Ministry of External Affairs Annual Report | 2019-20 Ministry of External Affairs New Delhi Annual Report | 2019-20 The Annual Report of the Ministry of External Affairs is brought out by the Policy Planning and Research Division. Designed and Produced by www.creativedge.in Dr. S Jaishankar External Affairs Minister. Earlier Dr S Jaishankar was President – Global Corporate Affairs at Tata Sons Private Limited from May 2018. He was Foreign Secretary from 2015-18, Ambassador to United States from 2013-15, Ambassador to China from 2009-2013, High Commissioner to Singapore from 2007- 2009 and Ambassador to the Czech Republic from 2000-2004. He has also served in other diplomatic assignments in Embassies in Moscow, Colombo, Budapest and Tokyo, as well in the Ministry of External Affairs and the President’s Secretariat. Dr S. Jaishankar is a graduate of St. Stephen’s College at the University of Delhi. He has an MA in Political Science and an M. Phil and Ph.D in International Relations from Jawaharlal Nehru University, Delhi. He is a recipient of the Padma Shri award in 2019. He is married to Kyoko Jaishankar and has two sons & and a daughter. Shri V. Muraleedharan Minister of State for External Affairs Shri V. Muraleedharan, born on 12 December 1958 in Kanuur District of Kerala to Shri Gopalan Vannathan Veettil and Smt. Devaki Namballi Vellam Velli, was sworn in as a Union Minister of State on 30 May 2019 by the President of India. Shri V. Muraleedharan officially took charge as Minister of State for External Affairs and Minister of State for Parliamentary Affairs on 31 May 2019. Early Career After graduating in English Language and Literature from Government Brennen College, Thalassery, Kerala. Shri Muraleedharan started his journey as an activist in socio-political affairs which vastly enriched his experience. He held various positions such as Vice Chairman of Nehru Yuva Kendra (under Ministry of Youth Affairs and Sports, Government of India) from 1999-2002 and later Director General, Nehru Yuva Kendra from 2002-2004. Political Career In April 2018, Shri Muraleedharan was elected to Rajya Sabha from Maharashtra. In June 2018, he was nominated as Member to the Standing Committee on External Affairs. In June 2018, he was also appointed as a Member to the Consultative Committee for the Ministry of Railways. Later in December 2018, he was appointed as a Member of the Committee on Rules. Shri Muraleedharan is married to Dr. K.S.     4. Malaysia Dagmar Hellmann-Rajanayagam* I. Introduction Malaysia has become one of the major political players in the South-East Asian region with increasing economic weight. Even after the economic crisis of 1997–98, despite defence budgets having been slashed, the country is still deter- mined to continue to modernize and upgrade its armed forces. Malaysia grappled with the communist insurgency between 1948 and 1962. It is a democracy with a strong government, marked by ethnic imbalances and affirmative policies, strict controls on public debate and a nascent civil society. Arms procurement is dominated by the military. Public apathy and indifference towards defence matters have been a noticeable feature of the society. Public opinion has disregarded the fact that arms procurement decision making is an element of public policy making as a whole, not only restricted to decisions relating to military security. An examination of the country’s defence policy- making processes is overdue. This chapter inquires into the role, methods and processes of arms procure- ment decision making as an element of Malaysian security policy and the public policy-making process. Founded in 1961, Amnesty International is a global human rights movement that was awarded the Nobel Peace Prize in 1977 for contributing to “securing the ground for freedom, for justice, and thereby also for peace in the world.” Amnesty’s researchers and campaigners work out of the International Secretariat, which over the last decade, has established regional offices around the world, bringing our staff closer to the ground. The South Asia Regional Office was established in 2017 in Colombo, Sri Lanka to lead Amnesty's human rights work on Afghanistan, Bangladesh, Bhutan, the Maldives, Nepal, Pakistan and Sri Lanka. Amnesty's South Asia Regional Office has carefully documented the deterioration of the human rights situation in Sri Lanka under the current government. Impunity persists for new and past human rights violations. Additionally, MRSA isolates are showing resistance to other chemotherapeutic agents. Isolated and valuable reports on prevalence of MRSA are available in India and there is no systematic review on prevalence of MRSA at one place, hence this study was planned. The overall prevalence of MRSA in human population of India was evaluated by state-wise, zone-wise and year-wise.
