Generations and the Transformation of Social Movements in Postwar Canada DOMINIQUE CLE´ MENT* Historians, particularly in Canada, have yet to make a significant contribution to the study of contemporary social movements. State funding, ideological conflict, and demographic change had a critical impact on social movements in Canada in the 1960s and 1970s, as this case study of the Ligue des droits de l’homme (Montreal) shows. These developments distinguished the first (1930s–1950s) from the second (1960s–1980s) generation of rights associations in Canada. Generational change was especially pronounced within the Ligue. The demographic wave led by the baby boomers and the social, economic, and political contexts of the period had a profound impact on social movements, extending from the first- and second-generation rights associations to the larger context including movements led by women, Aboriginals, gays and lesbians, African Canadians, the New Left, and others. The Office of Premier of Ontario 1945-2010: Who Really Advises? Patrice Dutil and Peter P. Constantinou This article focuses on the composition of the Ontario Premier’s office and uses an institutionalist approach to put the influence of advisors in context. It looks at expenditures attributed in the Public Accounts to the Premier’s Office and staffing. It assumes that the number of advisors and their placement in the decision-making hierarchy should have a material impact on the quantity and quality of the advice being received by the Premier. Among other things the articles 2013 CanLIIDocs 388 shows that the classic policy/administration divide was not clearly defined in Ontario. Instead it exhibits a back-and-forth habit of experimentation that depended on the personality of the prime minister, the capacities of political and bureaucratic advisors, and the stages of the governmental cycle. There have been discernible cycles in the hiring of political staff and in the growth of expenditures that would indicate the Premier’s Office was more concerned with campaign preparations and externalities than it was in rivaling bureaucratic influence. Deshaies Dissertation Advisor: Dr. Scott See and Dr. Jacques Ferland An Abstract of the Thesis Presented In Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy (in History) December 2019 The Cooperative Commonwealth Federation (CCF) was one of the most influential political parties in Canadian history. Without doubt, from a social welfare perspective, the CCF helped build and develop an extensive social welfare system across Canada. It has been justly credited with being one of the major influences over Canadian social welfare policy during the critical years following the Great Depression. This was especially true of the period of the Second World War when the federal Liberal government of Mackenzie King adroitly borrowed CCF policy planks to remove the harsh edges of capitalism and put Canada on the path to a modern Welfare State. -

CCHA, Historical Studies, 64 (1998), 91-114 From College to University: The Basilian Fathers and Assumption, 1950-1963 Peter M. MEEHAN “The University of Windsor is a False Assumption.” These words, emblazoned on a banner, greeted returning students to the University of Windsor in 1964. Perplexing to some, this sentiment held deep significance to the Basilian Fathers and their supporters as it bitterly expressed their failed effort to maintain a truly independent Catholic university. From 1950 to 1963, Assumption College and then Assumption University was in the midst of a monumental transformation. Assumption began this period as an affiliate of the University of Western Ontario, claimed autonomous status as a college with university powers, and finally achieved its much anticipated status as Assumption University of Windsor. The goal once achieved proved unsustainable. As one of its future presidents would remark, “partly by choice and partly by circumstance, a metamorphosis saw Assumption change from a self sufficient institution to a ‘Catholic College on Campus.’”1 Assumption College was originally a Jesuit creation on the grounds of Assumption Church, the first Catholic mission in Upper Canada.2 After opening its doors to students on 10 February 1857, the Jesuits decided in August of that year that they would be unable to continue staffing the college.3 On the advice of his counterpart in Toronto, Bishop Pierre-Adolph Pinsoneault of London turned to the Basilian Fathers, a French order strictly dedicated to pre-formation and scholastic instruction, for help.4 Beginning 1 The Windsor Star, 3 January 1981. THE FORMATION OF THE CANADIAN INDUSTRIAL RELATIONS SYSTEM DURING WORLD WAR TWO Laurel Sefton MacDowell University of Toronto I The war years were a period of antagonistic labour-government rela tions and serious industrial unrest, which labour attributed to wage con trols, the failure of the government to consult on policies which directly affected employees, and the inadequacy of the existing collective bargain ing legislation. As a result, trade unions organized aggressively in the new war industries, struck with increasing frequency, and eventually became involved in direct political activity. At the centre of this conflict was the demand for collective bargaining. Collective bargaining was not just a means of raising wages and improving working conditions. It was a de mand by organized workers for a new status, and the right to participate in decision making both in industry and government. Thus, it became an issue not only on the shop floor where employers and unions met directly, but also in the political arena.1 Eventually this demand for a new status in society, was met by the introduction of a new legislative framework for collective bargaining which has been modified only slightly since that time. Yet in order to appreciate the evolution of this policy it is insuffi cient to consider simply the political debate or the crises which precipi tated the change. Even the important strikes which crystallized labour's discontent and prompted specific concessions, took place within the spe cial context of the war economy and a general realignment of industrial and political forces. Over a period of years, the economic tensions as sociated with the war generated pressures for reform which could not be contained. -

Radical social movements and countercultures challenged the conservatism of the preceding decade, rejected traditional forms of politics, and demanded an alternative based on the principles of social justice, individual freedom and an end to oppression on all fronts. Yet in Canada a unique political movement emerged which embraced these principles but proposed that New Left social movements – the student and anti-war movements, the women’s liberation movement and Canadian nationalists – could bring about radical political change not only through street protests and sit-ins, but also through participation in electoral politics. -

In 1943, Local 480 of the International Union of Mine, Mill and Smelter Workers in Trail, British Columbia, was nearing the end of a six-year battle for certification as the legal bargaining agent for about 4,000 smelter workers.
