48/92 MINUTES OF THE MEETING OF BLYMHILL AND WESTON-UNDER-LIZARD PARISH COUNCIL HELD AT THE BLYMHILL HILL AND WESTON UNDER LIZARD VILLAGE HALL AT 7.30 PM ON MONDAY 10 NOVEMBER 2014 PRESENT: Cllr D L Maddocks (Chairman) Cllr A J T Lowe Cllr J B Cambidge Cllr R Mayer Cllr R Osborne Cllr M Stokes Cllr G Carter IN ATTENDANCE: Mr P Delaloye – Parish Clerk Cllr R A Wright – South Staffordshire District Council Cllr B J W Cox – South Staffordshire District Council APOLOGIES: Cllr P D Maddocks Cllr M Tebbut Cllr M Sutton – Staffordshire County Council 1772 DECLARATIONS OF PECUNIARY INTEREST None 1773 MINUTES OF PREVIOUS MEETINGS The Minutes of the Public Assembly and Parish Council meeting held on Monday 08.09.2014 be approved as a correct Record. Proposed by Cllr R Osborne and Seconded by Cllr R Mayer. RESOLVED: That the minutes of the Public Assembly and Parish Council meeting held on Monday 08.09.2014 be approved as a correct Record. 1774 MATTERS ARISING FROM THE PREVIOUS MEETING No other matters arising from the previous meeting were recorded Cllr D Maddocks welcomed Cllr G Carter to the Parish Council. 49/92 1775 REPORT OF DISTRICT COUNTY COUNCILLORS Cllr R Wright - said that there were consultations under way for Gypsys and travelling folf for land for the camps/housing. This was consultation and proposals will be decided on in the normal way. There were no proposals in the Blymhill, Brinton and Weston under Lizard area. In South Staffordshire there is also 1600 houses potentially to be built, thius is all part of the Core Strategy. - also said that there were 2 housing scheme applications outside of Blymhill and Weston under Lizard which were still under consideration for 110 acres in Sheriffhales Cllr B Cox - said that the process had already started for the 2015 Budget and they still had to try and make more savings to meet government targets. As losing 23% of the grant from the government. SSDC would still be solvent by 2018. They are looking to make money to cover the drop in the grant as they can only increase the Council Tax above 1% if there is a referendum - but they would also have to then cover the cost of that referendum. 1776 REPORT OF COUNTY COUNCILLOR Cllr M Sutton no report given due to absence 1777 PLAY AREAS Cllr R Osborne reported that the chosen contractor had started work and that the ground works had been completed, the fence erected, ground seeded and rubber laid around the site for the equipment. The Installation would take place on 24th November. The cost of preparation, build, equipment and installation would be £30,000. 1778 FOOTPATHS AND HIGHWAYS - Cllr R Mayer reported that Stable Lane drain fixed and new gulley done – but not in lowest part of the lane, so not solved the whole of the problem. The digger driver there said that he used to dig that ditch out previously but not for some time. Cllr R Mayer was asked to send this information on the repairs and what should have been done. - Cllr M Stokes raised the point that a lot of signs were broken or in a state of disrepair. The Clerk asked the Councillors to send him a list of - 50/92 these signs in their areas and to email them to him and he would contact Cllr M Sutton and Staffordshire County Council. - Cllr D Maddocks had had a call regarding the safety involved with the present speed limit through Weston under Lizard on the A5. As the Vehicles were going through fast and it was dangerous for pedestrians. Cllr A Lowe said that the speed limit would not be lowered as it was a Trunk Road – his father had tried previously to get it down but was told that it would be kept at 40. Cllr G Carter said it was a speed issue and Cllr A Lowe replied that this was why the speed alert had been put up. - He also said that the mobile Police camara had been in situ a lot recently. - Cllr R Wright said that Highways had introduced a new system for Pothole repairs – they had to take before and after pictures of the repairs as they did them. 1779 PLANNING MATTERS Planning Application considered by Parish Council since the meeting held on 8th September 2014 14/00680/FUL Construction of driveway and gate to independently access existing dwelling [...] using existing gateway - Pool Cottage Brockhurst Road Blymhill Lawn Shifnal South Staffordshire TF11 8ND 14/00681/COU Change of use of existing dwelling from; occupation exclusively by dependant relatives, family members or staff to 'The Cottage' Brockhurst Lane Blymhill Lawn being the principal dwelling, to which Pool Cottage is an annex, to; use as fully independant dwelling without restriction on occupation, tenure or sale. They had asked for assistance with this from the Parish Council and that following the emails sent to all Councillors and the views taken from them it was agreed that the Parish Council would grant them £5,000 of which £1,000 had already been paid to help the deposit. The remainder would be covered by the Village Hall. It was agreed for the Parish Council to pay the contractor so that the VAT could be claimed back. Cllrs A Lowe and R Osborne asked if the Parish Council should have visability of the accounts of the Village Hall as it is a trustee of it. Cllr G Carter said that he was on the Village Hall Committee and raise this. 1781 ANY OTHER BUSINESS Cllr M Stokes asked about Grit Bins as per the item about the Ice busters in the Correspondence and requested one for Brockhurst Bank. Cllr Lowe said that there used to be one sighted on Beighterton Lane by the A5 annd requested one for there as well. Cllr B Cambidge said that one for the Park Pales Lane and Spring Lane Junction would also be good. The 3 Cllrs agreed to be the contacts for them and the Clerk was asked to contact Stafford County Council for this. Cllr R Osborne reported that Elaine and Tony Townsend were trying to raise the profile of St Andrews Church in Weston under Lizard to the local population to attend the church more regularly. This was going to be done by a free magazine drop to all the house in the Weston under Lizard Parish – only 80 out of 140 homes received the Magazine at present so for the Christmas and January issues extra items about the church would be in the Magazine and the extra 60 would get a free Magazine for those 2 months to try and increase the attendance of the Church. Cllr R Osborne proposed and Cllr M Stokes seconded that the Magazine grant be increased by £50 a year. This was voted on and passed. RESOLVED: The Parish Clerk to increase the Parish Magazine grant to £250 per annum 53/92 1782 DATE OF NEXT MEETING RESOLVED: That the next meeting of the Parish Council be held on Monday 5th January 2015 at 7.30 pm at the Blymhill and Weston under Lizard Village Hall.
