Crna Gora AGENCIJA ZA ELEKTRONSKE MEDIJE Broj: 02 – 929 Podgorica, 23.04.2018.godine IZVJEŠTAJ O MEDIJSKOM PREDSTAVLJANJU TOKOM KAMPANJE ZA IZBORE ZA PREDSJEDNIKA CRNE GORE ODRŽANE 15. APRILA 2018. GODINE Zakonski okvir Zakon o izboru odbornika i poslanika1, u okviru Poglavlja VII Predstavljanje podnosilaca izbornih lista i kandidata sa izbornih lista (čl. 50 - 64b.), reguliše prava i obaveze elektronskih i štampanih medija u toku predizborne kampanje. Predstavljanje kandidata posredstvom javnih emitera, u skladu sa ovim zakonom, vrši se na osnovu pravila koja donosi nadležni organ javnog emitera, odnosno komercijalnog i neprofitnog emitera. Pravila se moraju donijeti i učiniti dostupnim javnosti u roku od najkasnije 10 dana od dana raspisivanja izbora. Pravo na medijsko praćenje u predizbornoj kampanji počinje od dana potvrđivanja izborne liste učesnika predizborne kampanje i prestaje 24 časa prije dana održavanja izbora. Zakon propisuje da se od dana potvrđivanja izborne liste, odnosno kandidature, stiče pravo da se posredstvom nacionalnog javnog emitera Radio Televizija Crne Gore, kao i posredstvom regionalnih i lokalnih javnih emitera, u okviru istih dnevnih termina, odnosno rubrika, svakodnevno, u jednakom trajanju i besplatno obavještavaju građani o kandidatima, programima i aktivnostima. Radio Televizija Crne Gore, regionalni i lokalni javni emiteri obavezni su da, u vrijeme izborne kampanje, u blokovima komercijalnog marketinga, svakodnevno, u jednakom trajanju i u istom terminu, obezbijede besplatno i ravnopravno objavljivanje najava svih promotivnih skupova podnosilaca izbornih lista. Takođe, javni emiteri su obavezni da u blokovima komercijalnog marketinga obezbijede emitovanje: - političko-propagandnih TV-klipova, odnosno audio-klipova, u obimu ne manjem od 200 sekundi dnevno, zavisno od planiranog broja reklamnih blokova političkog marketinga; - trominutnih izvještaja sa promotivnog skupa, dva puta dnevno, u terminima odmah nakon centralnih večernjih informativnih emisija televizije i radija. -

Marjeta Ciglenečki* Abstract The paper deals with the question of modernism in the post WW II period when the new political situation in Eastern Europe brought significant changes in art. The case of the Slovene painter France Mihelič (1907– 1998) illustrates how important personal experience was in the transformation from realism to modernism as well as how crucial it was for a talented artist to be acquainted with contemporary trends in the main Western European art centres. After WW II, most Slovene artists travelled to Paris in order to advance creatively, yet France Mihelič’s stay in the French city (1950) stands out. Mihelič is an acknowledged representative of fantastic art who reached his artistic peak in the 1950s when he exhibited and received awards at key art events in Europe and South America. -

Montenegro Montenegro is a small, but extremely attractive Mediterranean country. It is located in the south of Europe, on the Adriatic coast. Montenegro is located between 41º 52´- 43º 42´ north latitude and 18º26´ - 20º22´ east longitudes and belongs to the central Mediterranean that is Southern Europe. To the north it borders Serbia, to the southeast Kosovo and Albania, to the south it is separated from Italy by the Adriatic Sea and to the west it borders Croatia and Bosnia and Herzegovina. It has about 620,000 inhabitants and an area of 13,812 km2. Montenegro is characterized by the diversity of outstanding natural beauty in a small space. To the north, there are mountain peaks with 2,524 meters above sea level and more than 100 glacial lakes. In the region there are impressive canyons of which the most famous is canyon of Tara, with depth of 1,300 m (the second in the world after Colorado). Montenegrin coastline is 293 km long and has as many as 52 km of sandy beaches which are a real tourist attraction. The coast is dominated by the medieval Mediterranean towns with fascinating architecture (Herceg Novi, Kotor, Budva, Bar, Ulcinj). Montenegro is a popular tourist destination with a number of world-recognizable sites and resorts (hotel-town Sveti Stefan, Bay of Boka Kotorska, Porto Montenegro marina). Montenegro is a multinational state that is characterized by inter-ethnic and inter-confessional harmony. Montenegrin citizens are known for their hospitality, friendliness and cordiality. -

FLASH REPORT Event name FINANCING OF VET SCHOOLS IN MONTENEGRO – PEER LEARNING WORKSHOP, 23 October 2019, Podgorica, Montenegro Main objective/s The objective of the workshop was twofold: (i) To present, discuss and validate a description of the current VET financing system prepared by the ETF consultants; (ii) To present alternative models from Estonia and Slovenia and to discuss whether these examples could inspire the development of the future VET financing reform in Montenegro; (iii) To discuss needs and identify possible next steps for reforming the financing of VET schools in Montenegro. Background The review and report of VET school financing inMontenegro has been undertaken at the request of the Montenegrin Ministry of Education (MoE) to the European Training Foundation (ETF) in 2019 to reflect upon the financing modalities for Vocational Education and Training (VET) schools. This is the first stage of that process to present a description of the VET financing system with some short and longer-term recommendations and reflection of reforms. SHORT DESCRIPTION OF THE EVENT The participants in the even were representatives of the Ministry of Education in Montenegro, Ministry of Finance, Ministry of Labour, VET Centre, Chamber of Economy, VET providers from Podgorica and other cities in Montenegro, such as Kotor, Nikšić, Cetinje, Berane and Bar, as well as VET providers form EU Member States, Estonia and Slovenia, and ETF national and international consultants. The event was divided into 3 sessions: (i) Description of the current VET system with discussion; (ii) Presentation of the Estonian and Slovenian systems; (iii) Group analysis and recommendations for VET funding reform, recommendations and improvement.
