Dear Team Leaders,

Welcome back to London, Great Britain, for the 2017 World Para Athletics Championships. Thank you to the following companies I think everyone within the Paralympic Movement is in full agreement that the last time we staged a major and organisations for their support event in the British capital it was a fantastic success. The London 2012 Paralympics were the best Games ever and I am confident that London 2017 will have a similar impact, creating new sporting memories for us to cherish and talk about in the years to come. PUBLIC INSTITUTIONS The London Stadium on Queen Elizabeth Olympic Park holds many special memories for all of us, and I am sure Paralympians who competed at London 2012 will be equally as excited as I am to return to this iconic venue.

This year’s event marks the first time that the Championships have been held back-to-back with the IAAF equivalent. The result is that the level of organisation has taken a huge leap forward and I would like to pay huge credit to the Organising Committee for their outstanding dedication and commitment.

We are expecting record crowds, record TV coverage, record media attendance and record commercial support for this event, providing an ideal platform for the record number of participating Para athletes to NATIONAL PARTNERS inspire and excite the world.

As shown at last September’s Paralympics in Rio, the performances of Para athletes are improving year- on-year, whilst the depth of field is also getting stronger. With many Paralympic medallists, defending world champions and new faces set to compete here, I am certain that multiple world and Championship records will be broken during 10 days of exhilarating competition.

It is vital that London 2017 not only builds on the success of Rio 2016, and the previous editions of the World Championships, but provides us with the best possible start to the next Paralympic cycle. I am sure that these Championships will be the best to date, giving us a fantastic platform from which to build ahead of Tokyo 2020.

16 17 2.3 VISAS 2.3.1 General The United Kingdom has strict regulations about who needs a visa to enter the UK. If you are a ACCREDITATION citizen of a country that requires a UK visa (a visa national) you will NOT be allowed to enter the UK without one.

The LOC is working closely with UK Visas & Immigration (UKVI) to ensure that Visa Decision Making Centres are fully informed about the World Para Athletics Championships and the visa 3.1 DELEGATION REGISTRATION MEETING (DRM) applications they can expect to receive. All applications will be subject to the UK’s Immigration Rules which are available at www.gov.uk/guidance/immigration-rules/immigration-rules-index. 3.2 ACCREDITATION RESOLUTION CENTRE While Nations will receive their accreditation during the DRM process at the Marriott Hotel, the Accreditation Resolution Centre will be located in the Uniform Distribution and Accreditation Centre (UDAC) in the Queen Elizabeth Olympic Park, adjacent to the Aquatics Centre and a five- minute walk from the Stadium.

The operational hours of the Accreditation Resolution Centre will be from 08:00 – 20:00 from 09 – 13 July. During the competition period, from 14 – 23 July, the operational hours of the Accreditation Resolution Centre will be from 08:00 until 15 minutes prior to the final event in the evening session.

3.3 LOSS OF ACCREDITATION BADGE In case of loss or theft of an Accreditation Badge, please report it immediately to the Resolution Centre at the UDAC on Queen Elizabeth Olympic Park. In order to obtain a new Accreditation Badge, the team member must proceed to the UDAC, accompanied by his Team Leader or the highest official in the delegation, carrying an appropriate identification document. A lost or damaged Accreditation Badge will be cancelled in the accreditation system, and a lost Accreditation Badge will not be reactivated even if found at a later date.

18 19 3.4 ACCREDITATION ACCESS AND SPECIAL PASSES 3.4.1 Accreditation Access All team members are required to wear their Accreditation Badge at all times to enter the official ACCOMMODATION Championships Venues; they should wear it in a manner that it is clearly visible to security staff. An Accreditation Badge is not transferable and only permits entry to the individual for whom it is issued. Newham Leisure Centre is located between 10 and 40 minutes’ drive from the Team Hotels (see section 5.1 for approximate travel times from the hotels) and 6km from the competition venue at Queen Elizabeth Olympic Park.

• 4 horizontal jumps pits

• 1 high jump bed

• An 8 lane indoor straight

• A small gymnasium with weights and cardio equipment

Immediately adjacent to the Leisure Centre will be a throws training centre with:

The protest must be lodged at the TIC. It is the responsibility of the Chief Classifier, with full cooperation of the NPC concerned, to resolve the protest as soon as possible after the notification of a protest in order to minimise impact on the competition. 10.5.4 World Para Athletics Protests World Para Athletics may, at its discretion, make a Protest at any time in accordance with Part Six of the World Para Athletics Classification Rules and Regulations.

10.6 CLASSIFICATION APPEALS An Appeal is the process by which a formal objection to how Athlete Evaluation and/or Classification procedures have been conducted is submitted and subsequently resolved.

50 51 11.7.4 Autonomic Dysreflexia and Boosting The IPC Position Statement on autonomic dysreflexia and boosting will apply to all participants in World Para Athletics Championships London 2017. The statement is referred to in the IPC Athletics Rules and Regulations, art. 3.2.4 and is part of the IPC Handbook (Section 2, Chapter 4.3 – DOPING CONTROL available from www.paralympic.org/TheIPC/HWA/Handbook). The World Para Athletics Medical Delegate will conduct and supervise assessment of autonomic dysreflexia and boosting. These may be undertaken at any time that is appropriate, including in Call Rooms or other such areas used by athletes for warming up before competition, as indicated by the provisions of the IPC The IPC is the responsible authority for the anti-doping programme at the World Para Athletics Position Statement. Please refer to the Operation Management document for further information. Championships London 2017 and the IPC Anti-Doping Code applies to this event. Samples will be collected by trained and accredited doping control officers both in and out of competition. 11.7.5 IPC Research Project – The samples will be urine and/or blood and these can be collected anytime, anywhere. Athletes may have to take a medication that is on the WADA Prohibited List to treat an acute or chronic illness or medical condition. Before doing so, they must apply for a TUE and be given an approval for the particular medication and/or method. Athletes should consult with their NPC team physician to guide them through this process. All TUEs will be managed per the WADA International Standard for TUEs (ISTUE) and entered into ADAMS.

NPCs are encouraged to:

• Be proactive in assisting their athletes in verifying the status of their medications

• Identify, along with the athlete’s physician, therapeutic use alternatives to prohibited medications or methods, if appropriate

• Submit legible and complete TUE application forms in a timely manner

• The most common reason a TUE is denied is because of lack of proper medical documentation. Athletes and NPC medical staff are encouraged to carefully document any and all medical treatment including proper diagnoses and treatment plans. Athletes that already have a valid TUE Certificate Of Approval (Article 4.4.2.1)

A copy of any currently valid TUE approval certificate and supporting medical documentation must be submitted to the IPC Medical Committee for review by 8 June 2017 at the latest.

Submissions must be in English and entered into ADAMS or by email to [email protected]. The IPC will notify the athlete through the NPC whether the TUE is recognized.
