To expect that protests of the Democratic Front (DF) will result in the change of government and democratic progress of Montenegro is equivalent to a client falling in love with a prostitute or vice versa. Polarisation and political instability always empower the ruling party and boost public support for NATO membership, which is the first condition for the invitation into the Alliance. Likewise, they strengthen the support among the opposition voters for the one that succeeds in posturing as the leader of the opposition. The credit for the NATO invitation would naturally go to DPS, and the blame or praise for the, now less likely, negative opinion of the NATO ministers would go to DF. Under pressure, everything in between will crack. The question of whether to join DF's protests already lead Vladan Žugić to turmoil within URA, Democrats and DEMOS. In this way, the protests briefly became a win-win proposition for both DF and DPS – the two essentially retrograde political groups. Now DEMOS, URA and Democrats are seeking EU's assistance and services to overcome the crisis, although one doesn't need too much political savvy to realise that the Union will not be seen to be actively involved in political disputes of a state negotiating membership.

    Podgorica, 21 December 201 OPEN IDEAS Centre for Civic Education (CCE) with support of UNDP Office in Montenegro is implementing a project "Open ideas for Montenegro", during which CCE conducted workshops in six cities across Montenegro. The objective of this phase of the project is to hear the voice of citizens about the problems they are facing with in the areas of healthcare, education, public administration, the use of public resources, youth unemployment and the fight against corruption, with finding ways to use modern technologies to get a response to these problems. Through a constructive exchange of views participants had the opportunity to propose innovative solutions for some of the identified problems within their local community and society as a whole. By sybmitting the idea, they were in a position to familiarize themselves with the methodology of creating ideas and applying their idea for Hacaton competition which will be held next year. Participating on Hacaton, they are getting an opportunity to implement the idea and to compete for interesting prizes. With the assistance of the partners of the Centre for Civic Education at the local level - NGO "Hope", NGO "Today for tomorrow", NGO "Natura", NGO "Bonum" – workshops were held in Herceg Novi and Budva (16 December 2012), Cetinje and Podgorica (17 December 2012), Kolašin (18 December 2012), and in Pljevlja (19 December 2012). 96 participants of different age and professions, representatives of the local governments, NGOs, relevant organizations, media, minority groups, pensioners,

During the first round of the French presidential election, the entire nation seemed to shudder as the key concern emerged: will pro-European forc- es succeed in protecting shared achievements, or will anti-European campaigns dominate political realities? That same day, over a hundred artists from the Eu- ropean candidate countries in the Balkans gath- ered in Brussels’ Grand-Place for the closing ceremonies of the Balkan Trafik festival. It was stirring to witness these ancestral foes, side by side – Serbs, Albanians, Macedonians, Montenegrins, Bosnians, Kosovars – eager to be ad- mitted to Jean Monnet’s “common European home.” The tectonic shifts that have rattled the very foundations of this home over the last few months will doubtless mark world memory.
