Improvement measures for the Wong Chuk Hang Station Public Transport Interchange (PTI) a. To facilitate the construction of the South Island Line (East) and to improve the overall traffic in the district, road improvement works are being carried out in phases by MTR Corporation in Wong Chuk Hang. A new footbridge and lifts were constructed to allow separation of the busy pedestrian and road traffic at the junction of Heung Yip Road, Wong Chuk Hang Road and Nam Long Shan Road, providing a safe and comfortable access for pedestrians travelling between the above road sections. Pedestrians can also make use of the pedestrian crossing on Heung Yip Road near Tai Wong Ye Temple to cross Heung Yip Road to travel to Nam Long Shan Road, Welfare Road and Shum Wan Road. In addition, a new pedestrian crossing on Nam Long Shan Road near Little Sisters of the Poor St. Mary’s Home for the Aged was opened for public use on 25 August 2016, which allows pedestrians to travel to and from Heung Yip Road, Welfare Road and Sham Wan Road. MTR Corporation and relevant government departments will continue to monitor the traffic condition at the junction of Heung Yip Road, Wong Chuk Hang Road and Nam Long Shan Road, and appropriate follow up actions will be taken when necessary. 4. LandsD has conveyed the above SWD’s request to MTR Corporation already. As understood, MTR Corporation has furnished the requested information to SWD direct via email in August 2016. Besides, LandsD has not yet received the application for land allocation from SWD so far. LandsD will process the application concerned upon receipt in accordance with the established procedure. 4 Relevant Government Follow-up Items Departments / Status Institutions 13. Request to add a cover between Lei MTR Corporation As the proposal of additional cover involves complex land and legal issues, Tung Station Exit B and Lei Tung MTR Corporation considered it not desirable to make any design changes at this Commercial Centre stage, in order not to cause impact on the target opening of the SIL(E) at the end of 2016. It is suggested to follow up on the matter after the commissioning of SIL(E). 14. Enquiry on the introduction of an MTR Corporation, TD [MTR Corporation] To facilitate road reinstatement works for Lei Tung Estate additional bus route at the former Road, a temporary traffic management scheme is being implemented in stages bus terminus at Lei Tung Estate until the third to fourth quarters of 2016.

Part of the road will be required to close temporarily for about 30 minutes from 2.00am to 3.00am for 10 nights during the works period.

    EXECUTIVE SUMMARY With the main civil works contracts of the South Island Line (East) (SIL(E)) Project awarded in May 2011, the commencement date of construction of the Project was 25 June 2011. The Environmental Monitoring and Audit (EM&A) programme of the Project also commenced on 25 June 2011. All works area, except Harcourt Garden, has been substantially completed on or before November 2016 under Contract 902, 903, 904, 907 and 908. The SIL(E) passenger service commenced on 28 December 2016. The tentative schedule for completion of Harcourt Garden is December 2017. This is the SIL(E) Project Final EM&A Report Part 1. The Report presents the results of EM&A works undertaken during the period of June 2011 to 31 December 2016. Separate submission for the Final EM&A Report Part 2, covering Harcourt Garden, will be prepared and submitted after works completion in Q1 2018. Further, in accordance with the condition 2.13 of EP, the Final Monitoring Report for EPLP Monitoring will be submitted after completion of the 3 years post-planting care and maintenance period in Q1 2019. As there would be some remaining construction works for Contract 914 – Harcourt Garden, the EM&A programme and regular site inspections conducted by the Environmental Team (ET) will continue until completion of the construction works. No notification of summon or prosecution related to the environmental issue was received in the reporting period of June 2011 to December 2016. No non-conformance to the environmental requirements was identified in the reporting period of June 2011 to December 2016.

    CB(4)151/16-17(01) Legislative Council Panel on Transport Fares of MTR South Island Line (East) This paper briefs Members on the fares of MTR South Island Line (East) (“SIL(E)”). Background 2. The MTR Corporation Limited (“MTRCL”) is conducting final inspections on SIL(E). Depending on the final outcome of the inspections, it is expected that SIL(E) will commence passenger service in December 20161. The 7-kilometre medium capacity railway is going to link up the South and the North of Hong Kong Island from South Horizons Station to Admiralty Station via Lei Tung Station, Wong Chuk Hang Station and Ocean Park Station. Passengers can transit to MTR Island Line, Tsuen Wan Line and the future Shatin to Central Link at Admiralty Station. The existing Admiralty Station has been expanded to become a major railway hub, with a view to facilitating convenient interchanges by passengers. Fares of SIL(E) 3. In accordance with the Operating Agreement signed between the Government and MTRCL, MTRCL shall brief the Legislative Council Panel on Transport and the Transport Advisory Committee on fares of new railway lines. 4. The SIL(E) connects to the existing railway network at Admiralty Station and is a part of the railway network of the Hong Kong Island. The same “distance-based” fare structure of the existing MTR heavy rail system is applied to determining fares of the new stations of the new railway line.     Legislative Council Panel on Transport Subcommittee on Matters Relations to Railways Approach and Updates of MTR Station Art Programme Purpose This paper aims to discuss the approach and progress of the incorporation of art in railway stations of the MTR Corporation Limited (MTRCL). Background 2. The MTRCL is committed to providing a pleasant travelling environment for passengers. In 1998, the “art in MTR” concept was introduced to enhance the travelling environment and showcase the diversity of cultural and historical characteristics of local districts. A comprehensive art programme has also been developed which offers a channel for local artists to exhibit their talent and helps to promote the appreciation of art in Hong Kong. 3. Public participation is important in the station art programme especially for the stations of new railway lines. The MTRCL has asked the local communities to contribute their ideas for the art element for new stations in the preliminary stage of the station design. The aim is to reflect the cultural and historical characteristics unique to each station in the design. By participating in station design, the communities also develop stronger connections to the new railway lines. Approach 4. The MTRCL takes a number of factors into consideration when determining the type, size and location of artwork to be displayed at railway stations. The priority is that the art piece should not affect the normal operation and passenger flow of stations. Other factors that need to be taken into account include the environment of the station, restrictions of space and technical feasibility. Generally, sculpture and mural are two common types of artwork that are displayed at stations on a long-term basis.

East Area Committee (EAC) Matters Discussed at the Meeting Held in September 2019 (a) Overgrown Weeds on Roadside (locations in the Vicinity of Stanley, Chung Hom Kok and Tai Tam) A member said that there were overgrown weeds on the roadside in the vicinity of Stanley, Chung Hom Kok and Tai Tam, affecting the safety of pedestrians, and the situation of Stanley Ma Hang Park had been particularly serious. Hence, the member requested that the relevant department should deploy additional cleansing workers to carry out the weed-cutting work at the aforesaid roads. 1 (b) Construction of Walkway along the Waterfront near Jumbo Pier Connecting Sham Wan and Ocean Court A member suggested at the last meeting that a walkway be constructed along the waterfront near Jumbo Pier connecting Sham Wan and Ocean Court. The relevant department responded that there was no plan yet to develop a walkway at the aforesaid location. (c) Proposed Addition of Crash Barriers to a Section of 46 Tai Tam Road (Lamp Post Nos. 38680-38682) At the last meeting, a member suggested adding crash barriers to a section of 46 Tai Tam Road (Lamp Post Nos. 38680-38682). The Transport Department (TD) responded that the effect of installing crash barriers at the aforesaid road section would not be significant, but TD would consider adding a “Slow” traffic sign to remind drivers to drive carefully.
