MESSAGE The Kerala State Biodiversity Board in association with the Biodiversity Management Committees - which exist in all Panchayats, Municipalities and Corporations in the State - had conducted a rapid Impact Assessment of floods and landslides on the State’s biodiversity, following the natural disaster of 2018. This assessment has laid the foundation for a recovery and ecosystem based rejuvenation process at the local level. Subsequently, as a follow up, Universities and R&D institutions have conducted 28 studies on areas requiring attention, with an emphasis on riverine rejuvenation. I am happy to note that a compilation of the key outcomes are being published. -

The Indian constitution enjoin on the state the responsibility to promote, with special care, the education and economic interests of scheduled tribes and protect them from social injustice and all forms of exploitation. Their development is a special responsibility of the state. The successive plans have been laying considerable emphasis on special development programmes for the tribals. The physical development of an area itself will not be sufficient. It must go hand in hand with the development of the people of the region. No section of any community should be allowed to expose to the exploitation and benefits of the development must diffuse as widely as possible. Background Jalanidhi phase 1 covered 8664 tribal households in 33 Grama panchayaths, during the first phase of Jalanidhi KRWSA adopted separate Tribal development plan in 10 Grama panchayaths namely Agali, Pudur, Sholayur, Muthalamada, Pothukal, Athirappally, Perumatty , Kulathupuzha and Thirunelly and Chaliyar. It is evident that the coverage of tribal population is much higher than in TDP comparing to general water supply and sanitation project. The tribal, who hitherto had received free service, have accepted the change in thinking and contributed Rs.83.6 lakhs in cash and labor to the beneficiary share. -

Report of Assessing Impact of Floods/Landslides on Biodiversity, Bioresources, and Tribal Livelihood in Attappady Submitted To: Kerala State Biodiversity Board Submitted By: Integrated Rural Technology Centre (IRTC) Mundur, Palakkad [email protected] 1 INTRODUCTION India is known for its rich source of biological wealth having more than 17,500 wild plant species and out of these 4,000 species have medicinal values (Sharma et al.,1997).The term ‘traditional knowledge’ is used to represent the traditional and folk practices with locally available bio-resources, especially those of the plants used for food and medicines and that still prevalent in rural and tribal areas. Traditional knowledge of India functions through two streams. One of which is local folk streams prevalent in rural and tribal villages in India. The carriers of this tradition are millions of housewives and herbal physicians or Vaidyans. The second stream is scientific or classical system, which is an organised stream like Ayurveda, Siddha and Unani. Forests have a large and indispensable role to play in improving food security of tribes. Wild edible plants are important in the lively hood strategies of forest tribal population although they are not widely accepted. India has a tribal population of 42 million, out of which 62% live in forest area and depends on it for their food. In India those who collect non wood forest products (NWFPs) such as Gooseberry, Kodampuly, Medicinal plants and honey etc are mostly dependent on it as their major source of income (Muraleedharan et.al., 1997) Highly diverse forest ecosystems are seen in India due to variation in topography and climate. -

1. Executive Summary
Pre-feasibility Report of Proposed Attappady Valley Irrigation Project (AVIP) in 1 Palakkad district, Kerala 1. EXECUTIVE SUMMARY • The Attappady Valley Irrigation Project (AVIP), a medium irrigation project, envisages the construction of a Concrete gravity dam across Siruvani river, a tributary of Bhavani river at Chittur in Agali Village of Mannarkkad Taluk in Palakkad district of Kerala state. The dam will impound 65 Mm3 (2.29 TMC) of the awarded share of water from Bhavani river basin as against the award of 2.87 TMC as per the Final Order of Cauvery Water Dispute Tribunal (CWDT). There is also a proposal for small power generation of 2.88 MW. • Attappady Valley Irrigation Project (AVIP) is not a new proposal. The investigation for the AVIP started way back in 1970. The investigations for location of the dam were carried out from 1975 to 1982 with the assistance of geologists from the Geological Survey of India (GSI). After the finalization of the dam alignment, necessary steps for speedy completion of the project were carried out from 1976 onwards. The land acquisition for the project was carried out by a Special Land Acquisition Tahsildar, AVIP and acquisition procedure was initiated for the land for the submergible area of the dam, canals, office and quarters etc. The basic infrastructure facilities like office buildings, inspection bungalows and quarters for supervising staff etc were constructed. The Central Water Commission’s (CWC) clearance was not obtained for the project, for want of Final Order of CWDT. Due to non-clearance by CWC and paucity of funds, the works relating to AVIP was held up since 1989.
