Ap Lei Chau and the Northshore of Hong Kong Island Via Pok Fu Lam Road SDC T&TC Paper No. 9/2014 Southern District Council Traffic and Transport Committee Revised Public Transport Re-organisation Plan to tie in with the Commissioning of the South Island Line (East) (as at March 2014) Purpose This paper seeks the views of the Traffic and Transport Committee (“T&TC”) under the Southern District Council (“SDC”) on the Revised Public Transport Re-organisation Plan (“Revised PT Plan”)(as at March 2014) to tie in with the commissioning of the South Island Line (East) (“SIL(E)”) in 2015. Background 2. The Transport Department has commenced the consultation with T&TC on the preliminary PT Plan since July 2013. Thereafter, we have continuously received views on the PT Plan from local representatives and the public. After obtaining the views and suggestions from District Councils, Area Consultative Forums, local representatives and the public from various channels, we have followed up and reviewed the preliminary proposals in the PT Plan with the relevant public transport operators and formulated the Revised PT Plan to tie in with the commissioning of the SIL(E) (as at March 2014) in reference to the views collected. Details of the Revised PT Plan are set out in Annex 1-12. Advice Sought 3. Members are invited to comment on the revised PT Plan (as at March 2014) proposed for the Southern District to tie in with the commissioning of the SIL(E). Transport Department March 2014 Annex 1 Revised Public Transport Re-organisation Plan to tie in with the Commissioning of the SIL(E) Re-organisation of CTB 48, 71 and 75 I. Background It is expected that upon the commissioning of the SIL(E), some residents in Wong Chuk Hang and Shum Wan who are taking bus service to Sheung Wan and Central or interchange at there with railway service will switch to more convenient feeder service to reach the SIL(E) stations nearby (such as Wong Chuk Hang Station) and resulting in ridership loss of the captioned routes. Re-organisation Proposals 2. In the first round consultation, we have put forward the following re-organisation proposals for these routes: (1) To amalgamate CTB 71P (supplementary service) and CTB 75 with CTB 71; (2) To extend the southern end of CTB 71 to Shum Wan and it will continue to operate in a circular route; and (3) To divert CTB 48 via the new Wong Chuk Hang Station. 2 III. First Round Public Consultation and Revised Proposals 3. During the first round consultation, we have received valuable views from district councilors, local representatives and residents on the proposals, including the passengers need of direct bus service from Shum Wan to Central for work commuters in morning peak priod. Our initial response to the major comments are set out below: (1) Given consideration to passenger demand for work commuters in morning peak period, it is poposed to convert CTB 75 as morning peak only service. Three uni-directional trips on CTB 75 from Shum Wan to Central will be provided in morning peak period on Mondays to Fridays (except public holidays). Meanwhile, service of CTB 72A will be obviously strengthened to 10 to 12 minutes in daytime non-peak hours to provide frequent bus services for Shum Wan/Wong Chuk Hang residents to and from the northshore of Hong Kong Island. During the hours when CTB 75 is not in operation, passengers can use new Octopus BBI schemes between CTB 72A and CTB 37A (Central bound) / CTB 37B(37X) (Southern District bound) / CTB 90 (both bounds) to and from Shum Wan/Wong Chuk Hang and Wan Chai/Admiralty/Central; (2) It is proposed to cancel CTB 71 and 71P which serving Shum Wan/Wong Chuk Hang via Pok Fu Lam Road. Affected passengers can use a new Octopus BBI scheme between CTB 48 and 7 to and form Wong Chuk Hang and Pok Fu Lam Road;and (3) To maintain the route diversion of CTB 48 via the new Wong Chuk Hang Station to facilitate residents of Shum Wan, Wong Chuk Hang, Aberdeen, Tin Wan and Wah Fu traveling to and from the new railway station. 4.     EXECUTIVE SUMMARY With the main civil works contracts of the South Island Line (East) (SIL(E)) Project awarded in May 2011, the commencement date of construction of the Project was 25 June 2011. The Environmental Monitoring and Audit (EM&A) programme of the Project also commenced on 25 June 2011. All works area, except Harcourt Garden, has been substantially completed on or before November 2016 under Contract 902, 903, 904, 907 and 908. The SIL(E) passenger service commenced on 28 December 2016. The tentative schedule for completion of Harcourt Garden is December 2017. This is the SIL(E) Project Final EM&A Report Part 1. The Report presents the results of EM&A works undertaken during the period of June 2011 to 31 December 2016. Separate submission for the Final EM&A Report Part 2, covering Harcourt Garden, will be prepared and submitted after works completion in Q1 2018. Further, in accordance with the condition 2.13 of EP, the Final Monitoring Report for EPLP Monitoring will be submitted after completion of the 3 years post-planting care and maintenance period in Q1 2019. As there would be some remaining construction works for Contract 914 – Harcourt Garden, the EM&A programme and regular site inspections conducted by the Environmental Team (ET) will continue until completion of the construction works. No notification of summon or prosecution related to the environmental issue was received in the reporting period of June 2011 to December 2016. No non-conformance to the environmental requirements was identified in the reporting period of June 2011 to December 2016.

Noise Impact 3.1 Introduction This section has evaluated and assessed the potential noise impact likely to arise from the proposed Project during both the construction and operation phases. The noise impact from the proposed Project can be divided into airborne and ground-borne during the construction and operation phases.     T&TC Paper No. 2/2012 (for discussion on 13.2.2012) Southern District Council Traffic and Transport Committee Current and Envisaged Temporary Traffic Management Schemes of the South Island Line (East) Background The Southern District Council was updated on the progress of South Island Line (East) and related issues in the Council meeting on 19 January 2012, including major Temporary Traffic Management Scheme (TTMS). This paper provides information on the required TTMS in the vicinity of Aberdeen Tunnel Toll Plaza and area near Ocean Park, Wong Chuk Hang, Lei Tung and Main Street, Ap Lei Chau, and South Horizons to the Traffic and Transport Committee. The implementation of the TTMS aims at minimizing construction impact to the community and maintaining traffic & pedestrian flow, as well as public safety during construction. Overview TTMSs have been introduced in areas along the alignment in phases as the project progresses since mid 2011. Major schemes implemented include: a. Closure of one lane at Ocean Park Road, narrowing of the roundabout and associated traffic diversion b. Changing Heung Yip Road to one way eastbound via Yip Fat Street c. Relocation of the bus terminus at ex-Wong Chuk Hang Estate site and related changes at Nam Long Shan Road and Police School Road d. Stop/Go sign scheme at Main Street, Ap Lei Chau; temporary traffic management schemes at Apleichau Bridge Road and Ap Lei Chau Drive e.     Legislative Council Panel on Transport Subcommittee on Matters Relations to Railways Approach and Updates of MTR Station Art Programme Purpose This paper aims to discuss the approach and progress of the incorporation of art in railway stations of the MTR Corporation Limited (MTRCL). Background 2. The MTRCL is committed to providing a pleasant travelling environment for passengers. In 1998, the “art in MTR” concept was introduced to enhance the travelling environment and showcase the diversity of cultural and historical characteristics of local districts. A comprehensive art programme has also been developed which offers a channel for local artists to exhibit their talent and helps to promote the appreciation of art in Hong Kong. 3. Public participation is important in the station art programme especially for the stations of new railway lines. The MTRCL has asked the local communities to contribute their ideas for the art element for new stations in the preliminary stage of the station design. The aim is to reflect the cultural and historical characteristics unique to each station in the design. By participating in station design, the communities also develop stronger connections to the new railway lines. Approach 4. The MTRCL takes a number of factors into consideration when determining the type, size and location of artwork to be displayed at railway stations. The priority is that the art piece should not affect the normal operation and passenger flow of stations. Other factors that need to be taken into account include the environment of the station, restrictions of space and technical feasibility. Generally, sculpture and mural are two common types of artwork that are displayed at stations on a long-term basis.
