Commercial passenger fishing vessel reported catch, 1987 – 1999 ...........210 5 INTRODUCTION Landing bulletins provide basic records of amounts and values of marine resources taken by California's commercial fisheries, and summaries of catches by the passenger-carrying fishing industry. These figures are of local, national, and international significance to those interested in the wise utilization and management of California's living marine resources. This report for 1987 through 1999 is the 38th in a series stemming from the first gathering of commercial fisheries landing data by the California Department of Fish and Game (Department) in 1916 and the subsequent first publication of those landings data for the years 1926 and 1927 (Bureau of Commercial Fisheries, 1929). California's commercial fishery statistics are based on a system in which fish dealers and processors send original copies of their landing records to the Department twice a month. Operators of commercial passenger fishing vessels (CPFV) are required to send in copies of their logs once a month (by the10th of the month following month of the fishing trip). Department staff carefully review and edit these landings receipts and logs for accuracy and completeness and code them to facilitate processing and entry into the Department’s Commercial Fisheries Information System (CFIS). Credit for this publication is due largely to the cooperative efforts of the fishing industry, wholesale fish dealers, fishermen, canners, processors, and Department personnel responsible for the market receipt system who have, through their efforts, provided the most accurate statistics possible. The utmost appreciation is extended to this large group of people without which this publication would not be possible. EXPLANATION OF TABLES Tables in this bulletin summarize statistics of the various commercial fishery operations in California from 1987 through 1999. For this 13-year period these reports provide commercial fish landings in pounds and value (in dollars) by major port complex area. Landings are reported in pounds to be consistent with previous bulletin reports and to duplicate the methodology used in published landings reports by the Department’s Marine Fisheries Statistical Unit. Landing totals for figures are provided in thousands of pounds. All landings data were taken from commercial landing receipts and were summarized by major port complex (based upon the port of landing as recorded on the receipt) regardless of the area of actual catch. Numbers of licensed commercial fishermen, registered commercial fishing vessels and registered CPFVs are also reported. Commercial fish landings and shipments (imports) are combined in the tables for each year and port complex. Annual CPFV catches and number of anglers making those catches are also provided and are comparable to those of Oliphant et al. (1990) who summarized CPFV data from 1977 to 1986. Statistics presented in this publication do not encompass all marine fishing activities in California since not all of these functions are reported to the Department, nor is the 6 quantity of fish imports compiled. These landings summaries reflect the landed weights for both whole and dressed fish as recorded on the dealer receipts. No weight conversion adjustments for dressed fish are applied to the landings in the tables and figures. However, for sablefish, converted round weights are provided (Table 6) for purposes of management quotas, (Federal Pacific Coast Groundfish Regulations, 50 CFR Part 660, Subpart G and Fish and Game Code 2011, California Edition, sections 8043 and 8047), and thusly are also provided in metric tons. Landings in these reports are listed in pounds (or thousands of pounds). To convert these values to metric, the following conversions are
