INTRODUCTION BY TO AN EXCITING NEW DEVELOPMENT Pilane, Kgatleng, BOTSWANA March 2021 (Amatrix/BA060/Invitation to Invest/25062020) P a g e | 2 The Village of Pilane The Place @Pilane is situated at the traffic light-controlled intersection of old A1 and Pilane Road (the Mochudi-Link-Road), in the village of Pilane, Kgatleng District, Botswana. Figure 1 Location of Pilane Village P a g e | 3 Pilane is approximately 30km North of Gaborone and on the junction where the north- south axis – the old A1 road (Gaborone to Francistown) and the east-west axis (Mochudi to Lentsweletau) inter sects. [To the east, this road further links Mochudi with Sikwane and the Derdepoort border post into South-Africa]. As the road between Derdepoort and Dwarsberg is being tarmacked it will offer motorists an alternative to the N4 toll road from Gauteng to Gaborone, resulting in increased volumes of traffic passing The Place @Pilane. The Pilane node Pilane is a small village, but its lack in population is compensated for, by the fact that Pilane has been earmarked as the new CBD of the greater Mochudi area, as it is on the conflagration of the north-south and east-west roads in the area and there are no alternatives, for these roads on the cards. Kgatleng is one of the districts of Botswana, coterminous with the homeland of the Bakgatla people. Its capital is Mochudi, the hometown of protagonist Precious Ramotswe in Alexander McCall Smith's popular The No. 1 Ladies' Detective Agency series. According to the 2001 Census, Kgatleng had a population of 73,507 people1. Pilane is thus the new node of the greater Mochudi and Place @Pilane will be at the centre of this2. P a g e | 4 The node was opened up with the building of Pilane Crossing, directly south of the proposed The Place @Pilane on Plot 439 Pilane on the south-eastern corner of the intersection. Amatrix brought Plot 438 to fruition from grazing fields to the current shopping centre. The project was then sold off to PrimeTime, who did the final building phase. Pilane Crossing is currently a thriving shopping centre with a GLA of approximately 12,000sqm with Choppies as anchor tenant and many nationals such as FNB, Absa, Ok Furniture, Build-It, Clicks and KFC to name a few6. Pilane Crossing only has a mushroom access of the old A1 road and a Puma service station inside the shopping centre, which make the service station a destination and not a point of convenience. The greater Mochudi area is one of the fastest growing areas in Botswana7 and there is definitely scope and need for expansion of the New CBD. It is envisaged that The Place @Pilane will compliment Pilane Crossing to really create the New CBD. This will be strengthened by the fact that the plot on the north-eastern corner is the property of the Kgatleng District Council and has been earmarked for a bus- and taxi rank and a training hospital with a nurses’ college. In this regard the MP for Mochudi West, the Honourable Minister of Infrastructure and Housing Development, Mr Mmusi Kgafela said that: “… the construction of a new hospital in Mochudi had long been drafted and captured in the National Development Plan 11, volume 2, page 26 and it was recorded that the sum of P410 million would be allocated for the hospital.”8 6 https://www.facebook.com/PilaneCrossing/ 7 Par.2.6.9 of the Development Plan on p.9. 8 Daily News of 6 December 2019 http://www.dailynews.gov.bw/news-details.php?nid=53355 P a g e | 6 He further said the population of Mochudi West had also increased in recent years due to its proximity to Gaborone, turning Kgatleng into an urban cosmopolitan area. It is also important to take note of the: 1. Southern African Development Community (SADC) Standby Force regional logistics depot which is about 5 km north of the Place @Pilane at Rasesa at a cost of U$ 10,000,000-00 on 17 hectares. The Regional Logistics Depot will provide storage receipt, inspection and maintenance of equipment/material for all components of the SADC Standby Force . 2. The Minergy open pit coal mine at Medie approximately 20 km south of Lentsweletau , which created work for 400 persons . At this point in time the following is envisaged: A service station with even better accessibility and visibility than the current service station at Pilane Crossing. It will attract the commuters working in Gaborone and living in the greater Mochudi area, as it will be conveniently on the left, on the way home, with the advantage of An adjacent drive-through chicken outlet and a convenience store. It will be next door to Supermarket / Wholesale Grocery Supplier Mixed commercial (to include medical suites) Warehouses and/or motor spares/city Multi-residential housing Recreational (gym/pool/clubhouse/multi-purpose sport field (basketball/mini- soccer/netball), especially for the youth) Clinic – a private and community health facility Nursery school P a g e | 9 Figure 4 Proposed Lay-out plan Figure 5 Proposed development P a g e | 10 Zoning The Property is zoned for a shopping centre as per the Lease, and it has been established from the Kgatleng District Council that all of the abovementioned uses are permitted under this zoning. P a g e | 11 Approved Access & Egress An access and egress has been approved by the Roads Department on 20 February 2020 onto and off Pilane Road (the Mochudi-link Road). As the property has excellent visibility, good traffic and trade, this accessibility will make the service station a plum in any fuel company’s collection. Figure 6 Approved access and egress The approved access and egress will also be for the convenience of shoppers, commuters, people residing in the proposed gated community and the travelling public at large. The building permit for the access and egress was also granted on 20 February 2020. P a g e | 12 P a g e | 13 EIA Regardless of the fact that an EIA was done an approved for Plot 135 Pilane, before the subdivision, and another EIA was done and approved for Plot 438, the DEA ruled that a fresh EIA has to be done for the new development. The approval for the fresh EIA is imminent within weeks. Valuation A valuation report was obtained from an independent valuer by Riberry (Pty) Ltd. on 3 July 2020 and has been valued at P10,000,000.00. The property is unencumbered.
