Bylaws of Alpha Phi Omega

Article I Name

Section 1. The name of this organization at Elon University shall be the Sigma Rho Chapter of Alpha Phi Omega, National Service Fraternity.

Article II Purpose

Section 1. The purpose of this chapter and its brotherhood shall be to develop leadership, promote friendship, and provide service to humanity in the spirit of Alpha Phi Omega under the provisions set forth in the National Articles of Incorporation, the National Bylaws, the Standard Chapter Articles of Incorporation, these bylaws and any other policies adopted by the chapter.

Article III Interpretation

Section 1. These bylaws shall be interpreted in a spirit of brotherhood, by the executive board with the support of the chapter.

Article IV Membership

Section 1. Eligibility of Membership A. Membership in this chapter shall be open to all students enrolled at Elon University who are in good standing with the University and have a cumulative grade point average at least a 2.5.

Page 2 B. Active membership in this chapter shall be granted only after the applicant has fulfilled the membership requirements prescribed by the National Fraternity and this chapter. C. Brothers must decide on their membership status prior to the deadline determined jointly by the Membership Vice President and Treasurer. Changes in status after that prescribed date will be accepted/denied based on the discretion of the Membership Vice President and Treasurer. While a change in status with regards to chapter duties may be allowed by the appropriate chapter authorities, this does not necessarily guarantee a refund of any dues already paid and remitted to nationals. Refund of dues still in possession of the chapter will be granted upon the discretion of the Treasurer.

Section 2. Pledge Membership A. Pledge membership is open to any student who does not have below a 2.5 cumulative grade point average. B. Those seeking Active Membership will be installed as a Pledge Member. C. The Pledge Member will be inducted as an Active Member upon completion of the requirements of the New Member Programs as defined by the chapter. D. The New Member program has at least three objectives: 1) To understand the purpose and show dedication to the ideal of Alpha Phi Omega. 2) To learn the history of the Alpha Phi Omega National Service fraternity, the Sigma Rho chapter. 3) To get to know the members of this chapter. E. The Pledge Ceremony shall be performed according to the official ritual of the Fraternity. . The Pledge Educator, with the Membership Vice President shall determine the content and duration of the Pledge Membership Period

Page 3 in accordance with the National Articles of Incorporation, the National Bylaws, the Standard Chapter Articles of Association, and the National Pledging Standards. See section 11 for requirements. Their plan shall be presented to the brothers of the chapter prior to implementation. Pledges will sign a contract written by the Pledge Educator that includes the requirements. G. All prospective members who have successfully completed the Pledge Program set forth by this chapter shall be initiated into Active membership in accordance with the official ritual of the National Fraternity.

Section 3. Active Membership A. An Active member is eligible to vote in chapter elections, run for office, and hold office. B. Active members shall be those students currently enrolled at Elon University, who have successfully completed the New Member program and have been inducted into the National Fraternity as brothers. C. Active members must abide by the following policies and requirements: 1) Have no more than three unexcused absences from chapter meetings. 2) Pay Chapter dues on time. 3) Complete at least twenty-five hours of service before the final day of the semester. Up to ten hours may come from outside of Alpha Phi Omega Sigma Rho. 4) Have a cumulative GPA higher than a 2.5. 5) Brothers must attend at least one pledge meeting in order to reinforce the bond between all active brothers and the students in the pledging process.

Page 4 6) If a brother does not meet one of the membership requirements: a. Should the brother miss an additional chapter after his/her three excused absences, he/she will be brought before the judiciary committee to determine if suspension is appropriate for the following semester. Active status resumes the next full semester following suspension. b. If a brother fails to complete the required number of hours of service, he/she will be brought before the judiciary committee to determine if suspension is appropriate for the following semester. Active status resumes the next full semester following suspension. c. If a brother fails to attend a service event without appropriate prior notice given to the event coordinator, said brother will lose an amount of hours equivalent to that provided by the missed event, upon discretion of the Service Vice President. The Service Vice President may also compel any brother who missed a service event to write a of apology to the community partner, if said community partner has been significantly affected by their absence. Should the brother miss an additional service event, they will be brought before the judiciary committee to determine if suspension is appropriate for the following semester. Active status resumes the next full semester following suspension. 7) Any member who is unable to meet one of the membership requirements should appeal to the judiciary committee to

Page 5 decide upon alternative fulfillment of the requirements. The committee may decide to approve alternative fulfillment of requirements. If the committee does not approve alternative fulfillment of requirements and the brother does not fulfill normal active requirements by the appropriate date, then he or she will be brought before the judiciary committee to determine if suspension is appropriate for the following semester.

Section 4. Associate Members A. Any member who temporarily cannot fulfill brotherhood requirements, yet still desires to be involved in the chapter, is encouraged to become an Associate member. B. Associate Members may have this status for a maximum of 2 consecutive semesters. C. While an Associate member, one must complete a total of ten service hours, five of which must be through APO-affiliated events, and must attend and fully participate in at least three chapter meetings each semester. D. Associate members must pay applicable dues. E. Associate members may not vote nor hold any elected office. F. Associate Members are welcomed to all of our events and encouraged to continue contributing to the chapter.

Section 5. Inactive Members A. Any member who temporarily cannot fulfill brotherhood requirements through either Active or Associative Membership will become an Inactive Member. B. Inactive Members do not pay dues, and thus are not eligible to the active member discounts affiliated with chapter events. C. Inactive Members may not vote nor hold elected office.

Page 6 D. Inactive Members are welcomed to all of our service and fellowship events and encouraged to continue contributing. E. Inactive Members cannot take advantages of perks attributed to service-completing members, such as sober bro and formal.

Section 6. Advisor Membership A. Advisory membership is conferred upon individuals by a majority vote of the chapter. B. They shall have all rights and privileges of Active membership except voting and holding any office other than Advisor. C. The chapter may remove an advisor by a majority vote. D. The duties of the Elon Faculty Advisory members shall follow those outlined by Elon University and include: reserving rooms, vans, etc., signing appropriate forms and planning an Executive and Advisory Board Meeting once a semester. E. The Advisor is encouraged, but not required, to attend or find a person approved by the university to attend out-of-town events in which the student organization participates. F. The Advisor's role is not to run the organization, but to give advice to members and officers and to facilitate an experience rich in opportunities for intellectual, cultural and personal growth.

Section 7. Honorary Membership A. This chapter may confer honorary membership upon persons who have contributed significantly to the ideals and purpose of Alpha Phi Omega. B. Persons so honored shall have all rights and privileges of Active membership except those of voting and holding office. C. Honorary membership may not be bestowed upon undergraduate students.

Page 7 D. The approval by at least a three-fourths vote of this chapter’s total Active membership is required in order to confer honorary membership.

Section 8. Alumni Membership A. Alumni membership shall be bestowed upon all members who have formally held Active, Advisor, or Honorary membership with the exception of those members who have been suspended or expelled by this chapter or the National Fraternity. B. Alumni members other than advisors cannot hold office or vote in chapter elections.

Section 9. Suspension of Membership A. This chapter shall have the authority to suspend members for not fulfilling requirements and/or not following the principles of Alpha Phi Omega, for just cause and after due deliberation. B. This chapter may also petition for a letter of suspension to be affixed to the individual’s membership record by the National Board of Directors. C. A petition for suspension of a member of this chapter must be brought before the executive committee by the Sergeant At Arms, after a disciplinary council has thoroughly investigated the matter. If the basis of the suspension is a charge of hazing the vote shall occur after the vote on hazing. D. Suspension must receive a three-fourths vote of approval by the entire voting membership of the Executive Committee.

Section 10. Active Membership While Abroad A. Active members shall be those students currently enrolled at Elon University who have successfully completed the New Member

Page 8 program and have been inducted into the National Fraternity as brothers. B. Any member wishing to remain an active member of Alpha Phi Omega while abroad may do so by meeting the following requirements. 1. Complete at least 10 hours of service while abroad. 2. Pay chapter dues on time 3. Keep in contact with the chapter about their service while abroad in at least two messages of at least 200 words. 4. Have a cumulative GPA no less than 2.5. 5. Any member who is unable to meet one of the membership requirements should appeal to the Executive Committee to decide upon alternative fulfillment of the requirements. The committee may approve alternative fulfillment of requirements by a 2/3 vote. If the committee does not approve alternative fulfillment of requirements and the brother does not fulfill the requirements by the voting meeting, then he or she will be declared inactive as the first order of business at the voting meeting.

Section 11. New Member Requirements

A. Each New Member must have at least a 2.5 GPA. B. Plan One Service Event and Complete 15 Service Hours. a. Each pledge must complete 15 total service hours, a maximum of 5 of which can be external hours. b. Each pledge class must plan a service event that is attended by at least 10 brothers. C. Plan One and Attend Two Fellowship Events a. Each pledge must attend two fellowship events. b. Each pledge class must plan one fellowship event that is attended by at least 10 brothers.

Page 9 D. Complete 22 Interviews a. Each pledge must complete 20 interviews with Active Brothers, signed by the interviewed brother. b. Each pledge must complete one Advisor interview with a current advisor. c. Each pledge must complete one extended interview with an exec member. E. Attend All Pledge Meetings a. A meeting can be excused if a notice of absence is given 24 hours prior to the meeting. b. A missed pledge meeting constitutes a failed quiz. If prior notice was given, then the quiz may be made up at a date set by the Pledge Master. F. Attend at least three Chapter Meetings a. The mandatory brother voting session counts as a chapter meeting attended. Pledges must attend 2 addition chapters outside of this voting session. G. Wear Pledge Pin . Construct Paddle for Big I. Construct APO Notebook J. Pass All Quizzes a. Up to 3 failed quizzed may be retaken with advance notification of the Pledge Educator. K. Pass 2 Pledge Voting Sessions a. Pledge Master shall provide intermediate standards for completion of requirements to brothers before voting begins. b. Each pledge must be asked at least two questions from the brothers based on preselected questions. c. The continuance of each pledge in the process will then be voted on by the chapter and passed with a 2/3 majority of at least 2/3 of the active membership.

Page 10 L. Write a Reflection Paper M. Pay $35 Pledge Fee (due at Pledge Ceremony subject to change based on National Bylaws) N. Pay $35 Activation Fee (due at Initiation subject to change based on National Bylaws)

Article V Officers

Section 1. Officers A. The elected officers of this chapter shall be: President, Service Vice President, Membership Vice President, Fellowship Vice President, Treasurer, Secretary, Historian, Sergeant At Arms, Executive Vice President, and Advisors. B. The appointed officer of the chapter shall be the Pledge Master.

Section 2. Terms of Office A. The officers of this chapter shall be elected semiannually/annually based on their position, no later than the second to last chapter meeting of each semester. B. Officer positions that are held for one-year terms will become available for voting only during the spring semester. These positions include President, Service Vice President, Membership Vice President, Treasurer, External Vice President, and Sergeant At Arms. All other officer positions will be renewable each semester. C. The Advisors will be elected may serve for as long as they are willing to serve as advisors for the chapter. D. New Advisors may be elected in either the fall or spring elections, depending on when new advisors are required. E. The date of elections shall be announced at least two weeks prior to the election date.

Page 11 F. The term of office shall begin with the meeting following elections and end with the meeting following the subsequent election. G. Officers may hold the same office multiple times, but may not be held consecutively more than two years. H. After leaving an office, a member may be elected to any other office for which he or she is qualified. I. Members may be nominated for more than one office, but can only serve in one. J. All officers reserve the right to appoint chairs to which they may delegate certain responsibilities, as they deem necessary. K. All materials pertaining to an office shall be given to the officers duly elected within a period of fourteen days after the installment of the new officer.

Section 3. Qualifications A. All persons holding an office must be Active members with the exception of Advisors, who must be advisory members. B. Those wishing to hold the office of President must be an active member for at least one semester prior to elections. C. The President must have served previously on the Executive Committee. D. In the event that no member who meets the above requirements runs for the office of president, nomination for the position will be open to all active members of the chapter who are in good standing and are approved for nomination by a three-quarters vote of the executive board.

Section 4. Office Vacancies A. If an officer is suspended or resigns, the chapter shall elect a replacement at the second chapter meeting following the creation of the vacancy.

Page 12 B. Until such election, the President shall appoint a temporary replacement to fill the position. C. If the President is suspended or resigns, the Service Vice President immediately assumes the responsibilities of the President until a new President is elected.

Article VI Duties of Officers

Section 1. President A. The duties of the President are as follows: 1. Serve as the presiding officer at all chapter meetings. 2. Serve on the Executive Committee. 3. Serve as chief spokesperson and representative of the Chapter. 4. Coordinate the function of all chapter officers and committees. 5. Start the singing of the “Toast Song” in the absence of the Sergeant At Arms. 6. Ensure that the advisors are informed of activities of the chapter as well as serve as a liaison of the chapter to the University and the Center for Leadership 7. Ensure that the executive board is informed of their responsibilities according to the bylaws and expectations according to CAPS goals from the previous years. 8. Work with the Sergeant At Arms to see that the chapter operates in conformity with the policies set forth in the National Articles of Incorporation, National Bylaws, Standard Chapter Articles of Incorporation, and these bylaws. 9. Serve as Chairperson of the Executive Committee. 10. Serve as an ex-officio member of all existing committees. 11. Check on-campus mailbox and email and distribute mail as necessary.

Page 13 12. Assist other executive members with appointing respective chairs. 13. The President shall be elected for a period as defined in Article V: Section 2. The President’s term shall include the entire academic year as well as all academic breaks and holidays.

Section 2. Service Vice President A. The duties of the Service Vice President are as follows: 1. Develop and maintain a service program for all members, which provides a balance between service to the University, service to the fraternity, service to the community, and service to the Nation as participating citizens. 2. Preside over and coordinate all service activities. 3. Keep a record of all the service projects conducted and of those in attendance at each service project. 4. Perform all presidential duties in the absence of the President. 5. Serve on the Executive Committee. 6. Keep an accurate and up-to-date record of the service hours of the Brothers. Report these hours to the President prior to the first election meeting. Report these hours to Elon Volunteers to ensure validation is completed. 7. The Service Vice President shall be elected for a period as defined in Article V: Section 2.

Section 3. Membership Vice President A. The duties of the Membership Vice President are as follows: 1. Conduct any seminars, educational meetings, or any activity, which may strengthen the membership of this chapter. 2. Appoint a Pledge Master and Pledge Master Assistant. 3. Ensure that all New Member and Active initiation forms are properly completed and transmitted to the National Office within ten (10) days of the respective ceremony.

Page 14 4. Coordinate the execution of New Member and Active initiation rituals and notify the Center for Leadership of pledging activities and pledging periods. 5. Ensure that Associate members are informed of the activities of the chapter. 6. Check the national website on a regular basis. 7. Keep a permanent record of all members and their membership requirements. 8. Serve on the Executive Committee. 9. The Membership Vice President shall be elected for a period as defined in Article V: Section 2.

Section 4. Pledge Master A. The Pledge Master is appointed by the Membership Vice President each semester and approved by a majority vote of the Executive Committee. B. The duties of the Pledge Master are as follows: 1. Ensure the coordination of the Pledge Program with the chapter program and activities. 2. Provide all Pledge Members the opportunity to learn the fundamentals of Alpha Phi Omega and grasp the spirit of the Fraternity before their initiation into Active membership. 3. Have charge of all the aspects of the Pledge Program. 4. Serve as a member on the Executive Committee. 5. Assist Membership Vice President in appointment of Pledge Master Assistant.

Section 5. Pledge Master Assistant A. Membership Vice President and Pledge Master appoint the Pledge Master Assistant each semester through application process. B. The duties of the Pledge Master Assistant are as follows:

Page 15 1. Develops supplemental curriculum when prompted by the Pledge Master. 2. May complete tasks such as: keeping statistics, grading quizzes, and maintaining various other data. 3. Meets weekly with Pledge Master to discuss progress of the Pledge Education process.

Section 6. Fellowship Vice President A. The duties of the Fellowship Vice President are as follows: 1. Maintain the spirit of intra-chapter and inter-chapter brotherhood and friendship. 2. Coordinate the planning of fellowship events and ensure there is a project leader presiding over all fellowship events. 3. Serve on the Executive Committee. 4. The Fellowship Vice President shall be elected for a period as defined in Article V: Section 2.

Section 7. Treasurer A. The duties of the Treasurer are as follows: 1. Have the authority to extend until the end of the semester the payment of dues on a case-to-case basis. The treasurer requires a majority vote approval of the Executive Committee to waive the payment of dues for the semester. 2. Oversee the allocation of funds, keep all financial records of the chapter, and all appropriate forms pertaining to the chapter’s funds including, but not limited to: campus commission proposal, letters of allocations, and Internal Revenue Service documents. 3. Have the financial books audited once a year by an official approved by Elon University before turning over the duties of the office to newly elected member, and send a confirmation of the audit to the National Office.

Page 16 4. Collect the initiation fees, chapter dues, fees, and assessments by the deadlines set by the Treasurer for each. 5. Receive all money of the chapter and keep accurate records thereof. 6. Keep an accurate record of the payments made by each individual member to the chapter and give a written receipt for all such funds. Report this record to the President the day dues are to be paid. 7. Transmit the funds due to the National Fraternity, either for New Member fees or initiation fees, with ten (10) days of the respective ceremony. 8. Submit a report of the chapter’s financial condition at Executive Committee meetings. 9. Prepare a budget at the beginning of each semester and once approved by the chapter, assure that funds are allocated in accordance with said budget. 10. Serve on the Executive Committee. 11. In charge of fundraising for the chapter in addition to appointing a Fundraising Chair as necessary. 12. Make sure that the chapter follows SGA polices that dictate the use of funds. 13. The Treasurer shall be elected for a period as defined in Article V: Section 2.

Section 8. Secretary A. The duties of the Secretary are as follows: 1. Keep accurate minutes of all chapter meetings and executive Committee meetings. 2. Coordinate distribution of all intra-chapter publications including minutes to the membership.

Page 17 3. Carry out necessary correspondence with National, Regional, and Sectional staff, Alumni members, and other chapters. 4. Serve on the Executive Committee. 5. Serve as the primary handler of public relations for the chapter and appoint a Public Relations Chair as necessary. 6. The Secretary shall be elected for a period as defined in Article V: Section 2.

Section 9. Historian A. The duties of the Historian are as follows: 1. Keep an accurate history of the chapter covering the period of your office, including a list of officers elected and appointed, as well as records of any outstanding events or awards won by the chapter. 2. Keep a permanent file of all Alumni of this chapter and keep those Alumni informed of chapter events. 3. Serve on the Executive Committee. 4. Appoint members to be staff photographers of APO events and oversee the collaboration of their efforts and products 5. Maintain the chapter membership records as described in Article . 7. The Historian shall be elected for a period as defined in Article V: Section 2.

Section 10. Sergeant At Arms A. The duties of the Sergeant-at-Arms are as follows: 1. Perform such disciplinary procedures as are deemed necessary by the President and Executive Committee. 2. Notify those brothers who are in violation of the by-laws in accordance with the time frame set up in Article , Section 7. 3. Receive all election nominations and seconds to those nominations prior to the close of nominations.

Page 18 4. Ensure that all nominees are aware of their nominations prior to the election. 5. Distribute, collect, and count election ballots from the chapter. 6. Start the singing of the Toast Song at the conclusion of chapter meetings. 7. Ensure that ceremonies are run according to the Ritual prescribed by the National Fraternity In cooperation with the President, ensure that the chapter is operating in conformity with the principles set forth in the National Articles of Incorporation, the National Bylaws, the Standard Chapter Articles of Association, and these bylaws. 8. Oversee the review of these bylaws to ensure that they are viable. 9. Act as consultant to the President on questions of parliamentary procedure. 10. Ensure that all officers have a copy of the chapter bylaws at all appropriate meetings. 11. Keep an accurate and up-to-date record of the attendance of each member at all chapter meetings and report this record to the President prior to the first election meeting. 12. Create and serve as the chairperson on a Disciplinary Committee when necessary in order to review violations of the bylaws or spirit of Alpha Phi Omega and determine appropriate actions. 13. Serve on the Executive Committee. 14. Present bylaw revisions to the chapter following the time frame set up in Article XVIII of these by-laws. 15. In cooperation with the Advisors, run a GPA check on all active brothers at the beginning of the semester. 16. Enforce and update the bylaws relating to the chapter alcohol policy and risk management.

Page 19 17. The Sergeant-At-Arms shall be elected for a period as defined in Article V: Section 2.

Section 10. Advisors A. Advisors are elected by the chapter. B. The duties of Advisors are as follows: 1. Preside over any relevant Chapter matters that require faculty or staff assistance. 2. Act as a liaison between the University and the Chapter when need be. 3. Serve as a non-voting member on the Executive Committee. 4. Advisors shall be elected for a period as defined in Article V: Section 2.

Section 11. External Vice President

A. The duties of the External Vice President are as follows: 1. Organize and promote events in collaboration with other chapters of Alpha Phi Omega. 2. Serve as a chapter liaison to other organizations on campus. 3. Recruit other chapters on campus to participate as partners or participants in events put on by this chapter. 4. Organize and run teams for large, on-campus events such as Elonthon and Relay for Life. 5. Serve on the Executive Committee. 6. The External Vice President shall be elected for a period as defined in Article V: Section 2.

Article VII Removal from Office

Page 20 Section 1. This chapter shall have the right to remove an officer from office for not meeting his or her assigned responsibilities. Section 2. A motion to remove an officer must be brought before a chapter meeting. The motion will be discussed and voted upon at the following meeting. Section 3. An officer being considered for removal from office may not preside over a chapter meeting. Section 4. A preliminary vote at the first meeting may be called to temporarily suspend the officer. Section 5. At the second meeting a two-thirds vote of Active Membership is required to remove an officer from office from his or her position permanently after due deliberation.

Article VIII Committees

Section 1. This chapter shall have a standing Executive Committee, Advisory Committee, and Judiciary Committee. Additional committees may be created as the need arises with consent of the executive committee.

Section 2. The membership of each committee shall be determined by the Executive Committee based on input from the fraternity members.

Section 3. The Executive Committee A. The President shall be the chair of the Executive Committee. B. The committee shall consist of all chapter officers. C. The voting membership shall consist of elected officers. D. The committee shall be charged with the responsibility of formulating a program of chapter activities at the beginning of each semester. E. Meetings shall be held at least twice monthly during the school year in order to oversee the operation of the chapter.

Page 21 F. A quorum of two-thirds of the voting committee membership shall be required at all meetings. G. Any responsibility not specifically delegated to an active committee shall be assumed to fall into the jurisdiction of the Executive Committee. H. The Executive Committee shall be able to sanction members for violations of chapter, school or fraternity bylaws, policies or ideals by a two-thirds vote of the eligible voting membership. I. The Executive Committee may delegate any responsibilities to other committees. The chapter may overturn any vote by the Executive Committee by a two-thirds majority vote.

Section 10 The Judiciary Committee A. The Sergeant-at-Arms shall be the chair of the Judiciary Committee. B. The Committee will assure that the actions of the Executive board and membership are consistent with the spirit of brotherhood and the fraternity bylaws. C. Any active brother or pledge may submit a request for the review of an action taken by another brother, whether it is through the course of their duties or conduct outside of chapter. D. The request should be submitted to the Sergeant-At-Arms and will be reviewed after a majority of the eight voting executive board members vote to pass it through to the committee. E. If the brother in question is a member of the executive board, he or she will not be allowed to vote. F. The committee is to be composed of three active brothers, the Sergeant-At-Arms, and one other executive board member. G. The Sergeant-At-Arms shall appoint the four members with the spirit of impartiality and fairness. H. In the case that it is the Sergeant-At-Arms’ actions that are under review, the President will chair and appoint the auxiliary members.

Page 22 I. The five-committee members will then decide on an appropriate response to the request for review through a majority vote in a timely fashion. The rest of the chapter will be informed of the decision at the discretion of the Sergeant-at-Arms.

Section 11. The Advisory Committee A. Either of the chapter advisors shall be the chair of the Advisory Committee. B. This committee shall meet at least once per semester during the school year. C. This committee shall make recommendations concerning problems or questions expressed by any chapter member. D. At each Advisory Committee meeting, the President shall give a report on the state of the chapter.

Section 12 The chapter may overturn any decision of a committee by a two-thirds majority vote of the active membership.

Article IX Advisors

Section 1. This chapter shall have at least two faculty or administrative advisors from the University. Section 2. Approval of an advisor is conferred by a majority vote of the Active membership for a one-year renewable term.

Article X Meetings and Procedures

Section 1. There shall be a minimum of two chapter meetings per month throughout the academic year as permitted by the University calendar.

Page 23 Section 2. The secretary will provide an agenda at each meeting. Section 3. The order of business may be changed for a particular meeting by a majority vote of those present. Section 4. The meetings shall be run and elections held in accordance with parliamentary procedure as set forth under Robert’s Rules of Order Newly Revised where they do not conflict with the policies and procedures of this chapter. Section 5. Any absence may be excused by contacting the Sergeant-at-Arms at least 24 hours in advance of the meeting or by a majority vote of the Executive Committee. Refer to Elon University’s policy for legitimate excused absences. Section 6. Quorum shall be a simple majority of actives for any business unless otherwise specified. Section 7. Brotherhood requirements will be enforced separately in the following manner: A. GPA checks will be performed at the beginning of each semester and any brother who is found in violation of the required GPA of 2.5 may appeal to the Executive Committee. Barring such an appeal, the member will be declared inactive. B. Dues are due each semester on the date set by the Treasurer at the first meeting of each semester. Any member who has not paid their dues by this date will be declared inactive unless prior arrangements have been made with the Treasurer. C. Brothers who are in violation of the attendance, committee, and hours requirements will be notified immediately. The brother may appeal to the Judiciary Committee. Barring such an appeal, the brother will be declared inactive.

Article XI Membership Records

Section 1. This chapter shall maintain a permanent record of all its members and file this record with the Center for Leadership.

Page 24 Section 2. To the extent that such records are practically available, these records shall include: 1. A permanent file of each duplicate Active and/or Pledge Membership for, beginning with the charter members and including all subsequent members, 2. A current roster of all Active, Associate, Advisory, Honorary, Alumni, and Pledge Member.

Article XII Chapter Dues

Section 1. This chapter shall set NON-REFUNDABLE membership dues based on the total amount sent to the National Office plus the amount each office of the chapter has deemed necessary in order for its function to be fulfilled and necessary activities carried out divided equally by the number of members. Section 2. The chapter shall see a complete breakdown of the budget before dues are charged. Section 3. It is the duty of the Treasurer to provide a timeline by which dues must be paid. It is also the responsibility of the Treasurer to determine the appropriate disciplinary actions for dues not paid in accordance to this timeline. The Treasurer reserves a right to collect a late fee of a reasonable amount for dues not paid on time. Section 4. The right of the Treasurer to determine disciplinary action for unpaid dues shall be handed to the Judiciary Committee after a period of two weeks from the date of nonpayment.

Article XIII Hazing

Section 1. There shall be absolutely no hazing or informal initiation in connection with the functions of this chapter.

Page 25 Section 2. A mistreatment of Pledge Member or other persons at any time shall be considered a violation of the purpose of this chapter and of the National Fraternity and shall lead to immediate suspension pending outcome of the investigation. Section 3. All charges of hazing will be presented to the Executive Committee. Following an investigation of the charges, not to exceed four weeks, a special session of the Executive Committee shall be convened as a final hearing of the charges. Section 4. A vote of three-fourths of the eligible voting membership of the Executive Committee shall be required to find the accused guilty. Section 5. The chapter President shall present all findings of the Executive Committee to the appropriate school officials.

Article XIV Harassment

Section 1. Neither this chapter, nor any of its members, shall participate in nor condone any activities that harass another person based on sex, race, religion, or creed. Section 2. Anyone feeling they or another is the target of harassment on these bases or any other should bring their grievances to the attention of the Executive Committee or the National Office. Section 3. The Executive Committee shall have sole jurisdiction over any charges of harassment and the power to sanction members after due deliberation. Section 4. The chapter president shall present all findings to the appropriate school officials.

Article XV Alcohol Policy

Section 1. This chapter shall abide by the alcohol and standard policy of risk management set forth by Alpha Phi Omega National Service Fraternity, listed in Appendix A. The chapter shall also abide by any policies set forth by The State of North Carolina and Elon University.

Page 26 Section 2. There shall be no drinking of alcohol while wearing any Alpha Phi Omega paraphernalia. Section 3. There shall be no consumption of alcohol at chapter-sponsored events. Section 4. Any violation of this Fraternity’s alcohol policy will result in a hearing in front of the Executive Committee.

Article XVI Finance and Property

Section 1. The Treasurer shall annually cause the appropriate local, state, and federal income tax forms to be filed. Section 2. The finance records shall pre-audited annually by an official approved by the University; and a confirmation of the audit will be sent to the National Office upon request of the National Executive Director. Section 3. Upon the dissolution of this chapter a written report of any money or property on hand shall be filed by the officers with the University and a copy with the National Executive Director of Alpha Phi Omega. Section 4. Such money or property shall be held by Elon University, or by the National Office of Alpha Phi Omega, until the reactivation of this chapter, and delivered to the chapter at such time. Section 5. The officers of this chapter shall cause New Member applications and the required national fees to be mailed to the National Office no later than ten (10) days after the Pledge ceremony. Section 6. The officers shall also cause applications for Active membership and the required national Active initiation fees to be mailed to the National Office no later than ten (10) days after the initiation ceremony. Section 7. The officers of this chapter shall submit the required annual Active membership dues no later than November 15. Section 8. Any initiation not followed by the registration of membership with the National Office shall be considered null and void.

Article XVII Chapter Distinguished Service Key Award

Section 1. Requirements: In order to be eligible for the DSK brothers must exemplify the three pillars of Alpha Phi Omega. A. Service: Brothers must participate in service both within our chapter and outside of it. There is not a specific hour amount required, but the individual must do service above and beyond what is required of all brothers. B. Leadership: Brothers must hold an active leadership role, not necessarily in Alpha Phi Omega. Leadership roles in other service oriented organizations do qualify an individual for the DSK. C. Fellowship: Brothers must make an effort to reach out to all brothers, both within our chapter and outside of it.

Section 2. Nomination Process A. Executive committee will accept one-page nomination letters from brothers throughout the year. B. Once a letter has been submitted, the executive committee will review it to make sure the nominee meets all of the qualifications. C. The qualifying nomination letters will presented to the chapter. D. The chapter will then vote on the winner.

Section 3. Awarding A. The DSK will be presented to the winner during the spring of the school year. B. The award may not be given out each year. It should only be presented when there is a member who truly deserves recognition.

Article XVIII

Page 28 Amendments

Section 1. Any proposal to amend these bylaws must be proposed at a chapter meeting. Section 2. At the following meeting a quorum of two-thirds of the Active Membership must be present for the vote. Section 3. A two-thirds vote of those present is required to ratify the amendments to these bylaws. Section 4. Voting on bylaw amendments by proxy shall not be allowed. A. This chapter may not adopt bylaws, rules, or regulations in conflict with the National Articles of Incorporation, the National Bylaws, the Standard Chapter Articles of Association, the rules, regulations or policies of Elon University or local, state, and national laws.

Article XIX Ratification

Section 1. These bylaws shall be ratified by a two-thirds vote of the Active membership at the weekly, chapter meeting.

Appendix A Standard Policy of Risk Management and National Article IX

The Standard Policy Of Risk Management Alcohol and Substance Abuse Section 1. The possession, use and/or consumption of Alcoholic Beverages, during any fraternity event, any event that an observer would associate with the fraternity or in any situation sponsored or endorsed by the chapter, must be in compliance with any and all applicable laws, policies and regulation of the state, county, city and institution of higher education. Section 2. The unlawful possession, sale and/or use of any illegal drugs or controlled substances at any fraternity sponsored event, or at any event that an observer would associate with the fraternity, is strictly prohibited. Section 3. Chapters, Interest Groups and Petition Groups of Alpha Phi Omega National Service Fraternity shall not use or condone the use of alcoholic beverages as part of their membership recruitment “rush” or pledge education programs. Section 4. A violation of this policy shall be deemed a violation of the membership policies of Alpha Phi Omega National Service Fraternity.

National Article IX Chapters

Section 1. No chapter funds shall be used to purchase alcohol under any circumstances.
