To facilitate the construction of the South Island Line (East) and to improve the overall traffic in the district, road improvement works are being carried out in phases by MTR Corporation in Wong Chuk Hang. A new footbridge and lifts were constructed to allow separation of the busy pedestrian and road traffic at the junction of Heung Yip Road, Wong Chuk Hang Road and Nam Long Shan Road, providing a safe and comfortable access for pedestrians travelling between the above road sections.

Pedestrians can also make use of the pedestrian crossing on Heung Yip Road near Tai Wong Ye Temple to cross Heung Yip Road to travel to Nam Long Shan Road, Welfare Road and Shum Wan Road. In addition, a new pedestrian crossing on Nam Long Shan Road near Little Sisters of the Poor St. Mary’s Home for the Aged was opened for public use on 25 August 2016, which allows pedestrians to travel to and from Heung Yip Road, Welfare Road and Sham Wan Road.

MTR Corporation and relevant government departments will continue to monitor the traffic condition at the junction of Heung Yip Road, Wong Chuk Hang Road and Nam Long Shan Road, and appropriate follow up actions will be taken when necessary. 4. [LandsD] Apart from the land being occupied by the SIL(E) railway facilities under the management of MTR Corporation for operating SIL(E) continuously, the Corporation has surrendered the land to the Government in March (road resurfacing works) and April (ex-Harbour Mission School site) 2016 respectively. LandsD has conveyed the above SWD’s request to MTR Corporation already. As understood, MTR Corporation has furnished the requested information to SWD direct via email in August 2016. Besides, LandsD has not yet received the application for land allocation from SWD so far. LandsD will process the application concerned upon receipt in accordance with the established procedure.

Request to add a cover between Lei MTR Corporation As the proposal of additional cover involves complex land and legal issues, Tung Station Exit B and Lei Tung MTR Corporation considered it not desirable to make any design changes at this Commercial Centre stage, in order not to cause impact on the target opening of the SIL(E) at the end of 2016. It is suggested to follow up on the matter after the commissioning of SIL(E).

14. Enquiry on the introduction of an MTR Corporation, TD [MTR Corporation] To facilitate road reinstatement works for Lei Tung Estate additional bus route at the former Road, a temporary traffic management scheme is being implemented in stages bus terminus at Lei Tung Estate until the third to fourth quarters of 2016. As the reinstatement works are completed progressively, a traffic lane adjacent to the works site of Lei Tung Station Entrance B has been re-opened in late July 2016. As for the opinions regarding the permanent bus routes arrangement, please refer to TD.

[TD] Upon completion of the relevant works for SIL(E), MTRC will reinstate Lei Tung bus terminus. There will be 3 bus bays at the terminus after reinstatement. TD is liaising with bus companies on the stopping arrangement for the bus routes at those bus lay-bys at Lei Tung for the reinstatement.

15. Comment on the messy wall finish MTR Corporation MTR Corporation has reviewed and rectified the gridlines on the facade of Lei at the exits of Lei Tung Station Tung Station entrances earlier. The Corporation will pay attention to the workmanship of the station facilities during inspections and appropriate follow-up actions will be taken if necessary.

Enquiry on compensatory tree MTR Corporation Prior to the tree replantation works for Yuk Kwai Shan, MTR Corporation has planting between Yuk Kwai Shan reviewed the geological conditions and relevant planting standard with the Plant Building and the stone wall landscape consultant and contractor. According to the actual site conditions, certain parts of the site originally planned for tree replantation was rock covered with a thin layer of soil, which is not suitable for tree planting. In order to maintain greening in that area, shrubs were suggested to be planted as an alternative option. The rest of the site including Yuk Kwai Shan and Lee Nam Road footpath in front of the End Plant Building could accommodate a total of 85 trees. MTR Corporation will discuss with the relevant government departments on the above arrangement. 18. Enquiry on the progress of the HyD, TD, Drainage The proposed new pedestrian walkway linking the existing footpath of reinstatement works at Telegraph Services Department Waterfront Park and Cyberport Road will comprise two sections: (i) Bay and the future follow-up (DSD), LandsD a section on Government Land along the waterfront connecting to the existing arrangements footpath of Cyberport Waterfront Park; and (ii) a section passing through the Cyberport Sewage Treatment Works (STW) linking with Cyberport Road. For the walkway section under item (i), DSD is carrying out greening works and a strip of land without planting will be reserved for constructing the new walkway. Regarding the walkway section under item (ii), HyD and DSD have substantially confirmed that part of the existing vehicular access will be deployed for constructing this walkway section. DSD will carry out plant upgrading works inside the Cyberport STW, which is targeted for completion in mid-2017. Construction of the proposed new pedestrian walkway is scheduled to commence after LandsD has handed over the required works area to HyD in mid-2017. As there will be construction traffic passing through the vehicular access concerned during the implementation of plant upgrading works at the STW concerned, it is not possible to construct the pedestrian walkway concurrently. Even if the walkway section under item (i) is constructed first, the entire pedestrian walkway cannot be open for public use until it is linked with the walkway section under item (ii). As such, HyD is not able to start the construction works for the pedestrian walkway until DSD has completed the plant upgrading works at the STW.

Enquiry on matters relating to the TD In the “Public Transport Re-organisation Plan” for the commissioning of operation of feeder minibuses for SIL(E), TD proposed to introduce GMB Rt. No. 40M for serving Stanley and carrying residents at Stanley to and the new Ocean Park Station. TD and the GMB operator will closely monitor from the MTR stations the passenger demand after the opening of SIL( E), and will timely adjust the service level subject to demand. 20. Request to provide information on MTR Corporation, TD [TD] MTRC has been requested to provide the relevant information. the addition / reduction of road signs arising from the construction [MTR Corporation] To facilitate the opening of SIL(E), MTR Corporation is of SIL(E) installing relevant additional traffic signs in the vicinity of the new stations. When determining the location of traffic signs, different factors including road users’ needs, traffic sightline, road safety and overall traffic arrangement would be taken into consideration to ensure clear directions for road users. The Corporation will coordinate with the relevant government departments on the inspections upon completion of installation works. 21. Publicity plan for the MTR Corporation MTR Corporation endeavours to maintain close communication with the pre-commissioning of the railway community. To tie in with the target commissioning of SIL(E) by the end of 2016, in addition to different channels including SDC meetings, Community Liaison Group meetings, publications and website, the Corporation is planning a series of relevant activities to further brief the public and local stakeholders on the features of this new rail line and its operation. In the third and fourth quarters of 2016, a series of guided tours in the Southern District, including visits to the newly built Wong Chuk Hang Station, is being coordinated by the Warehouse Teenage Club with the support of MTR Corporation. Besides, roving talks and exhibitions are being organised for schools and other organisations in the district to enhance the community’s knowledge of the new rail line. The Corporation will continue to update SDC and the public about details of the activities concerned in a timely manner. 22. Arrangements for fares, concessions MTR Corporation The fare of SIL(E) is in line with the MTR fare structure. Details of the fare and fare saver machines will be announced in due course prior to the opening of this new line. MTR Corporation also noted members’ views on promotions schemes. We have referred such views to relevant departments for consideration.

Enquiry on the selection criteria for MTR Corporation Font type “Sung” is adopted to ensure clear display of station names at the fonts to be displayed inside MTR stations. However, there might be slight differences in the typeface of station stations names in different years. Font type “Sung” has also been adopted for SIL(E) station names. 24. Enquiry on the availability of MTR Corporation As with existing MTR stations, first-aid box with basic first-aid supplies, as medical posts and police posts well as Automated External Defibrillator (AED) are available at SIL(E) inside MTR stations stations. There is at least one qualified first-aider at each station and all our frontline station staff have been well trained to handle different emergency situations before being assigned for station duties. Besides, the Railway District Police are in charge of public security in the MTR system with the cooperation and support of MTR Corporation. Passengers are encouraged to report any incidents or crimes immediately to the Police or station staff for prompt assistance.

Currently, there is no plan to set up medical or police post at SIL(E) stations.

25. Comment on the management and MTR Corporation Regarding the malfunctioning of lighting facilities at Kellett Bay Waterfront, hygiene problems of the open space investigation revealed that some of the cables were damaged and have to be at the Kellett Bay waterfront replaced or re-laid. The cable replacement works were affected by the unstable weather condition. Our contractor has replaced some of the lighting facilities and installed additional lighting at feasible locations for the rest of area where lighting was affected by the progress of cable replacement works, in order to minimse impact on daily activities of the public. Besides, our contractor is reviewing the lighting condition and improvement works will be carried out when necessary and practical. MTR Corporation will continue to coordinate with our contractor to complete the cable replacement works as soon as possible and inspect all lighting facilities at Kellett Bay Waterfront to ensure their normal operation. Besides, the Corporation has reminded the cleansing contractor to closely monitor the hygiene condition and enhance cleansing works when necessary.
