    The Office of Premier of Ontario 1945-2010: Who Really Advises? Patrice Dutil and Peter P. Constantinou This article focuses on the composition of the Ontario Premier’s office and uses an institutionalist approach to put the influence of advisors in context. It looks at expenditures attributed in the Public Accounts to the Premier’s Office and staffing. It assumes that the number of advisors and their placement in the decision-making hierarchy should have a material impact on the quantity and quality of the advice being received by the Premier. Among other things the articles 2013 CanLIIDocs 388 shows that the classic policy/administration divide was not clearly defined in Ontario. Instead it exhibits a back-and-forth habit of experimentation that depended on the personality of the prime minister, the capacities of political and bureaucratic advisors, and the stages of the governmental cycle. There have been discernible cycles in the hiring of political staff and in the growth of expenditures that would indicate the Premier’s Office was more concerned with campaign preparations and externalities than it was in rivaling bureaucratic influence.     CCHA, Historical Studies, 64 (1998), 91-114 From College to University: The Basilian Fathers and Assumption, 1950-1963 Peter M. MEEHAN “The University of Windsor is a False Assumption.” These words, emblazoned on a banner, greeted returning students to the University of Windsor in 1964. Perplexing to some, this sentiment held deep significance to the Basilian Fathers and their supporters as it bitterly expressed their failed effort to maintain a truly independent Catholic university. From 1950 to 1963, Assumption College and then Assumption University was in the midst of a monumental transformation. Assumption began this period as an affiliate of the University of Western Ontario, claimed autonomous status as a college with university powers, and finally achieved its much anticipated status as Assumption University of Windsor. The goal once achieved proved unsustainable. As one of its future presidents would remark, “partly by choice and partly by circumstance, a metamorphosis saw Assumption change from a self sufficient institution to a ‘Catholic College on Campus.’”1 Assumption College was originally a Jesuit creation on the grounds of Assumption Church, the first Catholic mission in Upper Canada.2 After opening its doors to students on 10 February 1857, the Jesuits decided in August of that year that they would be unable to continue staffing the college.3 On the advice of his counterpart in Toronto, Bishop Pierre-Adolph Pinsoneault of London turned to the Basilian Fathers, a French order strictly dedicated to pre-formation and scholastic instruction, for help.4 Beginning 1 The Windsor Star, 3 January 1981.     Ministerial Resignations in the Province of Ontario draft The Ontario Legislature Internship Programme by: Paul Di Ianni 2 Introduction Ministerial resignations are always a hot topic of conversation in any political sphere. From reporters and academics to the average Ontario voter, a minister resigning his or her post over a perceived or actual scandal is always front page material for any newspaper, which then provides for a lot of conversation around the proverbial ʻwater-coolerʼ and beyond. A minister resigning over a scandal is music to the ears of opposition politicians because it can create an air of incompetency, especially after a number of successive resignations. Resignations are also much loved by reporters because it provides news worthy material for a number of media cycles which causes a lot of headaches for the government and their respective political supporters. The topic of ministerial resignations has been covered extensively by academics in the United Kingdom and in Australia, however in Canada the subject has not been entirely explored, and this is especially true in regards to the Provincial Legislature in Ontario. This paper will endeavour to rectify that situation by exploring ministerial resignations in the Province of Ontario by seeking to answer the question: why do ministers resign or not resign? This rather broad question formed the basis of the research that was conducted in preparation for this essay in conjunction with the theoretical framework of individual ministerial responsibility. In answering the aforementioned question a complete listing of ministerial resignations in the Province of Ontario were examined dating back to Confederation.

    The Campaign to Implement Fair Employment & Fair Accommodations Practices in Ontario By: Nathan Lev Among the modern international community, Canada is hailed as a forerunner in equality and a guardian of civic rights. But history teaches us that this was not always the case. In order to not take this privileged status for granted, it is important to study the agents of change, who fought hard to achieve the level of equitable participation that Canadians enjoy today. For many years, since its inception, the gatekeepers of Canada closely controlled who enjoyed the benefits of this country. It is not by any stretch of the imagination erroneous to claim that the lives of many immigrant groups were anything more than that of second-class citizens. It was mainly throughout the twentieth century that drastic changes came to affect the country, when members of these disadvantaged groups coalesced together to challenge the Canadian government and hold it responsible to professed principles of equality and inclusion. A monumental episode in history that encapsulated this struggle was the Canadian Jewish Congress’ campaign to combat discrimination. A brief that the CJC had sent to Premier Leslie Frost on January 24, 1950, expressed their desire for: More comprehensive legislation than what is in the current Racial Discrimination Act to deal with some worse forms of racial and religious discrimination experienced in this province… Specifically to combat racial discrimination in employment, housing, and public spaces, in form of a “Fair Employment Practices Act” and an amendment to the Ontario Racial Discrimination Act.1 It is clear that the CJC intended to proceed through the legislative route and accomplish two goals: the first was to introduce a Fair Employment Practices Act (FEPA), which they mentioned by name; and the second was to amend the existing Racial Discrimination Act of 1944.

    CCHA, Historical Studies, 69 (2003), 7-33 William Davis and the Road to Completion in Ontario’s Catholic High Schools, 1971-1985 Robert DIXON In 1971 Premier William Davis responded negatively to the brief of the Ontario Separate School Trustees Association (OSSTA, now named the Ontario Catholic School Trustees’ Association, OCSTA) arguing for extension/completion of the separate school system to the end of high school.1 He gave five reasons for his position, which had the ring of conviction. Yet in 1984 he reversed his stance and announced that his government would be extending the separate school system to the end of grade thirteen. Why did he change government policy on the perennial separate school issue? Publications at the time and shortly thereafter conveyed the view that Cardinal G. Emmett Carter of the Archdiocese of Toronto finally persuaded his friend Davis to do so. Some political pundits added the idea that the premier was about to retire – he suddenly and without anyone’s knowledge made the decision and was able to announce extension and watch quietly from the sidelines as the storm of reactions took place in the media, at public hearings, at public school board meetings, and in the courts. This paper completely discounts such an interpretation. It will argue that Premier Davis for some time considered extending the separate school system and that he carefully consulted with representatives of the Ontario Catholic Conference of Bishops and with officials in the ministry of education before announcing the outlines of the new policy. Without discrediting the influence of Carter or of the premier’s retirement plans, it will also examine a number of reasons why Davis reversed his 1971 announcement in 1984.

Leslie Frost (1895-1973) was born in Orillia and served in World War I before being called to the Bar in 1921. He was a member of the Lindsay legal firm, Frost, Inrig and Gorwill, and was elected to the Ontario legisla- ture in 1937. During the George Drew and T.L. Kennedy administrations, he served as Treasurer of Ontario and Minister of Mines. Besides his legal and political career, Frost held many Board positions and directorships. He also wrote and published Fighting Men; Forgotten Pathways of the Trent; Pleasant Point Story: A History of Pleasant Point; and The Records on Sam Hughes Set Straight.     HISTORY OF STEPHEN LEACOCK ASSOCIATES AND THE LEACOCK MEMORIAL MEDAL FOR HUMOUR Close friends, colleagues and supporters of Stephen Leacock were the original members of the Leacock Associates (originally the Stephen Leacock Memorial Committee) when it was formed in 1946 under the guidance of Packet editor C. H. Hale. Membership was Orillia- based but quickly spread through North America and England. The association had three immediate objectives: to set up a collection in the Orillia Public Library of books, letters and personal items relating to the life and works of Stephen Leacock; to commission a bronze bust of Leacock by Elizabeth Wyn Wood, a famous Canadian sculptor and native of Orillia; and most notably to establish a memorial medal to be awarded annually for the best book of humour written in the previous year by a Canadian. Among the early supporters of the Leacock Associates were B. K. Sandwell, publisher of Saturday Night magazine and one-time student of Leacock at Upper Canada College; William Arthur Deacon, president of the Canadian Authors' Association; Thomas B. Costain, Canadian historian and novelist; and economist Eugene Forsey. Paul Copeland, Q.C., was the first president of the Leacock Memorial Committee with an executive that included John Drinkwater, W. O.
