integration which consists of some of the most significant undertakings on the territory of the Republic of Croatia, with regard to their offer of products and their presence on domestic market. Majority of those undertakings have a long tradition and represent very well recognized and leading brands on the market. -

Investment Horizons: Western Balkans, a study of foreign direct investment costs and conditions for two industrial sectors in five countries, was conducted by the Multilateral Investment Guarantee Agency (MIGA) of the World Bank Group. The study was designed in conjunction with the ongoing European Investor Outreach Program (EIOP), a MIGA initiative focused on the Western Balkans and funded through a grant from the Austrian Government. MIGA was established in 1988 to promote the flow of private foreign direct investment to developing member countries. MIGA offers political risk insurance coverage to eligible investors for qualified investments in developing member countries. MIGA also offers technical assistance programs to develop and implement effective strategies for attracting and retaining foreign direct investment. This hands-on technical assistance focuses on three primary areas: dissemination of information on investment opportunities and business operating conditions in developing member countries through online services; capacity building of the organizations and institutions involved in the promotion of foreign investment; and investment facilitation activities supporting the efforts of developing countries to identify and attract investment. -

He also details the response of the international community to the crisis which these irreconcilable claims gave rise to. In Part II author explores the reasons why the secession of Croatia suc- ceeded and the secession of Krajina failed. Finally, the ramifications of Croa- tia’s and Krajina’s competing claims to statehood for the right of peoples to self-determination are discussed in the Conclusion. More than any other, this event of that tumultuous year symbolised the end of the Cold War and ush- ered in what Allen Buchanan has called ‘the age of secession’.1 The usual justi- fication for secessionist demands was the right of peoples to self-determination. One of the means by which this right is realised is by ‘the establishment of a sovereign and independent state’.2 The critical question for self-determination relates to the meaning of ‘peoples’. -

The Center was established on and works since 1 August 1996. Main activities of the Center: - Provision of free legal advices and free legal aid, - Reporting on and analyzing human rights situation, with special attention paid to the rights of refugees, displaced persons and persons belonging to national minorities in the Republic of Croatia, - Provision of informative and technical support to citizens, civil initiatives and economy development initiatives, - Campaigning and advocacy, - Monitoring of the work of courts of law and state administration bodies, - Organization of conferences, seminars, trainings, workshops, roundtables and public discussions, - Cooperation with relevant governmental and nongovernmental organizations in the Republic of Croatia as well as foreign and international nongovernmental organizations, and international organizations.
