Text for Upcoming Annex 1 Overview of the Implementation of the Temporary Traffic Management Schemes The brief updates on the TTM implementation as of May 2013 are listed below: Concerned Proposed arrangement Implementation Roads Status Nam Fung The roundabout at Nam Fung Path near Wong Chuk Implemented Path Hang Complex has been temporarily closed until the second quarter of 2013 for installation works for noise barriers. Dual two-lane traffic will be maintained. The roundabout will be re-opened in the second quarter of 2013, diversion of a section of the pavement at Nam Fung Path near the site entrance will be maintained until the first quarter of 2014 for the construction of elevated tunnel. Please refer to Appendix A for details. Near Dual two-lane traffic at Wong Chuk Hang Road in Implemented Aberdeen the vicinity of Aberdeen Tunnel Toll Plaza will Tunnel Toll continuously be implemented intermittently at night Plaza time for noise barriers installation works during the first half of 2013. Temporary road closures of the slip roads leading from Aberdeen Tunnel to Shouson Hill and from Wong Chuk Hang Road flyover to Aberdeen Tunnel during night time will continuously be implemented in phases during the night time in the first half of 2013. Please refer to Appendix B for details. Ocean Park Section of Ocean Park Road from Ocean Park Road Implemented Road roundabout leading to Ocean Park will be reduced to one lane two-way traffic in phases at night time for viaduct construction work. Part of the road will be required to close temporarily for about 30 minutes from 2.00am to 3.00am for 10 nights during the works period. Please refer to Appendix C for details. Nam Long Temporary diversion of a section of Police School Implemented Shan Road Road at its junction with Heung Yip Road and a section of Nam Long Shan Road at its junction with Heung Yip Road in October 2012 is expected to last until Q3 2013. The number of traffic lanes and the traffic movement directions will be maintained while the footpath will be diverted in stages. One of 1 Concerned Proposed arrangement Implementation Roads Status the northbound traffic lane on Nam Long Shan Road Sitting-out Area will continuously be temporarily closed at night time until the third quarter of 2013. The pedestrian access between Regency Centre and Leader Centre will continuously be temporarily closed in stages. Pedestrian access to Yip Kan Street will be temporarily diverted to the junction of Wong Chuk Hang Road and Yip Kan Street until mid- 2013. Please refer to Appendix D for details. Police School Section of the carriageway on Police School Road Implemented Road will be temporarily narrowed in phases during non-peak hours on non-public holidays and school holidays in the second quarter of 2013. Please refer to Appendix E for details. Ap Lei Chau Partial road closure of Ap Lei Chau Drive is being Implemented Drive implemented. Vehicular and pedestrian traffic will be maintained and diverted where necessary. The junction of Ap Lei Chau Bridge Road and Ap Lei Chau Drive has been diverted since June 2012. Vehicular and pedestrian access to Ap Lei Chau Drive and Lei Tung Estate Road are maintained. This arrangement will last until mid- 2014. Please refer to Appendix F for details. Lei Tung Part of Lei Tung Estate Road adjacent to Phase 1 of Implemented Estate Road Lei Tung Commercial Centre has been temporarily diverted, part of the bus routes at the existing bus terminus has been temporarily relocated to the new bus terminus starting from September 2012. This arrangement will last until mid 2014. Part of the carriageway and footpath at southern side of original bus terminus will be closed and diverted in stages for utilities diversion works from the second quarter of 2013 to the fourth quarter of 2013. Part of the bus stops will be temporarily relocated. Please refer to Appendix G for details. Part of Lei Tung Estate Road adjacent to Phase 1 of 1st Half of 2013 Lei Tung Commercial Centre will be temporarily closed for shaft blasting works for construction of Lei Tung Station Entrance B starting from the first half of 2013. Please refer to Appendix H for details. 2 South After re-opening of the junction of Lee Nam Road Implemented Horizons and Yi Nam Road, one-way one-lane traffic will be implemented at the section of Yi Nam Road between Lee Nam Road and Marina Square East Centre. Temporary road closure at part of Lee Nam Road and Yi Nam Road has been implemented for open blast at Yuk Kwai Shan since August 2012 and will last until the end of 2013. Please refer to Appendix I for details. For the construction of footbridge near Entrance A Q2-Q3 of 2013 of South Horizons Station, Ap Lei Chau Bridge Road near Precious Blood Primary School will be temporarily closed in stages with one of the traffic lanes closed during the daytime for two-way one lane traffic in the second/third quarter of 2013. Please refer to Appendix I for details. Monitoring Results Slow traffic was observed at Ocean Park Road roundabout in mid-April 2013 during the morning and afternoon school hours at 0755-0815 and 1500-1615. Tailing back of traffic to the Wong Chuk Hang Sports Centre was observed occasionally. Detailed records of the tailed back traffic are shown in Appendix J. 3 .

Multi-Storey Carpark and ArchSD / TD TD and ArchSD are currently reviewing the design of the proposed Stanley Multi-storey Public Transport Terminus at Carpark, with an aim to provide the required parking spaces and transport facilities to cope Stanley Village Road, Stanley with the latest demand in the area. The TIA Study was commenced in July 2019. 2. Works of Replacement and WSD Contract No. 3/WSD/12, which consists of construction works on Hong Kong Island, Rehabilitation of Water Mains commenced in March 2013. Current works fronts and details of works in the District are Stage 4 Phase 1 as below: (a) Nam Long Shan Road (near Remex Centre, No.42 of Wong Chuk Hang Road) [52%] (to be completed in December 2020) [Status: The works on footpath have been completed and the works at Nam Long Shan Road are anticipated to be completed in the fourth quarter of 2020.]. 1 3. Proposed Addition of Lifts to HyD Progress for addition of lifts to footbridges and subways in the Southern District: Existing Footbridges and Type Location Progress Subways in the Southern (Structure No.) District (a) Wong Chuk Hang Road Flyover (H116) The Works Contract commenced on 25 near Nam Fung Road November 2015. The ramp retrofitting works were in conflicts with an existing 600 fresh watermain. The staircase was reinstated and opened to public on 18 January 2019.

    EXECUTIVE SUMMARY With the main civil works contracts of the South Island Line (East) (SIL(E)) Project awarded in May 2011, the commencement date of construction of the Project was 25 June 2011. The Environmental Monitoring and Audit (EM&A) programme of the Project also commenced on 25 June 2011. All works area, except Harcourt Garden, has been substantially completed on or before November 2016 under Contract 902, 903, 904, 907 and 908. The SIL(E) passenger service commenced on 28 December 2016. The tentative schedule for completion of Harcourt Garden is December 2017. This is the SIL(E) Project Final EM&A Report Part 1. The Report presents the results of EM&A works undertaken during the period of June 2011 to 31 December 2016. Separate submission for the Final EM&A Report Part 2, covering Harcourt Garden, will be prepared and submitted after works completion in Q1 2018. Further, in accordance with the condition 2.13 of EP, the Final Monitoring Report for EPLP Monitoring will be submitted after completion of the 3 years post-planting care and maintenance period in Q1 2019. As there would be some remaining construction works for Contract 914 – Harcourt Garden, the EM&A programme and regular site inspections conducted by the Environmental Team (ET) will continue until completion of the construction works. No notification of summon or prosecution related to the environmental issue was received in the reporting period of June 2011 to December 2016. No non-conformance to the environmental requirements was identified in the reporting period of June 2011 to December 2016.

    CB(4)151/16-17(01) Legislative Council Panel on Transport Fares of MTR South Island Line (East) This paper briefs Members on the fares of MTR South Island Line (East) (“SIL(E)”). Background 2. The MTR Corporation Limited (“MTRCL”) is conducting final inspections on SIL(E). Depending on the final outcome of the inspections, it is expected that SIL(E) will commence passenger service in December 20161. The 7-kilometre medium capacity railway is going to link up the South and the North of Hong Kong Island from South Horizons Station to Admiralty Station via Lei Tung Station, Wong Chuk Hang Station and Ocean Park Station. Passengers can transit to MTR Island Line, Tsuen Wan Line and the future Shatin to Central Link at Admiralty Station. The existing Admiralty Station has been expanded to become a major railway hub, with a view to facilitating convenient interchanges by passengers. Fares of SIL(E) 3. In accordance with the Operating Agreement signed between the Government and MTRCL, MTRCL shall brief the Legislative Council Panel on Transport and the Transport Advisory Committee on fares of new railway lines. 4. The SIL(E) connects to the existing railway network at Admiralty Station and is a part of the railway network of the Hong Kong Island. The same “distance-based” fare structure of the existing MTR heavy rail system is applied to determining fares of the new stations of the new railway line.     Legislative Council Panel on Transport Subcommittee on Matters Relations to Railways Approach and Updates of MTR Station Art Programme Purpose This paper aims to discuss the approach and progress of the incorporation of art in railway stations of the MTR Corporation Limited (MTRCL). Background 2. The MTRCL is committed to providing a pleasant travelling environment for passengers. In 1998, the “art in MTR” concept was introduced to enhance the travelling environment and showcase the diversity of cultural and historical characteristics of local districts. A comprehensive art programme has also been developed which offers a channel for local artists to exhibit their talent and helps to promote the appreciation of art in Hong Kong. 3. Public participation is important in the station art programme especially for the stations of new railway lines. The MTRCL has asked the local communities to contribute their ideas for the art element for new stations in the preliminary stage of the station design. The aim is to reflect the cultural and historical characteristics unique to each station in the design. By participating in station design, the communities also develop stronger connections to the new railway lines. Approach 4. The MTRCL takes a number of factors into consideration when determining the type, size and location of artwork to be displayed at railway stations. The priority is that the art piece should not affect the normal operation and passenger flow of stations. Other factors that need to be taken into account include the environment of the station, restrictions of space and technical feasibility. Generally, sculpture and mural are two common types of artwork that are displayed at stations on a long-term basis.

East Area Committee (EAC) Matters Discussed at the Meeting Held in September 2019 (a) Overgrown Weeds on Roadside (locations in the Vicinity of Stanley, Chung Hom Kok and Tai Tam) A member said that there were overgrown weeds on the roadside in the vicinity of Stanley, Chung Hom Kok and Tai Tam, affecting the safety of pedestrians, and the situation of Stanley Ma Hang Park had been particularly serious. Hence, the member requested that the relevant department should deploy additional cleansing workers to carry out the weed-cutting work at the aforesaid roads. 1 (b) Construction of Walkway along the Waterfront near Jumbo Pier Connecting Sham Wan and Ocean Court A member suggested at the last meeting that a walkway be constructed along the waterfront near Jumbo Pier connecting Sham Wan and Ocean Court. The relevant department responded that there was no plan yet to develop a walkway at the aforesaid location. (c) Proposed Addition of Crash Barriers to a Section of 46 Tai Tam Road (Lamp Post Nos. 38680-38682) At the last meeting, a member suggested adding crash barriers to a section of 46 Tai Tam Road (Lamp Post Nos. 38680-38682). The Transport Department (TD) responded that the effect of installing crash barriers at the aforesaid road section would not be significant, but TD would consider adding a “Slow” traffic sign to remind drivers to drive carefully.
