T&TC Paper No. 2/2012 (for discussion on 13.2.2012) Southern District Council Traffic and Transport Committee Current and Envisaged Temporary Traffic Management Schemes of the South Island Line (East) Background The Southern District Council was updated on the progress of South Island Line (East) and related issues in the Council meeting on 19 January 2012, including major Temporary Traffic Management Scheme (TTMS). This paper provides information on the required TTMS in the vicinity of Aberdeen Tunnel Toll Plaza and area near Ocean Park, Wong Chuk Hang, Lei Tung and Main Street, Ap Lei Chau, and South Horizons to the Traffic and Transport Committee. The implementation of the TTMS aims at minimizing construction impact to the community and maintaining traffic & pedestrian flow, as well as public safety during construction. Overview TTMSs have been introduced in areas along the alignment in phases as the project progresses since mid 2011. Major schemes implemented include: a. Closure of one lane at Ocean Park Road, narrowing of the roundabout and associated traffic diversion b. Changing Heung Yip Road to one way eastbound via Yip Fat Street c. Relocation of the bus terminus at ex-Wong Chuk Hang Estate site and related changes at Nam Long Shan Road and Police School Road d. Stop/Go sign scheme at Main Street, Ap Lei Chau; temporary traffic management schemes at Apleichau Bridge Road and Ap Lei Chau Drive e. Temporary road closure at part of Yi Nam Road and Lee Nam Road with associated traffic diversion implemented The Corporation has maintained frequent communication with members of the various Community Liaison Groups regarding the implemented and envisaged TTMSs for further improvement. Traffic condition of the concerned roads after implementation is good in general. Aberdeen Tunnel toll plaza and Ocean Park area 2. Temporary traffic diversion at southbound Nam Fung Road will be implemented from early 2012 to the second quarter of the year for underground cabling works. Part of the pedestrian path at the junction of Nam Fung Road and Nam Fung Path will be temporarily modified during the same 1 period of time for temporary drainage works. Diversion of a section of the pavement at Nam Fung Path near the site entrance and Wong Chuk Hang Hospital will be maintained until the third quarter of 2012 for the construction of piling and pier works. Existing carriageway at the roundabout will be maintained during day-time but reduced to one lane at night-time in phases for around a month starting from mid 2012. Please refer to appendix I for details. 3. Implementation of the TTMS at Wong Chuk Hang Road in the vicinity of Aberdeen Tunnel Toll Plaza, including the Wong Chuk Hang Road flyover to the Tunnel and the slip road leading from the Tunnel to Shouson Hill, will be conducted for construction of the viaduct superstructure from 2012 to 2013. Temporary road closure at the Wong Chuk Hang Road flyover to the Tunnel and the slip road leading from the Tunnel to Shouson Hill during night time is anticipated to be implemented in phases in the second and third quarters of 2012. Wong Chuk Hang area 4. Starting from the third quarter of 2012 until the third quarter of 2013, a section of Nam Long Shan Road and Police School Road at its junction with Heung Yip Road will be temporarily shifted eastwards to facilitate the demolition works of the two existing road bridges and the subsequent nullah reconstruction works. Existing carriageways will be maintained. The final plan is subject to approval by the relevant Government departments. Please refer to appendix II for details. 5. Temporary closure of a section of Heung Yip Road between its first and second junction with Yip Fat Street is anticipated to be implemented starting from the second quarter of 2012 for about 6 months for the underground utility works. Traffic to this section of Yip Fat Street can either travel from Wong Chuk Hang Road westbound via Aberdeen Police Station and Heung Yip Road eastbound, or from Ocean Park Road roundabout via Police School Road and Nam Long Shan Road northbound. Please refer to appendix III for details. 6. Temporary traffic diversion will continue to be implemented during 2012 to 2013 in phases for viaduct construction works and underground utility works along the section of the Ocean Park Road between Aberdeen Sports Ground and the City Bus Depot. Meanwhile the dual-lane carriageway and existing Ocean Park Road roundabout will be maintained. 7. Starting from the second quarter of 2012 until the third quarter, part of the northbound carriageway adjacent to Nam Long Shan Road Sitting-out Area will be temporarily closed for night works. The pedestrian access to Tai Wong Ye Temple will be temporarily closed for viaduct foundation works. The Temple is accessible via the temporary pedestrian access bridge from Heung Yip Road. From mid 2012 to mid 2013, the pedestrian access adjacent to the Leader Centre leading from Wong Chuk Hang Road to Yip Kan Street will be temporarily closed in phases for construction of the foundation and structures of the footbridge connecting Heung Yip Road and Wong Chuk Hang 2 8. Temporary closure of an eastbound bus lane at Wong Chuk Hang Road adjacent to the junction of Wong Chuk Hang Road / Nam Long Shan Road at night-time starting from the second quarter of 2012 to end of the year is expected. 24-hour closure of a section of westbound lane at Wong Chuk Hang Road for underground water main diversion works is also anticipated during the same period of time. Other carriageways will be maintained. Vicinity of Lei Tung and Main Street, Ap Lei Chau 9. Cabling works along Ap Lei Chau Drive near Sham Wan Towers are on-going and partial road closure on the carriageway will be implemented in phases while diversion of vehicular and pedestrian traffic will be implemented where necessary. From mid 2012 to 2014, the junction of Apleichau Bridge Road and Ap Lei Chau Drive would be modified so that Ap Lei Chau Drive will be diverted towards the site of ex-Harbour Mission School. Carriageway and footpaths accessing Ap Lei Chau Drive and Lei Tung will be maintained. Signalized junctions will be in place. The final plan is subject to approval by the relevant Government departments. Please refer to appendix IV for details. 10. Part of the facilities at the existing bus terminus will be relocated in phases due to utility diversion for the construction of the station entrance outside Lei Tung Commercial Centre. Starting from the second quarter of 2012, part of Lei Tung Estate Road adjacent to Lei Tung Commercial Centre (phase 1) will be closed. Several bus stops will be relocated to the re-provided bus terminus opposite to Tung Hing House. 11. Drainage / sewerage and utility diversion works at the junction of Main Street, Ap Lei Chau and Wah Ting Street are on-going and partial road closure on carriageway in the vicinity will be implemented in phases until mid 2012. South Horizons 12. Construction of South Horizons Station is underway at Yi Nam Road, Lee Nam Road and South Horizons Drive. Associated TTMSs are being implemented in phases. The junction of Yi Nam Road and Lee Nam Road will remain closed to all vehicular traffic. Dual-lane two-way traffic on a section of Lee Nam Road outside Block 23A and Phase IV of South Horizons will be maintained. The pedestrian crossing on the section of Yi Nam Road adjacent to Phase III of South Horizons would be diverted in phases to facilitate the construction. The section of Yi Nam Road between Apleichau Bridge Road and the entrance of Marina Square East will be maintained as one-way one-lane traffic heading only to South Horizons Drive, except for some bus routes. The above implemented TTMSs will be maintained until late 2012. 13. Temporary road closure for 3-5 minutes at junction of Lee Nam Road and Yi 3 Nam Road for the open blast works at Yuk Kwai Shan is expected to be implemented starting from the second quarter to the fourth quarter of 2012. Starting from February 2012, temporary road closure for 3 to 5 minutes is also expected to be implemented at a section of Lee Nam Road and Lee Wing Street during the works of tunnel blast at Lee Wing Street/ Lee Nam Road for the construction of Lei Tung station and tunnel. This temporary road closure is anticipated to last for three months. 14. A short duration of closure starting at around 11pm until 5am the next day is expected to be implemented at a section of Lee Nam Road adjacent to the Hong Kong School of Motoring in mid March 2012 to facilitate the installation of the conveyor truss. Emergency vehicle access to the Ap Lei Chau industrial area via Lee Nam Road will be maintained. Conclusion 15. The MTR Corporation will work closely with relevant Government departments and will maintain close liaison with the local stakeholders in order to minimize the traffic impact in the district during the construction of SIL(E) and the implementation of TTMS, and to ensure the safety of road users.
