And since the Senate passed the bill after midnight, by law, the appropriations articles without an assigned effective date can’t take effect until June 1, 2022 – only a month before the end of the coming fiscal year. Oops. The mistake means that the entire supplemental appropriation for the current fiscal year couldn’t be spent until almost a year from now. And tons of other programs, from tourism, to natural resources, to corrections, to employment security, to human rights, to, well, you can pretty much name it, wouldn’t legally have access to their appropriations until next June, either. A plan was developed for Gov. JB Pritzker to issue an amendatory veto to insert the proper effective dates. Accepting an amendatory veto on a budget requires

She was a terror to visitors and staff (Lincoln’s secretary, John Nicolay, referred to her as “Her S[atanic] Majesty”) and a pest to many of Lincoln’s colleagues and subordinates. Stories of her jealousies, her shopping orgies, her feuds and backbiting and rages were common. She made herself hated, and when the widow Lincoln applied for a government pension after the war, sentiment was against granting her the money. Burlingame casts light on a question that had puzzled dozens of their friends and family – why did they wed? People who knew each partner best thought them a poor match. Lincoln, realizing that they were ill-suited to each other and smitten by another woman, broke off the engagement for a time. But friends and acquaintances reported that Lincoln was tormented by the thought that he had treated Mary badly. The dilemma Lincoln thus found himself in left him so wretched that friends fretted for his well-being. When temperatures soar there’s nothing so pleasing as a recipe that doesn’t require the use of an oven or stove. Enter the icebox cake. These old-fashioned desserts became popular in the 1930s as reliable refrigeration became a new reality for many American households. Essentially a spinoff of classic layered desserts like trifle tiramisu, an icebox cake doesn’t actually contain any “cake.” Instead, crispy cookies are layered with creamy filling and additions like fruit or nuts then allowed to set for an extended period of time in the refrigerator. Not really so much a recipe as a formula, this dessert is infinitely adaptable and a great option for feeding a large group of people. It’s also an easy choice for folks with dietary concerns, thanks to a greater availability of specialty vegan/gluten- free products on the market. The dish Icebox cakes can be made in any regular baking dish and served right out of the dish. Or they can be made in a loaf or springform pan and turned out for a more elegant presentation. Grand Army of HISTORY | Springfield’s humble treasure the Republic Memorial Museum As the soldiers who fought in the Civil War returned to Thu.-Sun., July 1-4 civilian life, many retained the bonds of brotherhood forged 10 a.m.-4 p.m. in battle. Several fraternal organizations of the Civil War veterans 629 S. Seventh St. sprang up, and the Grand Army of the Republic (GAR), founded 522-4373 in Springfield in 1866, became a leader among them. The GAR Memorial Museum collection includes tintypes by Mathew Brady, rare drawings of the infamous Andersonville and Libby prison camps and a complete list of Union soldiers held there during the war. New on display is a 34-star U. S. flag carried by Company G, 30th Indiana Volunteer Infantry, which bears the scars of combat from battles including those at Shiloh, Perryville, Chickamauga, Atlanta and Kennesaw Mountain. After a long pandemic pause, the museum will reopen to the public on July 1. Scheduled open hours are from 10 a.m.-4 p.m. every Thursday through Saturday. It will also be open in celebration of Independence Day on Sunday, July 4. The museum receives no federal, state or municipal funding, but is sustained by the generosity of the organizations’ members and donations of the visiting public.
