85/93 MINUTES OF THE MEETING OF BLYMHILL AND WESTON-UNDER-LIZARD PARISH COUNCIL HELD AT THE BLYMHILL HILL AND WESTON UNDER LIZARD VILLAGE HALL AT 7.30 PM ON MONDAY 2nd MARCH 2020 PRESENT: Cllr D Maddocks (Chairman) Cllr V Cook Cllr D McGowan Cllr N Parton Cllr P Maddocks Cllr M Stokes IN ATTENDANCE: Mr P Delaloye – Parish Clerk Cllr M Sutton – Staffordshire County Council District Council APOLOGIES: Cllr B Cambidge Cllr A Lowe Cllr B J W Cox – South Staffordshire Cllr V Jackson 2080 DECLARATIONS OF PECUNIARY INTEREST None 2081 MINUTES OF PREVIOUS MEETINGS RESOLVED: That the minutes of the Parish Council Meeting held on Monday 13.01.2020 be approved as a correct Record. 2082 MATTERS ARISING FROM THE PREVIOUS MEETING It was reported that the Bradford Estate’s proposal for the new villages by Lizard Wood called Junction 3, was to be taken into consideration along with Shropshire County Councils 3 preferred sites has been deferred to May 2020. 2083 VISITORS A Resident, Julie Russell reported that Hedges along the A5 from Weston Bank to the Bradford Estate Offices were overgrown and forcing pedestrians to go onto the A5. RESOLVED: That a letter to be sent to Rob Paul of Bradford Estates on the matter. 2084 REPORT OF The COUNTY COUNCILLOR Cllr M Sutton had sent apologies 2085 REPORT OF THE DISTRICT COUNTY COUNCILLORS Both District Councilors were unable to attend. 2086 PLAY AREAS Cllr N Parton reported that Optimus Groundcare had already carried out regular maintenance 86/93 for the Blymhill Play area and that now both sites were looking good. He also reported that the Fence had been done in the Weston under Lizard play area. 2087 FOOTPATHS AND HIGHWAYS It was reported that that there was a large pothole and flooding in Great Chatwell. Cllr N Parton reported that he had tried to report the pot hole on the Staffordshire County Council website but it kept crashing and freezing. He said the presentation made by the Action Group to get the speed limit on the A5 down to 30 mph to the Staffordshire County Council members was very good indeed and the response had been that the Council would look into it and get back to them. Cllr V Cook who had also attended the meeting said that the figures mentioned were very high many tens of thousands for a Pelican crossing as an example and where the money would come from. Cllr D Maddocks also said the time it would take for introduction was unknown as well as research into whether it was feasible and that the Parish Council could be asked for a contribution to something that might not even happen. Cllr N Parten suggested that the Parish Council await a proposal from the County Council and move from there. • Cllr V Cook reported on the Community Shop that leaflets had been distributed around the Parish and that there were going into the Parish Magazine for the Open Meeting that was to take place on March 19th in the Blymhill and Weston Village Hall. She also reported that she had been in contact with the Plunkett Foundation and that they could be very useful for the project if it was to go ahead. 2091 DATE OF NEXT MEETING RESOLVED: That the next meeting of the Parish Council be held on Monday January 13th 2020. Signed …………………………………………… (Chairman) Date: ..............11th May 2020........ 89/93 Notes received from Mark Sutton Staffordshire County Councillor but were not included in the meeting. • Record Levels of Spending on Care in Staffordshire Backed Plans to spend a record £320m on protecting increasing numbers of vulnerable adults and children in Staffordshire have been backed by the County Council. The spending plans are part of the budget proposals for 2020/21 – which means 65 per cent of the council’s budget will be spent on care in the next financial year. • The council is also planning to reduce its own running costs by £62m between 2019 and 2024 to help manage the funding pressures. • It is also proposed that county council tax increases by 3.99 per cent in 2020/21. • Philip Atkins, Leader of the Council, said this council’s proactive plan had allowed it to live within its means, deliver a balanced budget and still protect everyone eligible to receive care next year. Philip said: “Sixty-five per cent of our budget is now spent on caring for the frail elderly and vulnerable children and as a result this puts pressure on other areas. Despite this, we have acted swiftly to manage these pressures and continued to bring wider benefits to Staffordshire families by growing the economy, creating better jobs and helping more people lead healthier, independent and rewarding lives. Our call now is for the new Government to back the ambitions of well-run councils like Staffordshire by securing a long-term national solution to how we fund care, support children with special educational needs and disabilities and protect our local roads from further decline.” • In 2020/21 the county council’s budget will see: o An extra £8.1m invested in helping to keep more children out of care o £650,000iInvested in climate change and sustainability projects o Over £120m spent on capital projects, such as schools and business sites o Savings across services to meet the £62m five-year plan to 2024 o Joint approach with the NHS for an affordable approach to health and care To help achieve this, the council is proposing to increase council tax by 3.99 percent, which includes the Government’s 2 percent levy to help towards footing the care bill.
