Supplemental Contribution Amendment to the Administration Arrangement between the Minister for Foreign Trade and Development Cooperation of the Netherlands and the International Bank for Reconstruction and Development and the International Development Association concerning the Energy Sector Management Assistance Program's Multi-Donor Trust Fund (ESMAP MDTF) (TFNo. 071398) Public Disclosure Authorized Excellency:

1. We refer to the Administration Arrangement between the Minister for Foreign Trade and Development Cooperation of the Netherlands (the "Donor") and the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA) (collectively, the "Bank") regarding the Energy Sector Management Assistance Program's Multi-Donor Trust Fund (ESMAP MDTF) (TF No. 071398) (the "Trust Fund") effective June 29, 2011, as amended (the "Administration Arrangement").

2. We are pleased to acknowledge, on behalf of the Bank, the intention of the Donor

Public Disclosure Authorized to make available, subject to Parliamentary appropriations, a supplemental contribution to the Trust Fund in the amount of two million five hundred thousand United States Dollars (USD2,500,000) (the "Supplemental Contribution").

3. The Donor will deposit the Supplemental Contribution into such bank account designated by the Bank promptly following countersignature of this supplemental contribution amendment (the "Supplemental Contribution Amendment") by the Donor and submission of a payment request by the Bank.

4. When making such deposit, the Donor will instruct its bank to include in its payment details information (remittance advice) field of its SWIFT payment message, information indicating: the amount paid, that the payment is made by the Donor for TF No. 071398 (ESMAP MDTF), and the date of the deposit. In addition the Donor will provide a copy of the deposit instruction to the Bank's Accounting Trust Funds Division

5. All other provisions of the Administration Arrangement will remain the same.

The Bank will disclose this Supplemental Contribution Amendment and related information on this Trust Fund in accordance with the World Bank Policy on Access to Information. By entering into this Supplemental Contribution Amendment, the Donor consents to disclosure of this Supplemental Contribution Amendment and related information on this Trust Fund.

7. Please confirm your understanding to the foregoing, on behalf of the Donor, by signing, dating, and returning to us one of the enclosed originals of this Amendment. Upon receipt by the Bank of the original of this Supplemental Contribution Amendment countersigned by you, this Supplemental Contribution Amendment will become effective as of the countersignature.
