BOTSWANA NATIONAL ASSEMBLY N O T I C E P A P E R (WEDNESDAY 29TH JULY, 2020) NOTICE OF QUESTIONS (FOR ORAL ANSWER ON TUESDAY 4TH AUGUST, 2020) 1. MR. M. M. PULE, MP. (MOCHUDI EAST): To ask the Minister of Finance (345) and Economic Development if he is aware that there is a lot of illegal border crossing along the Madikwe and Limpopo Rivers due to lack of a crossing point after Sikwane Border Post and is the Ministry planning to establish an official crossing point to facilitate residents of Malolwane, Oliphant Drift, Ramotlabaki and Phala Kampa. 2. MS. T. MONNAKGOTLA, MP. (KGALAGADI NORTH): To ask the Minister (346) for Presidential Affairs, Governance and Public Administration if he will consider improving the Radio Botswana signal coverage in Zutshwa, and further extend the coverage to Ngwatle and Ukhwi settlements. 3. MR. T. B. LUCAS, MP. (BOBONONG): To ask the Minister of (347) Environment, Natural Resources Conservation and Tourism if she would: (i) consider including all wild animals under the compensable species in respect of the danger and damage they cause to farmers, businesses and other entities; (ii) consider introducing market equivalent compensation for damage caused by all wild animals. 4. DR. K. GOBOTSWANG, MP. (SEFHARE-RAMOKGONAMI): To ask the (348) Minister of Local Government and Rural Development if he is aware that there are Headmen of Arbitration in Sefhare- Ramokgonami who have been assessed and cleared for social employment but are still to receive their monthly allowances; and if so, to state: (i) how many are on the waiting list; and (ii) when they will be assisted. 1 5. MR. M. REATILE, MP. (JWANENG-MABUTSANE): To ask the Minister of (349) Agricultural Development and Food Security when Government will sign the Malabo Declaration (Summit in Malabo, Equatorial Guinea in June 2014) at the African Union (AU) recognising the importance of multi-sectoral engagement and co-ownership of this agricultural transformation agenda within the public sector, including infrastructure, energy, trade, industry, health, science and technology, education, and the importance of putting in place a coherent inter-sectoral coordination of efforts and initiatives for optimizing resource use, synergy and maximizing outcome and impact. 6. MR. T. LETSHOLO, MP. (KANYE NORTH): To ask the Minister for (350) Presidential Affairs, Governance and Public Administration why Botswana Television (Btv) continues to air old foreign content as opposed to locally produced content; and to state: (i) what Btv is doing to promote local content and local programmes generation and production to contribute to reducing unemployment; (ii) how much Btv has spent annually on purchasing local content and foreign content over the last 5 years; (iii) in percentage terms, how much time does Btv currently broadcast local content versus foreign content; and (iv) what is the target percentage of local content broadcast versus foreign content. 7. MR. O. RAMOGAPI, MP. (PALAPYE): To ask the Minister of Finance and (351) Economic Development: (i) the formula used to allocate funds to District Councils, Town Councils and Sub District Councils since some Councils or Sub-Districts complain on equity in distribution of funds basing on population and challenges of a council; (ii) how much is allocated to Palapye Administrative Authority vis-à-vis the number of facilities and population per constituency the funds intends to serve as compared to other sub-districts in Botswana; and (iii) if there is any monitoring mechanism by the Ministry on how budget must be shared, among Ministry Departments, sub-districts adhering to guidelines of the Ministry. 8. MR. P. MAJAGA, MP. (NATA-GWETA): To ask the Minister for (352) Presidential Affairs, Governance and Public Administration to brief this Honourable House on how much was used by Botswana Television to live broadcast court cases: 2 (i) who was funding the live broadcasting and whether this was budgeted for; and (ii) what caused the Ministry to fund this programme. 9. MR. M. S. MOLEBATSI, MP. (MMADINARE): To ask the Minister of (353) Defence, Justice and Security to update this Honourable House on the total number of people arrested by the Directorate of Intelligence and Security (DIS) in the 2018/2019 financial year and to state: (i) whether during their investigations DIS identified any economic threats to the country and how much expenditure was involved in investigating and analysing the economic threats; (ii) if during their investigations DIS identified any political threats to the country; and how much expenditure was involved in investigating and analysing the political threats; and (iii) whether during their investigations DIS identified any cultural threats to the country; and how much expenditure was involved in investigating and analysing the cultural threats. (FOR ORAL ANSWER ON WEDNESDAY 5TH AUGUST, 2020) 1. MR. D. L. KEORAPETSE, MP. (SELEBI PHIKWE WEST): To ask the Minister (354) of Health and Wellness to state: (i) the number of doctors and specialists at Selebi Phikwe District Health Management Team DHMT; (ii) which year the Selebi Phikwe (DMHT) had the highest number of doctors and specialists; and to explain this state of affairs and what he is doing to improve it; and (iii) the number of foreigners and their positions in the DHMT. 2. MR. T. LETSHOLO, MP. (KANYE NORTH): To ask the Minister of (355) Investment, Trade and Industry what challenges her Ministry has identified, faced by youth entrepreneurs in rural areas, compared to those in major villages and towns; and to state: (i) what the Ministry is doing to remedy the challenges; and (ii) what special considerations and treatment Citizen Entrepreneurial Development Agency (CEDA) and Local Enterprise Authority (LEA) are implementing or planning to implement, to remedy the identified challenges. 3 3. DR. N. TSHABANG, MP. (NKANGE): To ask the Minister of Basic (356) Education: (i) if he is aware that children with special needs who have been assessed and referred to Timbi Primary School in Tutume have not been assisted in any manner; and (ii) whether the Tutume Sub-District Council provides transport for them to and from school; and if not, how he intends to intervene. 4. MR. O. RAMOGAPI, MP. (PALAPYE): To ask the Minister of Defence, (357) Justice and Security if he is aware that there is a missing child in Serorome Ward, Palapye; and if so, to state: (i) why the public has not been requested to assist in searching for the missing child as has been done in the past in other areas; (ii) why he has not engaged the Scotland Yard Police Investigators as it happened with the “Segametsi Mogomotsi” case in Mochudi; (iii) whether he is aware that parents of the missing child feel that they are being treated differently because of their poverty status; and if so, (iv) why he is not applying the same standards as used in similar cases. 5. MR. G. KEKGONEGILE, MP. (MAUN EAST): To ask the Minister of Land (358) Management, Water and Sanitation Services to update this Honourable House on initiatives by his Ministry to facilitate ownership of plots by Batswana who previously sold their plots before the law banning sale of plots was introduced in the country and to further state: (i) the number of residential plots and ploughing fields whose ownership has changed in Maun, Khwai, Mababe, Sankoyo, Shorobe, Sexaxa, Matapana, Samedupi, Chanoga, Makalamabedi and Matsaudi; and (ii) the number of households and children affected by that change of land ownership. 6. MR. M. M. PULE, MP. (MOCHUDI EAST): To ask the Minister of Defence, (359) Justice and Security if he is aware that there is no clearly marked and visible patrol route from Sikwane Border Post to Phala Kampa and if so, what plans are there to clear this patrol route and when this will be done. 4 7. MR. M. S. MOLEBATSI, MP. (MMADINARE): To ask the Minister of (360) Investment, Trade and Industry to state: (i) the amount Citizen Entrepreneurial Development Agency (CEDA) has contributed annually towards agricultural projects in Botswana since 2010; (ii) how many of these projects were in Mmadinare Constituency; and (iii) the success rate of the investments countrywide. 8. MR. T. B. LUCAS, MP. (BOBONONG): To ask the Minister of (361) Environment, Natural Resources Conservation and Tourism: (i) whether the Forestry Office serving Bobirwa has adequate capacity to carry out its mandate and functions; (ii) to state interventions in place to assist mophane worm harvesters obtain licences for harvesting and selling in the Bobirwa area; (iii) if she is aware of the tension between the Forestry Department and the mophane worm harvesters; and if so, what she intends to do to address the situation. 9. MR. P. MAJAGA, MP. (NATA-GWETA): To ask the Minister of Local (362) Government and Rural Development if he would consider closing the Nata Service Centre since it is a white elephant; and if so, when.
