THE NEW FACILITY, DEDICATED ABOUT 18 MONTHS AGO, CONTAINS STATE-OF-THE-ART RESEARCH LABS AS WELL AS OFFICES.
SPARKS BOUGHT THE BUILDING DURING THE CONSTRUCTION PHASE FROM THE SUCCESSFUL BUILDER/BIDDER WHO RAN INTO FINANCIAL PROBLEMS.
SPARKS WROTE TO SENATOR HATCH AND CALLED ME, REQUESTING AN EXTENSION OF THE LEASE TO 15 YEARS. THE LEASE IN FORCE WAS FOR 5 YEARS WITH A 5 YEAR OPTION. GSA TOLD HIM AND US THAT THE TERMS WERE PART OF THE BID AND COULD NOT BE CHANGED. INDEED, THIS FACTORED IN MAKING HIM THE LOW BIDDER. RECENTLY, HE ASKED GSA FOR A 20 YEAR LEASE.
BOTTOM LINE - WE HAVE NOT AUTHORITY TO INTERCEDE IN CONTRACTS - AND DID NOT.
HE MENTIONED BEING A HATCH/GOP SUPPORTER AND COULD SHOW UP AT THE LUNCHEON.

Congressman Bill Orton, a conservative Democrat who prides himself on openly abandoning the Democrats on high- profile votes, was poised to run, but then took himself out of the race. After much prompting from state party officials, Orton said he would reconsider, but finally announced that he would instead seek re-election to the Congress. Grethe (pronounced Gretta) Peterson, all but assured of the nomination, surprised everyone by dropping out of the race. Most recently, the Democrats have been working to recruit '92 Senate candidate Doug Anderson, who lost in the '92 Democrat primary to former Congressman Wayne Owens. Anderson has said that if he runs he wants the Utah Democrats to refashion the party into a broad-based movement that tolerates all points of view, and unlike in '92, Anderson does not plan to use his substantial wealth to finance his campaign. The Democrats are running out oftime: the filing deadline is in 2 1/2 weeks (March 17). Hatch has received his share of negative publicity in the state because of the BCCI scandal.
