FOREWORD

By the Chairwoman of the Committee on women in the NATO Forces

Dear Delegate and Observers

I am pleased to contribute a foreword to this first Delegate Handbook of the Committee on Women in the NATO Forces.

This Handbook is meant to be a tool for all of you that are designated as delegates and observers to this Committee. I hope this Handbook will make it easier for you to understand and perform your duties and obligations as Delegates and Observers. It took some time to create this book and it will be a living document, therefore it needs to be adjusted regularly.

The whole Alliance is changing and so must we. It is important for our Committee to follow the new challenges of the Alliance and to identify issues affecting servicewomen that can have an impact on the Alliance way of performing ongoing and future operations. Therefore, it is vital that you as Delegates know that your Nations inputs will be discussed during our Meetings and Conferences and will be forwarded to the Military Committee, as information, advice and recommendations. What you and your nation put into this work is what this Committee will be and therefore it is important that you also contribute to make it easier for your successors by giving the OWINF inputs to improve this Handbook.

1 HISTORY

In 1961 the first NATO Conference of Senior Women Officers of the Alliance took place in Copenhagen with delegates from Denmark, the Netherlands, Norway, the United Kingdom and the United States. It was organised by the Danish Atlantic Association and focused on issues concerning the status, organisation, conditions of employment and career possibilities of women in the military forces of the Alliance.

The Delegates completed the Copenhagen Conference by adopting a resolution agreeing to the desirability of holding future conferences at regular intervals. They unanimously expressed the hope that NATO and national authorities would consider employing women more widely within their military services for the greater interests of the Alliance.

In 1965, a study visit to NATO Headquarters (HQ), the Supreme Headquarters Allied Powers Europe (SHAPE) and the NATO Defence College provided an opportunity to renew contacts. This led to a Director's Conference of Senior Women Officers convened by the NATO Information Service in 1966 with seven NATO countries attending.

Significant developments occurred during the Conference at NATO HQ in November 1973. Sponsored by the NATO Information Service, nine countries, and, for the first time representatives from the nursing services, were present. The Delegates, representing 28 women's services, which comprised over 100,000 service women, adopted a resolution agreeing that women should have the opportunity to serve in all job specialities with the exception of combat where their employment should be determined by national policy. Additionally, during that conference, a recommendation was made for appointing an ad hoc Committee with the responsibility for developing goals and objectives for the Alliance Women's Services organisations.

From that recommendation, an ad hoc Committee was formed and each delegation nominated a national representative.

At the London Conference in 1975, representatives from briefed the Delegates, as Belgium was beginning to recruit women into their Armed Services. Representatives from the Federal Republic of Germany also gave briefings, as Germany was preparing to introduce specialist women medical officers into the .

The Military Committee (MC) endorsed formal recognition of the Committee on Women in the NATO Forces (CWINF) on 19 July 1976 in Document MC 249.

At the 1977 NATO HQ Conference, Belgium and the Federal Republic of Germany became full members.

2 In 1979 the Committee first saw representation from Greece and an observer from Italy at the Hague Conference. Additionally, the Terms of Reference (TOR) for the Committee were revised to take account of the Committee's official military status.

At the 1985 NATO HQ Conference, 57 representatives attended from 13 NATO countries including first time participants from Spain. The Committee completed a much-needed revision of its TOR and modified a resolution on the employment of women in the NATO Forces.

In 1996 the Chairperson of the Committee, in co-operation with the Director of International Military Staff (DIMS) advocated for a full- time secretariat position for the Committee. At the time, only temporary administrative support was provided resulting in a lack of continuity for the Committee's goals and objectives.

In March 1997 the MC approved the establishment of an advisory Office on Women in the NATO Forces within the International Military Staff (IMS). The intention was to run the Office on a trial basis for up to three years to ascertain whether or not there was a requirement for such an Office. The Office on Women in the NATO Forces (OWINF) became a reality in January 1998. The United States volunteered to send two United States Air Force members to initially staff the Office. It provided liaison with the Military Representatives and their staffs and provided the much-needed continuity of the Committee’s goals and objectives.

In December 2000, the MC adopted a resolution and confirmed the permanence of the OWINF within the IMS structure. The intention is that nation representatives staff the two office positions on a rotation basis.

In May 2001 the Committee celebrated its 25th Anniversary at a Meeting in Rome. Even though the Netherlands chaired the Committee the Meeting took place in Rome, because Italy had recently opened it’s military for servicewomen.

Since 2002 there has been active co-operation between the Committee and the 27 “” (PfP) nations. They were invited for the first time to the Annual Conference in held in May.

One year later, in May 2003, the 27-year-old Document MC 249 was superseded by the updated version MC 249/1.

In the same year, for the first time, the seven countries from the were invited to attend the Annual Meeting in Ottawa held in June.

3 MISSION

Over the years, the role and potential of women in the military has become of increasing politico-military importance. The mission of the CWINF is to advise NATO leadership and member nations on critical issues affecting women in the Alliance’s Armed Forces. The Committee will promote the most effective employment of women in uniform and their career development, and furthermore act as a clearinghouse for information exchange between NATO nations.

4 COMMITTEE ON WOMEN IN THE NATO FORCES TERMS OF REFERENCE (TOR)

Final as of 10 March 1998

1. Establishment. An ad hoc committee on Women in the NATO Forces was formed during the NATO Conference of Senior Women Officers held in Brussels between 10 and 14 November 1973. The Committee was granted formal recognition by the Military Committee on 19 July 1976 under reference of MC 249 (Final).

2. Mission Statement. The Committee on Women in the NATO Forces advises NATO leadership and member nations on critical issues affecting women in the NATO Forces.

3. Purpose and Responsibility.

a. Purpose. The Committee:

(1) Is a consultative body concerned with policies for women in the Armed Forces of the Alliance.

(2) Promotes the most effective utilisation of the capabilities and development of women in the Armed Forces.

(3) Provides advice to the Military Committee and member nations.

b. Responsibilities. The Committee’s responsibilities are:

(1) To facilitate the exchange of information between NATO member nations relating to women serving in the Armed Forces of the Alliance.

(2) To disseminate information to all NATO and requesting national authorities on issues impacting the professional performance of women.

(3) To facilitate informal networking between members of the military services.

(4) To prepare and participate in meetings and conferences.

(5) To advice the Military Committee and member nations on issues relating to women serving in the Armed Forces of the Alliance.

5 4. Participation.

a. Each NATO member nation having a representative in the Military Committee is eligible to provide one delegate to the Committee on Women in the NATO Forces.

b. NATO member nations may send non-voting observers to Committee meetings and conferences. At meetings the number is restricted to one per Sub-Committee, including the delegate. At conferences, a maximum of five non-voting observers may attend in addition to the delegate. Requests by nations for numbers greater than this must be agreed by the Chairperson in conjunction with the host nation.

c. Non-NATO nations may be invited to send one non-voting observer to attend Committee meetings and non-voting observers to attend Committee conferences. Such invitations must be cleared through the Military Committee.

5. Organisation of the Committee.

a. The Committee comprises the Chairperson, a Deputy Chairperson for each Sub-Committee, one of whom is the Chairperson elect, and national delegates. The Chairperson and Deputy Chairpersons must be active duty women officers. Delegates are designated nationally and must be officers, normally women who are of senior rank and on active duty. Deputy delegates should be appointed by nations to attend in the absence of the designated delegate.

b. The Chairperson and Deputy Chairpersons are non-voting members of the Committee and form the Executive Committee. They are elected for a two-year period and are normally in addition to the nation’s designated delegate.

c. Every two years (from 1999) delegates will vote to elect a successor Chairperson, who will serve as one of the Deputy Chairpersons, and then vote for each remaining Deputy Chair position. Prior to voting, nations may decline Chair and/or Deputy Chair positions. In the event of a tie, delegates will vote again until consensus is reached.

d. A representative of the International Military Staff (IMS) is appointed to the Committee and acts as a non-voting Secretary.

6. Frequency of Meetings, Venue and Scheduling.

a. Frequency. The Committee is to meet once a year.

6 b. Committee Conferences. Every second year, the Committee meeting is to take the form of a Conference. To maintain and reinforce links with the Military Committee, Conferences should normally be held at NATO Headquarters. The Conference and the Committee Meetings may be held concurrently.

c. Committee Meetings. In alternate years, Meetings may be held in any NATO country but will normally be held in the nation of the Chairperson.

d. Executive Committee Meetings. The Executive Committee will meet at least once a year to plan the agenda for Conferences and Meetings. Meetings will normally take place at NATO Headquarters.

e. Scheduling. Conferences and Committee Meetings will be held in June. The duration of the Conference /Meeting will be determined by the agenda, with a maximum length of five working days. The Executive Committee will convene no later than March of each year.

7. Minimum Host Nation Requirements. In view of the logistical, financial, and other responsibilities of hosting a meeting and a Conference, hosting nations are required to co-ordinate the following for attendees:

- Lodging - Meeting facilities - Get acquainted cocktail hour - Tour event of military or civilian interest - One dinner

Note: expenses for lodging, meals and social events are the financial responsibility of each participating nation.

8. Channels of Communication.

a. Annually, the Chairperson will formally brief the Military Committee on the results of the Conference and/or Meeting.

b. The Secretary of the Committee co-ordinates resolutions, recommendations and reports, and circulates them to national authorities prior to forwarding them to the Director IMS, for approval by the Military Committee.

c. The Secretary, on behalf of the Chairperson, may communicate directly with national Delegates on matters of routine business.

d. Any communication to national authorities, IMS members, and the Military Committee should be accomplished via the Secretary.

7 OFFICE ON WOMEN IN THE NATO FORCES TERMS OF REFERENCE (TOR)

Final as of 14 July 2000

1. Aim. The Office on Women in the NATO Forces (OWINF) is the focal point at the NATO HQ, which serves as the Secretariat for the Committee on Women in the NATO Forces (CWINF) and Advisor to the Committee Chairperson. As the Office of Primary Responsibility (OPR) (action staff office) on the IMS, it provides information on women in the military. As directed by the Executive Committee (EC), the Office provides advice and information on aspects of the integration and utilisation of women in uniform within NATO-member nations’ Armed Forces.

2. Organisation and Composition.

a. The personnel forming the OWINF is attached for practical purposes to the Personnel Office, IMS, and is responsible:

(1) Administratively, to the CWINF to carry out the duties and responsibilities as outlined in paragraph 3 and 5.

(2) Functionally, to the Director, International Military Staff (DIMS), through the IMS Head of Personnel, and the Executive Co-ordinator of the IMS for issues on military Servicewomen within the Alliance to carry out the duties and responsibilities as outlined in paragraph 4 and 5.

b. The composition of the OWINF will be as promulgated in MC2, the authorised Peacetime Establishment for the IMS. The Chief, OWINF, will normally report to the Executive Co-ordinator IMS.

3. Committee Duties and Responsibilities.

a. Maintains continuity of the CWINF’s Issue Book, its recommendations, and rationales.

b. Co-ordinates and plans international Conferences and Meetings in accordance with NATO protocol, and with EC consent, formulates and distributes the official Committee Summary Record.

c. Disseminates Committee recommendations and co-ordinates national responses on international policies and procedures concerning integration, interoperability, and readiness of military Servicewomen in the NATO Forces.

8 d. Facilitates information sharing among countries on research, programmes, and techniques related to gender integration and quality of life of all service personnel.

e. In consultation with the EC, co-ordinates appropriate press releases and press conferences with the NATO and IMS Press and Information Office.

4. OPR Staff Duties and Responsibilities.

a. Provides information during NATO operational and military policy planning as it directly applies to the integration of women in the NATO Forces in NATO-led operations. When appropriate, provides information to the CWINF.

b. Promotes awareness on the effective utilisation and development of servicewomen among Alliance members and Partner nations.

c. Maintains liaison with Defence and other international agencies concerned with military affairs and the utilisation of military women.

d. Initiates an intern program with Partnership for Peace (PfP) nations to facilitate dialogue and opportunity for training and professional development in support of Nato’s PfP initiatives in the area of women in the military.

5. Combination of Committee and OPR Staff Duties and Responsibilities.

a. Advises and provides information to the Chairperson and Deputies of the CWINF on Committee procedures. Provides information to the MC and IMS on all aspects of the integration, employment, and utilisation of NATO servicewomen.

b. As the focal point on the IMS, attends MC meetings to gather information to better understand Nato’s mission requirements and lessons learned. Analyses relevant reports and provides pertinent information to the CWINF on how women affect readiness and multinational interoperability during NATO-led missions.

c. Collects, organises and processes pertinent information from NATO and Partner nations regarding national programmes and policies on female personnel readiness.

d. Prepares reports on integration efforts including, but not limited to, the Year-in-Review.

e. In co-ordination with the EC and national delegates, provides

9 briefings on significant milestones and the status of the integration of women in the military. f. Maintains the international repository of information on recommendations and resolutions, programmes, policies, and initiatives concerning the integration, utilisation, and equitable employment of women in the military. g. Maintains the computerised link on the NATO website, together with the NATO Integrated Data Service.

10 SUB-COMMITTEE GOALS AND OBJECTIVES

TRAINING AND DEVELOPMENT

Military service women should have the same personal and professional possibilities in all aspects of their careers as their male counterparts.

Goal 1: Improve opportunities for career development for women in the military.

Objectives: a. Identify, develop and promote policies, which increase the opportunities for employment, promotion and training for women in the military. b. Ensure training standards are job-related. c. Identify and encourage potential leaders. d. Promote/track access to training and educational programs. e. Provide equal opportunity for deployments on international missions.

Goal 2: Ensure advancement of military women on merit.

Objectives: a. Gather information on the progress of women across career fields and grades. b. Eliminate barriers.

RECRUITMENT AND EMPLOYMENT Improve and enhance upon the services’ ability to recruit, retain, employ and advance women in the total force.

Goal 1: Develop policies for recruitment and employment.

Objectives: a. Identify and eliminate barriers to recruitment, selection and employment. b. Ensure appropriate female participation in developing policies.

Goal 2: Recruit candidates to pursue a military career.

Objectives: a. Increase awareness to attract more women. b. Evaluate career development programmes/policies to ensure equal opportunities. c. Improve success of women throughout the recruitment process. d. Provide effective incentives. e. Increase civilian certification of military qualifications’ programs.

Objectives: a. Evaluate restrictions based on physical, or other differences. b. Collect information on access to specialities and positions.

Objective: Promote and improve the policies and programs that help balance career and family.

Goal 3: Increase awareness of gender-related issues in a military population.

Objective: Promote gender relations training as part of cultural awareness.

12 GENERAL RESPONSIBILITES FOR DELEGATES

1. As soon as you have been nominated as a delegate, please send to the OWINF an official mailing address, phone number, fax number and e- mail address. In case of change or duty handover please inform us asap about changed e-mail addresses.

2. You are the focal point between your nation and NATO on gender integration issues. To help prepare for this challenge a basic knowledge of your nation's Armed Services is required.

3. It is useful to have a generic understanding of NATO, its structure and strategic concept. Information can be found on the NATO website www..int. With this understanding you will be able to relate how the CWINF fits into the overall picture.

4. During your tenure as a Delegate, you will be asked to provide information to the OWINF. We understand that this work in the Committee is an additional duty for you and we always try to give you adequate time to respond. However, sometimes we need information very quickly. If you cannot make a deadline or you have a negative reply to our request, we would be grateful if you would let us know, without delay, either by telephone, e-mail or fax.

5. In general, you will be invited to either a Conference or Meeting annually. Conferences occur biannually during even numbered years (i.e. 2004, 2006) at NATO Headquarters in Brussels. Meetings occur biannually during odd numbered years (i.e. 2003, 2005) and are usually held in the nation of the Committee Chairperson. Meetings are very work focussed and include minimal social activities. However there is usually a formal dinner and a luncheon with Delegates and their Military Representatives. Conferences tend to include more cultural activities and guest speakers than Meetings. The size of national delegations attending Conferences and Meetings is strictly controlled.

6. In previous years, Delegates have exchanged small gifts at Conferences and Meetings. This practice has been discontinued and is strongly discouraged.

7. We recommend you to arrange a meeting with your delegation prior to the annual Conference/Meeting to reach a consensus about your expectations and ideas. It is suggested that you may also decide prior who of your delegation will attend each Sub-Committee, in order that they can prepare themselves accordingly.

8. Networking with other members of the Committee is essential. Sharing of information and lessons learned avoids “reinventing the wheel”. A comparison of the status quo on issues concerning female personnel and the pooling of common challenges leads to specific new objectives for the Committees’ work.

13 WORK TO BE DELIVERED BY DELEGATES

The Executive Committee requests that Delegates provide information concerning specific issues every year. These documents have to be sent to the OWINF digitally not later than the third Friday in April. The Office must not send you a special request. In case the Office does not receive these documents in time, the chief of the Office may contact your Military Representative at NATO HQ. Note that all later provided documents won’t appear in the Meeting Folder. Your support and co-operation is crucial in making both events worthwhile.

The National Report The National Report is a vital source of information for the Committee and the Office; therefore links to other relevant military websites should be included. Produced in a security level that is releasable on the internet, so that people such as researchers and journalists from military and non-military organisations might use it. The text should be written accordingly. (Please read also the National Report Format on the following page). It must not be longer than five pages (including statistics and annexes), Arial 12, single space, page numbers in the centre bottom of the pages.

The five-minute-verbal Briefing: You have to deliver at the Meeting/ Conference a verbal five-minute-Briefing, which thought to be your nation’s essential information to the other nations at the Meeting or Conference. You should talk about the really relevant facts and figures and especially the innovations about gender integration efforts your military made since the last Meeting or Conference. It should not be just a repeat of all the information contained in your National Report. Please bear in mind that the briefing time limit of five minutes will be respected. After five minutes the Chairperson, irrespective of whether you have finished or not, will stop the briefing.

Sub-Committee Questions: You will be asked to answer about five questions posed by each Sub- Committee Chairperson. These will need to take into account the policy lines of each military Service in your nation, which employs women. The answers should not exceed one A4 page per Sub-Comittee. A format is set out below. Please note, that it is not limited to the stated topics, but should include comment on them as they worthy of the Committee’s interest. Information contained in this report may be used as source for the “Year in Review”.

15 STANDARD OPERATING PROCEDURES FOR CONFERENCES AND MEETINGS

PLENARY

The Delegate is the only official voting member for her/his national delegation. She/he is the only person to address issues and points for the delegation.

SUBCOMMITTEE a. Delegates have permanent assignment to Sub-Committees. They are a voting members only of the subcommittee to which they are assigned. After a recommendation or rationale is approved within their subcommittee, the Deputy for the Sub-Committee presents it during plenary for approval by the entire Committee. b. Non-voting Observers will attend the other Sub-Committee Meetings. They may discuss issues and convey their nation’s input, but not vote as a member of the Sub-Committee. If they disagree with the Sub-Committee’s recommendations or rationales, they must contact their Delegate and discuss the issue. The Delegate in turn will contact the Deputy Chair for the Sub- Committee and attempt to reach a consensus. If consensus is reached, the Sub-Committees will vote and prepare its recommendations for the plenary session. If consensus cannot be reached, the Delegate will be invited to participate in resolving the issue within the Sub-Committee. Once the issue is resolved, the permanent Sub-Committee members will vote and prepare the presentation of the issues to the plenary. The bottom line is to have all issues resolved and everyone in agreement before the plenary session.

16 VOTING

NOTE: You vote for a nation, not a person!

Every other year, at the Meeting, three new Deputies are selected with one of them being the Chair-elect. a. The process begins with the OWINF requesting nominations from the member nations several months prior to the Meeting. b. This gives each Delegate an opportunity to discuss with their Ministry of Defence the additional workload required of a deputy and the additional financial considerations. c. If a nation is interested, they contact the OWINF, who consolidates all nominations for the CWINF. d. The issue is brought before the CWINF, who then votes for the Chair- elect, and the remaining deputies.

Contributes to the PolMil clearing house mechanism to facilitate information exchange and networking among nations with respect to programs, policies, and techniques on the utilisation and development of servicewomen, and equity and leadership issues.

2. Reports to. Executive Co-ordinator, IMS. Also is directly responsible to the Chairperson of the Committee on Women in the NATO Forces (CWINF).

3. Principal Duties.

a. Provides administrative support and information to the CWINF Chairperson on all committee conference, meetings, activities and events. Formulates and distributes a Summary Record of conferences and meetings.

b. Collects and analyses information from NATO and Partner nations regarding national programs, policies and procedures concerning integration, interoperability, and readiness of military women in NATO.

c. Responsible to internal and external requests for information, in co- ordination with NATO protocol and the CWINF Executive Committee.

d. Provides information on political-military aspects of the integration, utilisation and employment of servicewomen among NATO nations.

e. Maintains liaison with Defence and other international agencies concerned with women in the armed forces and related issues.

f. Publishes a periodical report containing office activities and significant issues of interest to national Delegates.

g. Facilitates information sharing among countries on research, programs, and techniques related to gender integration and quality of life of all service personnel.

h. Promotes awareness on the effective utilisation and development of military women, and advises the Chairperson on such issues.

i. Serves as NATO’s focal point for all issues relating to the employment of women in uniform, their effect on readiness and multinational interoperability during NATO-led missions.

4. Post Context. An OR post working as a member of the Office on Women in the NATO Forces at HQ NATO on the International Military Staff, which serves as the Secretariat for the Committee on Women in the NATO Forces. Provides clerical and administrative support to the Chief, Office on Women in the NATO Forces (OWINF). Contributes to the PolMil clearing house mechanism to facilitate information exchange and networking among nations with respect to programs, policies, and techniques on the utilisation and development of servicewomen, and equity and leadership issues.

5. Reports To. Chief of the Office on Women in the NATO Forces, IMS (WIN 220). Also is indirectly responsible to the Chairperson of the Committee on Women in the NATO Forces (CWINF).

6. Principal Duties.

a. Assists in day-to-day operation of the Office on Women in the NATO Forces to provide efficient receipt, distribution, filing and retrieval of correspondence, ensuring the proper handling of NATO classified documents.

b. Provides administrative support to the Chief, OWINF, on all issues regarding the integration of women in uniform including their utilisation and employment. Plans, organises, and oversees all activities of the OWINF.

21 c. Responsible for the international repository of NATO information on integration issues, including recommendations and rationales to NATO nations.

d. On behalf of the Chief, OWINF responds to internal and external requests for information, in co-ordination with NATO protocol and the CWINF Executive Committee.

e. Plans, organises and co-ordinates all conferences and meetings and assists host nation in planning activities. Participates in international conferences and meetings.

f. Assists the Chief, OWINF, in promoting awareness on the effective utilisation and development of military women, and advises the Chairperson on such issues.

g. Under responsibility of the Chief, OWINF prepares reports on integration efforts including, but not limited to the Year-In-Review publication on Women in the NATO Forces.

h. Prepares information for use in briefings on the status of the integration of women in the military and any significant milestones.

i. Edits and distributes a periodical report containing office activities and significant issues of interest to national delegates.

Major Anabela Costa VARELA Portuguese Air Force Major, Anabela Varela was born on December, 30, 1962, in , Portugal, and started her military career on September, 1991, at the Air Force Academy, having finished her military course one year later.

Degree in Law Sciences by the Faculty of Law of the University of Lisbon (5 years) since 1986, post-graduation in Administrative Law and Public Administration, and several civilian courses.

She has some military courses such as Basic Command Course, General Air War Course, Humint Technical, NATO Legal Course.

She began her military activity, from October 1992 to Mai 1995, as legal advisor in the area of Justice and Discipline.

From May 1995 until September 2001 was legal advisor of the Chief of Personnel Command of the Air Force. Since than she has been working in the 1.º Division of the Major-Staff of the Air Force.

She has been member of the Female Military Service Working Group of the Air Force since 1993, being at present the chief.

From 1993 up to now she has been teaching matters like Geneva Conventions, Discipline, etc, in several military courses.

She has participated in military exercises as NATO Counter- Intelligence Exercise Training in Flight and Escape and Surviving Training on Earth. She has military praises and an award for Exemplar Behaviour.

Outside her office she is President of the Discipline Board of Athletics Portuguese Federation and lawyer. She is divorced and has a daughter.
