    Annex 1 Overview of the Implementation of the Temporary Traffic Management Schemes The brief updates on the TTM implementation as of May 2013 are listed below: Concerned Proposed arrangement Implementation Roads Status Nam Fung The roundabout at Nam Fung Path near Wong Chuk Implemented Path Hang Complex has been temporarily closed until the second quarter of 2013 for installation works for noise barriers. Dual two-lane traffic will be maintained. The roundabout will be re-opened in the second quarter of 2013, diversion of a section of the pavement at Nam Fung Path near the site entrance will be maintained until the first quarter of 2014 for the construction of elevated tunnel. Please refer to Appendix A for details. Multi-Storey Carpark and ArchSD / TD TD and ArchSD are currently reviewing the design of the proposed Stanley Multi-storey Public Transport Terminus at Carpark, with an aim to provide the required parking spaces and transport facilities to cope Stanley Village Road, Stanley with the latest demand in the area. The TIA Study was commenced in July 2019. 2. Works of Replacement and WSD Contract No. 3/WSD/12, which consists of construction works on Hong Kong Island, Rehabilitation of Water Mains commenced in March 2013. Current works fronts and details of works in the District are Stage 4 Phase 1 as below: (a) Nam Long Shan Road (near Remex Centre, No.42 of Wong Chuk Hang Road) [52%] (to be completed in December 2020) [Status: The works on footpath have been completed and the works at Nam Long Shan Road are anticipated to be completed in the fourth quarter of 2020.]. 1 3. Proposed Addition of Lifts to HyD Progress for addition of lifts to footbridges and subways in the Southern District: Existing Footbridges and Type Location Progress Subways in the Southern (Structure No.) District (a) Wong Chuk Hang Road Flyover (H116) The Works Contract commenced on 25 near Nam Fung Road November 2015. The ramp retrofitting works were in conflicts with an existing 600 fresh watermain. The staircase was reinstated and opened to public on 18 January 2019.

    EXECUTIVE SUMMARY With the main civil works contracts of the South Island Line (East) (SIL(E)) Project awarded in May 2011, the commencement date of construction of the Project was 25 June 2011. The Environmental Monitoring and Audit (EM&A) programme of the Project also commenced on 25 June 2011. All works area, except Harcourt Garden, has been substantially completed on or before November 2016 under Contract 902, 903, 904, 907 and 908. The SIL(E) passenger service commenced on 28 December 2016. The tentative schedule for completion of Harcourt Garden is December 2017. This is the SIL(E) Project Final EM&A Report Part 1. The Report presents the results of EM&A works undertaken during the period of June 2011 to 31 December 2016. Separate submission for the Final EM&A Report Part 2, covering Harcourt Garden, will be prepared and submitted after works completion in Q1 2018. Further, in accordance with the condition 2.13 of EP, the Final Monitoring Report for EPLP Monitoring will be submitted after completion of the 3 years post-planting care and maintenance period in Q1 2019. As there would be some remaining construction works for Contract 914 – Harcourt Garden, the EM&A programme and regular site inspections conducted by the Environmental Team (ET) will continue until completion of the construction works. No notification of summon or prosecution related to the environmental issue was received in the reporting period of June 2011 to December 2016. No non-conformance to the environmental requirements was identified in the reporting period of June 2011 to December 2016.

    CB(4)151/16-17(01) Legislative Council Panel on Transport Fares of MTR South Island Line (East) This paper briefs Members on the fares of MTR South Island Line (East) (“SIL(E)”). Background 2. The MTR Corporation Limited (“MTRCL”) is conducting final inspections on SIL(E). Depending on the final outcome of the inspections, it is expected that SIL(E) will commence passenger service in December 20161. The 7-kilometre medium capacity railway is going to link up the South and the North of Hong Kong Island from South Horizons Station to Admiralty Station via Lei Tung Station, Wong Chuk Hang Station and Ocean Park Station. Passengers can transit to MTR Island Line, Tsuen Wan Line and the future Shatin to Central Link at Admiralty Station. The existing Admiralty Station has been expanded to become a major railway hub, with a view to facilitating convenient interchanges by passengers. Fares of SIL(E) 3. In accordance with the Operating Agreement signed between the Government and MTRCL, MTRCL shall brief the Legislative Council Panel on Transport and the Transport Advisory Committee on fares of new railway lines. 4. The SIL(E) connects to the existing railway network at Admiralty Station and is a part of the railway network of the Hong Kong Island. The same “distance-based” fare structure of the existing MTR heavy rail system is applied to determining fares of the new stations of the new railway line.     T&TC Paper No. 2/2012 (for discussion on 13.2.2012) Southern District Council Traffic and Transport Committee Current and Envisaged Temporary Traffic Management Schemes of the South Island Line (East) Background The Southern District Council was updated on the progress of South Island Line (East) and related issues in the Council meeting on 19 January 2012, including major Temporary Traffic Management Scheme (TTMS). This paper provides information on the required TTMS in the vicinity of Aberdeen Tunnel Toll Plaza and area near Ocean Park, Wong Chuk Hang, Lei Tung and Main Street, Ap Lei Chau, and South Horizons to the Traffic and Transport Committee. The implementation of the TTMS aims at minimizing construction impact to the community and maintaining traffic & pedestrian flow, as well as public safety during construction. Overview TTMSs have been introduced in areas along the alignment in phases as the project progresses since mid 2011. Major schemes implemented include: a. Closure of one lane at Ocean Park Road, narrowing of the roundabout and associated traffic diversion b. Changing Heung Yip Road to one way eastbound via Yip Fat Street c. Relocation of the bus terminus at ex-Wong Chuk Hang Estate site and related changes at Nam Long Shan Road and Police School Road d. Stop/Go sign scheme at Main Street, Ap Lei Chau; temporary traffic management schemes at Apleichau Bridge Road and Ap Lei Chau Drive e. Temporary road closure at part of Yi Nam Road and Lee Nam Road with associated traffic diversion implemented The Corporation has maintained frequent communication with members of the various Community Liaison Groups regarding the implemented and envisaged TTMSs for further improvement.

    Legislative Council Panel on Transport Subcommittee on Matters Relations to Railways Approach and Updates of MTR Station Art Programme Purpose This paper aims to discuss the approach and progress of the incorporation of art in railway stations of the MTR Corporation Limited (MTRCL). Background 2. The MTRCL is committed to providing a pleasant travelling environment for passengers. In 1998, the “art in MTR” concept was introduced to enhance the travelling environment and showcase the diversity of cultural and historical characteristics of local districts. A comprehensive art programme has also been developed which offers a channel for local artists to exhibit their talent and helps to promote the appreciation of art in Hong Kong. 3. Public participation is important in the station art programme especially for the stations of new railway lines. The MTRCL has asked the local communities to contribute their ideas for the art element for new stations in the preliminary stage of the station design. The aim is to reflect the cultural and historical characteristics unique to each station in the design. By participating in station design, the communities also develop stronger connections to the new railway lines. Approach 4. The MTRCL takes a number of factors into consideration when determining the type, size and location of artwork to be displayed at railway stations. The priority is that the art piece should not affect the normal operation and passenger flow of stations. Other factors that need to be taken into account include the environment of the station, restrictions of space and technical feasibility. Generally, sculpture and mural are two common types of artwork that are displayed at stations on a long-term basis.
