The idea emanates from ACCORD's mission to promote dialogue for the purpose of resolving conflicts and building peace. By introducing a few new contributors from Asia and Latin America, the editorial team endeavoured to foster a wider conversation on the way that conflict is evolving globally and to encourage dialogue among practitioners and academics beyond Africa. The contributions featured in this issue record unique, as well as common experiences, in conflict and conflict resolution. Finally, ACCORD would like to acknowledge the University of Uppsala's Department of Peace and Conflict Research (DPCR). Après cette date, les demandes de protection internationale de ressortissants sri-lankais en France, devenu le premier pays de des- tination, se sont pourtant maintenues à un niveau très élevé, peu éloigné de la moyenne d’environ 3 500 demandes par an pour la période 2006-2010. L’OFPRA a traité ces demandes en continu. En 2010, le nombre de décisions prises par l’OFPRA, soit près de 2 900, a presque atteint le niveau des demandes (voir cartes infra). Le taux d’accord a été d’un cinquième des décisions prises en 2010 (24% en 2009), alors qu’il atteignait près du tiers des demandes dans les années antérieures à 2008, date de la précédente mission de l’OFPRA à Sri Lanka. -

Chatting Sri Lanka: Powerful Communications in Colonial Times Justin Siefert PhD 2016 Chatting Sri Lanka: Powerful Communications in Colonial Times Justin Siefert A thesis submitted in partial fulfilment of the requirements of the Manchester Metropolitan University for the degree of Doctor of Philosophy Department of History, Politics and Philosophy Manchester Metropolitan University 2016 Abstract: The thesis argues that the telephone had a significant impact upon colonial society in Sri Lanka. In the emergence and expansion of a telephone network two phases can be distinguished: in the first phase (1880-1914), the government began to construct telephone networks in Colombo and other major towns, and built trunk lines between them. Simultaneously, planters began to establish and run local telephone networks in the planting districts. In this initial period, Sri Lanka’s emerging telephone network owed its construction, financing and running mostly to the planting community. The telephone was a ‘tool of the Empire’ only in the sense that the government eventually joined forces with the influential planting and commercial communities, including many members of the indigenous elite, who had demanded telephone services for their own purposes. However, during the second phase (1919-1939), as more and more telephone networks emerged in the planting districts, government became more proactive in the construction of an island-wide telephone network, which then reflected colonial hierarchies and power structures. Finally in 1935, Sri Lanka was connected to the Empire’s international telephone network. One of the core challenges for this pioneer work is of methodological nature: a telephone call leaves no written or oral source behind. -

PROLOGUE Historians and anthropologists in Sri Lanka have tended to migrate in opposite directions, but away from the multiethnic confusion of the port cities. Typically, the heterogeneous, semi-Westernized, postcolonial urban society of Colombo and the larger towns has been only a transit point on intellectual journeys outbound to European archives or inbound to “traditional culture.” This was certainly my viewpoint as I arrived “inbound” in Sri Lanka for my first anthropological fieldwork. I took only passing notice of the clerks of mixed European and Sri Lankan descent who sold me stationery supplies at Cargill's and mosquito nets at Carvalho's. These people are given the official designation of Burghers in the government census: they are the racially mixed descendants of the Portuguese, Dutch, and British personnel who occupied the island during four and a half centuries of colonial rule. When I eventually arrived in Akkaraipattu, a predominantly Hindu and Muslim town on the east coast of the island, my indifference to Westernized elements became a calculated aversion, based on a desire to appear receptive to the indigenous culture. In particular, I decided to steer clear of the local Roman Catholics, many of whom were Burghers, dreading that I might become identified with the diocesan hierarchy, partially staffed by American Jesuits from New Orleans. Fortunately, I later met the parish priest, a Tamil named Father Raymond Arasaratnam, who was a whiz at electric circuitry and who also had considerable experience as an exorcist. -

MADURIKA RASARATNAM 2 Abstract This dissertation examines the divergent trajectories of ethnic and national politics in the Tamil speaking regions of India and Sri Lanka. Despite comparable historical experiences and conditions, the south Indian Tamil speaking areas were peaceably accommodated within a pan-Indian framework whilst Sri Lankan politics was marked by escalating Tamil-Sinhala ethnic polarisation and violent conflict. The dissertation explains these contrasting outcomes by setting out a novel theoretical framework that draws on the work of Reinhart Koselleck and his analysis of the links between concepts and political conflict. -
