Revised Public Transport Re-organisation Plan to tie in with the Commissioning of the (East) (as at March 2014)

Purpose

This paper seeks the views of the Traffic and Transport Committee (“T&TC”) under the Southern District Council (“SDC”) on the Revised Public Transport Re-organisation Plan (“Revised PT Plan”)(as at March 2014) to tie in with the commissioning of the South Island Line (East) (“SIL(E)”) in 2015.

Background

2. The Transport Department has commenced the consultation with T&TC on the preliminary PT Plan since July 2013. Thereafter, we have continuously received views on the PT Plan from local representatives and the public. After obtaining the views and suggestions from District Councils, Area Consultative Forums, local representatives and the public from various channels, we have followed up and reviewed the preliminary proposals in the PT Plan with the relevant public transport operators and formulated the Revised PT Plan to tie in with the commissioning of the SIL(E) (as at March 2014) in reference to the views collected. Details of the Revised PT Plan are set out in Annex 1-12.

Re-organisation of CTB 48, 71 and 75

I. Background

It is expected that upon the commissioning of the SIL(E), some residents in and Shum Wan who are taking bus service to Sheung Wan and Central or interchange at there with railway service will switch to more convenient feeder service to reach the SIL(E) stations nearby (such as ) and resulting in ridership loss of the captioned routes. Thus, it is necessary to re-organise them to tie in with the commissioning of the SIL(E).

II. Re-organisation Proposals

2. In the first round consultation, we have put forward the following re-organisation proposals for these routes:

(1) To amalgamate CTB 71P (supplementary service) and CTB 75 with CTB 71;

(2) To extend the southern end of CTB 71 to Shum Wan and it will continue to operate in a circular route; and

(3) To divert CTB 48 via the new Wong Chuk Hang Station.

III. First Round Public Consultation and Revised Proposals

3. During the first round consultation, we have received valuable views from district councilors, local representatives and residents on the proposals, including the passengers need of direct bus service from Shum Wan to Central for work commuters in morning peak priod. Our initial response to the major comments are set out below:

(1) Given consideration to passenger demand for work commuters in morning peak period, it is poposed to convert CTB 75 as morning peak only service. Three uni-directional trips on CTB 75 from Shum Wan to Central will be provided in morning peak period on Mondays to Fridays (except public holidays).

Meanwhile, service of CTB 72A will be obviously strengthened to 10 to 12 minutes in daytime non-peak hours to provide frequent bus services for Shum Wan/Wong Chuk Hang residents to and from the northshore of Island.

During the hours when CTB 75 is not in operation, passengers can use new Octopus BBI schemes between CTB 72A and CTB 37A (Central bound) / CTB 37B(37X) (Southern District bound) / CTB 90 (both bounds) to and from Shum Wan/Wong Chuk Hang and Wan Chai/Admiralty/Central;

(2) It is proposed to cancel CTB 71 and 71P which serving Shum Wan/Wong Chuk Hang via Road. Affected passengers can use a new Octopus BBI scheme between CTB 48 and 7 to and form Wong Chuk Hang and Pok Fu Lam Road;and

(3) To maintain the route diversion of CTB 48 via the new Wong Chuk Hang Station to facilitate residents of Shum Wan, Wong Chuk Hang, Aberdeen, Tin Wan and Wah Fu traveling to and from the new railway station.

It is proposed to strengthen the intra-district bus service in Southern District in order to better perform the role of feeder service to and from new railway stations.

2. In the first round consultation, we have put forward the following re-organisation proposals for this route:

(1) It is proposed to relocate the terminal point of CTB 78 to the new public transport interchange facilities of Wong Chuk Hang Station (i.e. relocated away from Wong Chuk Hang Temporary Bus Terminus) and to adjust its frequency subject to the change of passenger demand. At present the route serves Wah Kwai, Tin Wan, Aberdeen and Wong Chuk Hang and it can provide feeder service to the residents to and from Wong Chuk Hang Station.

III. First Round Public Consultation and Revised Proposals

3. After the first round consultation, it is proposed to maintain the above proposal of terminal relocation as mentioned in paragraph 2 unchanged. We will also closely monitor the change of passenger demand after the commissioning of new railway and make appropriate service adjustment whenever necessary, in order to ensure the route can connect the residents with railway services. Please refer to Appendix for details of the revised proposals.

(1) The Kowloon Bay bound journeys of XHT 107 to omit Nam Long Shan Road and its Wah Kwai bound journeys to omit Ocean Park Road, Heung Yip Road, Police School Road and Nam Long Shan Road. The route is proposed to be diverted to travel Wong Chung Hang Road directly.

3. During the first round consultation, we have received valuable views from district councilors, local representatives and residents on the proposals, including the concern on the passenger demand along Nam Long Shan Road for cross harbour bus service. Our initial response to the major comments are set out below

(1) Alternate departures from Wah Kwai Estate (Kowlonn Bay bound) during morning peak period (from about 7.10 am to 8.30 am) will skip Nam Long Shan Road and Wong Chuk Hang Temporary Bus Terminus. It means half of the departures at the period will continue to travel via Nam Long Shan Road and Wong Chuk Hang Temporary Bus Terminus. The bus operators will display clear signages at the front part of concerned buses to inform the passengers of the above arrangements;;;and

(2) All departures from Kowloon Bay (Wah Kwai Estate bound) during morning peak period (from about 7.10 am to 8.30 am) will skip Ocean Park Road, Heung Yip Road, Polic School Road and Nam Long Shan Road. All depatures (both bounds) out of the above period will continue to travel via Nam Long Shan Road.

3. During the first round consultation, we have received valuable views from district councilors, local representatives and residents. Our initial response to the major comments are set out below:

(1) It is proposed to amalgamate the supplementary service NWFB 94X with NWFB 94. Meanwhile, NWFB 94 will provide whole-day service plying between Lei Tung Estate and Central Ferry Piers;

(2) It is proposed to maintain the amalgamation of NWFB 91 with CTB 90B. Residents of Ap Lei Chau Estate can make use of the frequent and fast CTB 90B to and from Central & Western Distict via Pok Fu Lam Road. The frquency of CTB 90B will be adjusted subject to the change of passenger demand; and

(3) The existing service level of CTB 98 will be maintained.

There is a need to re-organise the package of these routes.

(2) It is proposed to maintain the truncation of the northern end of CTB 97 from Central (Exchange Square) to Wan Chai and its operation in a circular route. Meanwhile, it is proposed to convert the route for operation in morning peak period on Mondays to Firdays (except public holidays) from Lei Tung Estate ; and

(1) The route cancellation will be shelved. In lieu it is proposed to operate three express dual-directional depatures between Ap Lei Chau (Lei Lok Street) and Kwun Tong Ferry in morning and evening peak periods on Mondays to Fridays (except public holidays);and

(2) It is proposed to revise the terminal points of the route to ply between “Ap Lei Chau (Lee Lok Street) and Kwun Tong Ferry”. Meanwhile, it is proposed to divert the route via Cross Harbour Tunnel (no stopping at the tunnel toll plaza), Kai Tak Tunnel and business area in Kowloon Bay. It will provide a more direct access between Southern District and Kowloon East. The route will be re-numbered to XHT 176.

I. Background

Upon the commissioning of the SIL(E), it is anticipated that some of the residents in Southern District who are now taking bus services will switch to take the railway service conveniently at nearby SIL(E) stations. Some routes having significant overlapping of service areas with the new railway will suffer a drop in ridership. Therefore, we suggest to cancel several routes to tie in with the commissioning of SIL(E) and provide replacement by alternative public transport services. Annex 11 Revised Public Transport Re-organisation Plan to tie in with the Commissioning of the SIL(E)

Frequency Adjustments of Franchised Bus Routes Subject to Changes in Ridership

I. Background

Same as the PT Plan to tie in with the commissioning of West Island Line, in the light of the expected changes in ridership upon the commissioning of the new railway, some franchised bus routes may, apart from re-routeing, only have to adjust their frequencies according to the actual changes in ridership without further service re-organisation.

II. First Round Public Consultation

2. During the first round consultation, concerns have been raised by district councillors, local representatives and residents about the impossibility of carrying out accurate assessment on ridership before the opening of the new railway. They expect that clear guidelines on frequency adjustments will be provided for their reference.

3. It should be noted that all bus frequency adjustments will be implemented according to the actual changes in ridership upon the commissioning of the new railway. We will closely monitor the changes in passengers’ travel demands by then, including carrying out site inspections to collect data of changes in ridership and implementing adjustments progressively within around three months taking into account the actual situation.

4. Frequency adjustments of franchised bus routes will be implemented in accordance with the established guidelines as follows:

Frequency Improvement

If the occupancy rate of any bus route reaches 100% during any half hour of the peak period and 85% during that one hour, or reaches 60% during the busiest one hour of the off-peak period, consideration will be given to the deployment of more vehicles to improve the service level. In increasing the vehicle allocation, priority will be given to redeploying vehicles saved from other rationalisation measures.

Frequency Reduction

If the average occupancy rate of an individual route is below 85% during the peakiest half hour of the peak period, or below 30% during the off-peak period, consideration will be given to reducing bus deployment and frequencies of those routes. Railway feeder routes, socially essential routes, and routes with peak headways at 15 minutes or more and off-peak headway at 30 minutes or more will be considered on individual merits.

5. To tie in with the commissioning of the SIL(East), we will closely monitor the ridership of thirteen franchised bus routes in the Southern District and make timely adjustments in the light of changes in ridership. Following the established practice, the bus companies will publicise the arrangements at bus stops and revise the schedules of service as appropriate for passengers’ information. Revised Public Transport Re-organisation Plan to tie in with the Commissioning of the SIL(E)

Proposals relating to Green Minibus (GMB) Service

I. Background

In view of the expected changes in ridership upon the commissioning of the new railway, it is necessary to adjust some GMB services in the districts, including introducing new short-working GMB routes to provide passengers with feeder service to new railway stations.

II. First Round Public Consultation and Revised Proposals

2. During the first round consultation, it is noted that many residents are highly concerned about the GMB service levels in the districts and they generally support the proposed introduction of new short-working GMB routes. In addition, some residents have proposed that the role of GMB as feeder service to railway stations should be enhanced in where railway network has yet covered. Our responses to the major comments are set out below:

(i) Proposed Feeder Service Enhancement to New Railway Stations
