Athlete Eligibility To be eligible for entry, athletes must hold an active World Para Athletics License for the 2021 season, and must: • have achieved a Minimum Entry Standard (MES) at a World Para Athletics recognised competition for an event from the published final event programme between 01 January 2019 and 25 April 2021 in accordance with the Athlete Licensing Programme Policies valid for the 2019-2021 seasons; or • have been allocated a Direct Invitation RaceRunning athletes, in addition to the above, must have undergone CPISRA classification which has been recognised by WPA. Please note that there is no classfication for RaceRunning athletes at European Championships. Maximum Entry per NPC An NPC may enter a maximum of three (3) eligible athletes per single class medal event. An NPC may enter a maximum of five (5) eligible athletes in field events where two (2) or more sport classes are clustered (e.g., Discus Throw F54/55/56). However, per each sport class, a maximum of three (3) eligible athletes can be entered. An NPC may enter a maximum of one (1) team in the universal relay event provided that the team is comprised of athletes already entered into an individual event. No Minimum Entry Standard is required for the relay event(s). NPCs may enter an eligible athlete in an unlimited number of events as long as the athlete has achieved a MES in at least one of the events for which the athlete is entered. Qualification Criteria and Event Programme – Bydgoszcz 2021 World Para Athletics European Championships 2 Direct Invitation World Para Athletics reserves the right to directly invite athletes under the following criteria: . To enable the greater representation by nation; . To ensure events featured on the programme have sufficient representation for viability; . To enable greater representation by gender; . To ensure the representation of athletes with high support needs; . To ensure top athletes that may have not had the opportunity to formally qualify due to extraordinary circumstances. To be considered for a direct invite slot, an athlete must hold a World Para Athletics Athlete License for the 2021 season. NPCs must submit a formal request for direct entry to World Para Athletics by 06 April 2021. Event Viability Criteria A minimum of four (4) athlete entries from two (2) NPCs is necessary to sustain an individual medal event on the programme. A minimum of four (4) entries from four (4) NPCs is necessary to sustain a relay medal event on the programme. World Para Athletics shall review the event viability following the close of the final entry on 26 April 2021. In the case an event does not meet the above viability criteria at final entry, World Para Athletics may combine such event with other event(s) where appropriate and applicable. In such combined field events, the Raza point system may be used to determine the placings. World Para Athletics also reserve the right to cancel such events or run them as non-medal events. In the case the entry number of an event drops below the event viability criteria due to withdrawals after 26 April 2021, the event shall still be run as a Medal Event and the medals will be allocated under the ‘minus one’ rule. Qualification Rounds Seated Throw Events Should a seated throw event exceed twelve (12) entries at the close of final entry, a qualification round may be held to allow the competition to be conducted in a single round (final). Should a qualification round be held, the top 8 entered athletes (based on qualification performances) will proceed to the final without competing in the qualification round. The Top 4 athletes from the qualification round shall proceed to the final. Qualification Criteria and Event Programme – Bydgoszcz 2021 World Para Athletics European Championships 3 Ambulant Throw Events Should an ambulant throw event exceed sixteen (16) entries at the close of final entry, a qualification round may be held to allow the competition to be conducted in a single round (final). Should the qualification round be held, the Top 12 entered athletes (based on qualification performances) shall proceed to the final without competing in the qualification round. The Top 4 athletes from the qualification round shall proceed to the final. Qualification Round Timetable Qualification rounds may be held in an additional non-ticketed session outside of the official programme. In all throw events, athletes will have a maximum of three trials in the qualification round. Qualification and Entry Timelines 1 January 2019 Start of the qualification period for athletes to achieve MES performances. 17 February 2021 Preliminary Entry by Number 06 April 2021 World Para Athletics open the online entry system for final entry by number and name: www.paralympic.org/sdms 06 April 2021 Deadline for NPCs to request a Direct Invitation 20 April 2021 World Para Athletics confirm Direct Invitations issued to NPCs 25 April 2021 End of qualification period for athletes to achieve MES performances. 26 April 2021 Deadline for NPCs to confirm the size of team delegation and the final entry by Name via the online entry system.     Section “F” – Para Athletes Championship Competition These rules are to be read in conjunction with Section ”A" Competition General Rules, Section “B” – Track Events and Section “C” – Field Events. 1. Para Athletes 1.1 General Conditions i. Athletes with a disability qualifying in any able body event at the State Track & Field Championships will not be allowed to compete in the equivalent Para event conducted on the same program. ii. Implements shall comply with the specifications as defined by LANSW for Para events. iii. In Para field events only three trials will be allowed. iv. All LANSW and IAAF (where applicable) rules of competition shall apply except in the following instances. 1.2 Classification i. Athletes with a disability have to be formerly classified by a recognised organisation, prior to competing at the State Track & Field Championships. ii. Classification is a way of grouping athletes of similar function or ability for the purpose of competition. 1.3 Competition i. All events will be conducted as multi-disability events. Competitors will compete against a multi- disability standard (MDS) as determined by the Australian Paralympic Committee. Placings will be determined by the competitor’s time/distance calculated against a percentage of the multi-disability standard (MDS). ii. In all competitions involving throwing events athletes must use the implement weight specified for their classification/ age group, (refer Para Athletes Implement Specification Table). Note: At competition events where combined age group are conducted the competitor’s will throw the weight specified for their age group. These guidelines should be used as a companion document to the official version of the ICD-10- CM as published on the NCHS website. The ICD-10-CM is a morbidity classification published by the United States for classifying diagnoses and reason for visits in all health care settings. The ICD-10-CM is based on the ICD-10, the statistical classification of disease published by the World Health Organization (WHO). These guidelines have been approved by the four organizations that make up the Cooperating Parties for the ICD-10-CM: the American Hospital Association (AHA), the American Health Information Management Association (AHIMA), CMS, and NCHS. These guidelines are a set of rules that have been developed to accompany and complement the official conventions and instructions provided within the ICD-10-CM itself. The instructions and conventions of the classification take precedence over guidelines. These guidelines are based on the coding and sequencing instructions in the Tabular List and Alphabetic Index of ICD-10-CM, but provide additional instruction.

The previous system had only considered the best performance of the last Paralympic Games (1st PG) and best two performances World Championships (1st and 2nd WCH) as well as the actual World Record (WR). Following formula applied: WR + 1st PG + 1st WCH + 2nd WCH = 1000 points ref 4 푥̅ ∝ Performance Points = 1000 ref ⇒ ∙ 푥̅ Outstanding world record performances or underperformed events at world championships had a major effect on this reference mark ref so that some classes got (dis)advantages.
