The names of Members of the Lok Sabha serving on the Joint Committees on which Rajya Sabha is represented have also been included under the respective Committees for information. Change of nominations/elections of Members of Rajya Sabha in various Parliamentary Committees/Statutory Bodies is an ongoing process. As such, some information contained in the publication may undergo change by the time this is brought out. When new nominations/elections of Members to Committees/Statutory Bodies are made or changes in these take place, the same get updated in the Rajya Sabha website. The main purpose of this publication, however, is to serve as a primary source of information on Members representing various Committees and other Bodies on which Rajya Sabha is represented upto a particular period. -

Media Management in 2 Theory and Practice Bozena I. Mierzejewska n the field of mass communication, the term theory is often loosely Idefined. Paradigms, conceptual frameworks, models, normative theories, and, of course, actual theories are all frequently referred to as “theory,” although they represent very different constructs. As traditionally defined in science, a theory is a systematically related set of statements about the causes or relationships underlying observable phenomena (Rudner, 1966). Theories are developed by abstracting from observation and are confirmed through repeated experiments designed to test hypotheses related to a theory. The result is often the development of law-like generalizations about underlying causes and relationships. The purpose of a theory is to increase scientific understanding through a systemized structure capable of both explaining and predicting phenomena (Hunt, 1991). Accepted theories become a part of our understanding and are the basis for further explorations of less understood areas. Being a statement of cause and effect, they help us predict with a certain degree of confidence future conse- quences of our current actions. Sound theories also help describe what is hap- pening and why; hence they are valuable tools for data interpretation. For all of their usefulness, theories do have limitations: First, they are focused and very specific, and therefore they cannot give full explanations of all factors involved. This very characteristic usually results in deterministic explanations. Second, they tend to be based on narrow, unrealistic assumptions. Theories aim to develop models used for predictions of future behavior and conse- quences, but they need to deal with complications of the unpredictability of individual humans and social groups. -

Department of Media and Film Studies Annual Report 2019-2020
Department of Media and Film Studies Annual Report 2019-2020 - 1 - Introduction The Media Studies department at Ashoka University is led by journalists, commentators, researchers, academics and investigative reporters who have wide experience in teaching, reporting, writing and broadcasting. The academic team led by Professor Vaiju Naravane, teaches approximately 25 audio- visual and writing elective courses in a given academic year in the Undergraduate Programme. These range from news writing, audio-visual production, social media, media metrics, film appreciation and cinema, digital storytelling to specialized courses in research methodology, political coverage and business journalism. In a spirit of interdisciplinarity, these courses are cross-listed with other departments like Computer Science, Creative Writing, Political Science or Sociology. The Media Studies department also collaborates with the Centre for Social and Behaviour Change to produce meaningful communication messaging to further development goals. The academic year 2019/2020 was rich in terms of the variety and breadth of courses offered and an enrolment of 130 students from UG to ASP and MLS. Several YIF students also audited our courses. Besides academics, the department also held colloquia on various aspects of the media that explored subjects like disinformation and fake news, hate speech, changing business models in the media, cybersecurity and media law, rural journalism, journalism and the environment, or how the media covers rape and sexual harassment. Faculty published widely, were invited speakers at conferences and events and also won recognition and awards. The department organized field trips that allowed students to hone their journalistic and film-making skills in real life situations. Several graduating students found employment in notable mainstream media organisations and production hubs whilst others pursued postgraduate studies at prestigious international universities. -

Overview According to sources, the term Dalit means "'broken'" or "'oppressed'" (Dalit Solidarity n.d.a; MRG n.d.; Navsarjan Trust n.d.a). Sources indicate that this group was formerly referred to as "'untouchables'" (Dalit Solidarity n.d.a; MRG n.d.; Navsarjan Trust n.d.a). They are referred to officially as "Scheduled Castes" (India 13 July 2006, 1; MRG n.d.; Navsarjan Trust n.d.a). The Indian National Commission for Scheduled Castes (NCSC) identified that Scheduled Castes are communities that "were suffering from extreme social, educational and economic backwardness arising out of [the] age-old practice of untouchability" (India 13 July 2006, 1). The Commonwealth Human Rights Initiative (CHRI) [1] indicates that the list of groups officially recognized as Scheduled Castes, which can be modified by the Parliament, varies from one state to another, and can even vary among districts within a state (CHRI 2018, 15). According to the 2011 Census of India [the most recent census (World Population Review [2019])], the Scheduled Castes represent 16.6 percent of the total Indian population, or 201,378,086 persons, of which 76.4 percent are in rural areas (India 2011). The census further indicates that the Scheduled Castes constitute 18.5 percent of the total rural population, and 12.6 percent of the total urban population in India (India 2011). -

India freedomhouse.org /report/freedom-press/2014/india Freedom of the Press While India’s vibrant media remained the freest in South Asia in 2013, press freedom in the country was threatened by several factors, including interference by media owners in editorial content in the run-up to the 2014 national elections, and an expansion of censorship and surveillance of digital platforms. An increase in journalist killings, continuing legal actions against journalists, and the temporary suspension of all television, print, and internet services in Kashmir were also issues of concern during the year. Although the constitution guarantees the freedoms of speech and expression, legal protections are not always sufficiently upheld by the courts or respected by government officials. A number of laws that remain on the books can be used to restrict media freedom. The sedition law, formally Section 124A of the 1860 penal code, outlaws expression that can cause “hatred or contempt, or excites or attempts to excite disaffection” toward the government. The 1923 Official Secrets Act provides authorities with the right to censor security-related articles and prosecute members of the press. State and national authorities, along with the courts, have also punished sensitive reporting by using other security laws, criminal defamation legislation, bans on blasphemy and hate speech, and contempt-of-court charges. Journalists Lingaram Kodopi and Sudhir Dhawale were separately charged and jailed under the Unlawful Activities Prevention Act (UAPA) and the sedition law due to allegations that they were supporting the Maoist insurgency. Kodopi was released on bail in November 2013 after more than two years in prison, while Dhawale, arrested in 2011, remained in custody at year’s end. -

Alan Kronstadt Specialist in South Asian Affairs August 7, 2014 Congressional Research Service 7-5700 www.crs.gov R43679 India’s New Government and Implications for U.S. Interests Summary The United States and India have been pursuing a “strategic partnership” since 2004, and a 5th Strategic Dialogue session was held in New Delhi in late July 2014. A May 2014 national election seated a new Indian government led by the Hindu nationalist Bharatiya Janata Party (BJP) and new Prime Minister Narendra Modi. Top U.S. officials express eagerness to engage India’s new leadership and re-energize what some see as a relationship flagging in recent years. High hopes for the engagement have become moderated as expectations held in both capitals remain unmet, in part due to a global economic downturn that has dampened commercial activity. Yet the two countries, estranged through the Cold War period, have now routinized cooperative efforts through myriad working groups on an array of bilateral and global issues. Prime Minister Modi is known as an able administrator, having overseen impressive economic development in 15 years as chief minister of India’s Gujarat state. But he also is a controversial figure for his Hindu nationalist views and for communal rioting that killed up to 2,000 people, most of them Muslims, in Gujarat in 2002. His BJP made history by becoming the first party to win an outright parliamentary majority in 30 years, meaning India’s federal government is no longer constrained by the vagaries of coalition politics. -

COMMUNICATOR The Journal of Indian Institute of Mass Communication Volume LIII, Number-4, October-December, 2018 ISSN: 0588-8093 Message From Editor-in-Chief At the outset, I wish to express my gratitude to all the academicians and scholars who participated and presented papers at the National Seminar on “The State of Indian Language Journalism and Training” organised by IIMC with support from Indian Council of Social Sciences and Research (ICSSR) on October, 29 and 30, 2018 at IIMC Campus. Suresh The conference was organised to Editor-in-Chief commemorate the silver jubilee of Director General, IIMC our Eastern Regional Campus at Dhenkanal, Odisha from where we started our first language journalism programme in Odia. In the last three years, we have given a major push to language journalism launching a Malayalam Journalism programme at our Kottayam, Kerala campus and Marathi Journalism programme at Amravati, Maharashtra campus. This apart, we have upgraded the Certificate programme in Urdu Journalism to a full fledged Diploma programme. We have even started a three months Advanced Certificate Programme in Sanskrit Journalism in collaboration with the Shri Lal Bahadur Shastri Rashtriya Sanskrit Vidyapeeth besides setting up the Department of Indian Language Journalism. Future plans include starting Hindi and Urdu Journalism programmes from our Jammu campus and Bangla from our Odisha campus. Apart from the papers presented at the conference, many eminent academicians have also contributed to this volume. I am confident that this special issue on the state of Indian language journalism and training would be a collector’s issue for both students and scholars as also media persons across the country and would help them in better understanding of the issues at stake and take requisite steps to improve the quality and standard of both language journalism and training at a time when language journalism is growing by leaps and bounds. -
