GENERAL PROFILE OF SOUTH-WEST

South is one of the eleven administrative districts of the National Capital Territory of Delhi in . The Sub city of Dwarka serves as the administrative headquarters of South West Delhi.

South West Delhi is bounded by the districts of West Delhi to the north, to the northeast, and to the east, Gurugram District of state to the south, and District of Haryana to the west.South West Delhi has a population of 2,292,958 (2011 census), and an area of 420 km², with a population density of 5,445 inhabitants per square kilometre. It is the most populous district in Delhi.

Administratively, the district is divided into three subdivisions, Dwarka, Najafgarh and Kapashera.

South-West Delhi consists both Rural and Urban areas, , , Dwarka, and Palamare densely populated. Matiala and Najafgarhhas mainly agricultural land so it is mixs of rural and urban area.

Background : In wake of the spread of COVID-19 and containment plan by Govt. of India, the screening of passengers from abroad was done at the airport. The B-Category passengers who were above 60 years and were diabetic, hypertension patients or had heart ailments were to be quarantined at the quarantine centers setup in respective District. The quarantine centers are in isolated location and have many rooms and separate toilets.

It has two quarantine centers :-

1. PTS Sector-9, Dwarka, New Delhi – Capacity-137. 2. DUSIB Flats, Sector-16B, Dwarka, New Delhi – Capacity-200.

These buildingswere selected as they were isolated area and they had sufficient rooms and separate toilets. Further, they also had open space. Thus, they were identified making the quarantine centre.

Districts South West - 03 Containment Zones

Two Containment Zones have been identified of which the history could not be traced. Certain cases were linked to the 'Special Operation'.

Another containment zone was identified when a nurse, her two kids and their neighbour tested positive for COVID-19.

As these positive people stayed in these zones, so this required a complete surveillance of the area identified as cluster in order to contain the spread of COVID-19.

ACTION PLAN FOR CONTAINMENT ZONE IN DEENDARPUR VILLAGE AT MAIN NAJAFGARH ROAD NEAR T-POINT DEENDARPUR FALLING UNDER DISTRICT SOUTH-WEST.

Whereas, on the declaration by World Health Organization on 11/03/2020 of the outbreak of COVID-19 as a global pandemic and notification issued by the Government of India and Lt. Governor, NCT of Delhi.

And whereas, in view of the global outbreak of corona virus and several positive cases detected in India It is apprehended that there is likelihood of fast and widespread community transmission of COVID-19.

And whereas, the Hon’ble Lt. Governor, NCT of Delhi vide Notification No.F.51/DGHS/PH- IV/COVIDF 19/20215 dated 12/03/2020 issued under Delhi Epidemic Disease, COVID 19 Regulations 2020, where clause 16 (VII and VIII) empowers the District Magistrate under the regulations to designate any government building as containment unit for isolation of the cases and also requisitioned staff of government department to be kept at the disposal of the District Administration of the concerned area of discharging the duty of containment measures.

And whereas, an orders passed by District Magistrate on 08/04/2019 declaring the Deendarpur area as containment zone due to COVID-19 positive cases reported in the area to prevent the further spread of COVID-19.

In compliance of the above directions all residents, employees/service providers of the Deendarpur area like plumber, electrician, caretaker, security guards, grocery shops holders, etc. needs to be quarantine and medically checked as per precautionary measures and sample must be taken immediately to ascertain the intensity of spreading of covid-19 within the society.

Whereas, the Health Department & Delhi Police are the main department for the aforesaid task, therefore, the action plans of both the departments have been prepared in detail as under:

The cases of COVID – 19 have been found in village DeenpurSukhbirShookeen S/o Sh. Zile Singh is residing at House no. 47, Dindarpur Village at main Najafgarh road near T-point deendarpurGoyala Dairy road and his two family members. As it is a single cluster in a residential colony, administrative boundary of the colony is to be made as a containment zone and buffer zone of additional 1 KM radius.

Estimated population to be screened is approximately 8000.

MOIC will be supervisor of the surveillance teams which consist of ANM & ASHA worker.

Total no of teams 4 working currently which is likely to be increased to 6.

Already surveillance being carried out since 6-04-2020 by 4 teams. Teams have already covered 600 households till 08-04-2020.

Testing strategy

All contacts of positive cases to be tested. (List enclosed)

All symptomatic individuals in the containment zone screened in home surveillance to be examined by the supervisor, and if found to be falling in the suspected cases definition of COVID – 19 to be tested.

Review of cases of ILI/SARI of last 14 days, if falling in the suspected cases definition of COVID – 19 to be tested. All the positive/suspected patients to be sent to LNJP/Designated Hospital in Ambulance. All Ambulance personnel should be in appropriate PPE while transporting the patients.

Remarks:-

The field worker will give mask to the suspected case and care giver.

The patients will be isolated at home till such time he/she is examined by the supervisory officer.

Teams to cover 50 households per team/per day.

In the afternoon shift ANM and ASHA are changed as per their duty roster and resume the surveillance with rest of the members of the team remaining the same.

These are four teams working (two teams in two shifts).

2. POLICE STATION CHHAWLA, DELHI POLICE

A strong picket at main Najafgarh road near T-Point DeendarpurGoyala Dairy roadon both the gates is to be deployed in three shifts i.e. 0600 hours to 1400 hours, 1400 hours to 2200 hours & 2200 hours to 0600 hours. The staff of 01-02 is to be deployed on the pickets. Further, 02 teams will keep patrolling on motor cycle in the effective area of Village Deendarpur in three shifts with a staff of 02 persons alongwith effective P.A. system, who will roaming and will also announce the directions issued by the Govt. of India, Lt. Governor of NCT of Delhi as well as from this office.

SECTION OF LAWS RELATING VIOLATION OF REGULATORY

The following IPC sections that an individual can be booked under, who do not comply with the law/regulatory orders related to curb COVID-19 (nCOV19)

 Sec. 188 IPC: Violation of order promulgated by Govt. Cognizable, Bailable.  Sec. 269 IPC: Negligently doing any act known to be lkely to spread infection of any disease dangerous to life imprisonment for 6 months of fine, or both – Cognizable, Bailable.  Sec. 270 IPC: Malignantly doing any act known to be likely to spread infection of any disease dangerous to life Imprisonment for 2 years, or fine, or both- Cognizable, Bailable.  Sec. 271 IPC: Knowingly disobeying any quarantine rule imprisonment for 6 months, or fine, or both –Non-cognizable.  Sec. 144 Cr. PC: Prohibits gathering of people, In this regard, an order for implementation of Sec. 144 Cr. PC has also been issued by the Commissioner of Police, Delhi TRAFFIC ARRANGEMENTS DCP/Traffic (Western Range), Delhi is requested to depute sufficient number of staff for making necessary traffic arrangement wherever required. Also direct the Traffic Inspector to contact the concerned SHO/Chhawla for the deployment of Traffic Staff.

PATROLLING BY PCR VANS

DCP/ACP, Delhi is requested to direct the PCR vans to cover the affected areas by means of patrolling in their respective area and on major roads of Dwarka District. All concerned SHOs will brief the staff detailed in these PCR Vans regarding the nature of duties.

PERIMETER CONTROL

The perimeter control will ensure that there is no unchecked outward movement of population from the containment zone at all entry and exit points except for maintaining essential services (including medical emergencies) and government business continuity.

All vehicular movement, movement of public transport and personnel movement will be stopped. All roads including rural roads connecting the containment zone will be guarded by Local Police.

CONTROL ROOM

The Control Room/DWD already functioning found-the-clock shall work under Inspr./Control Room/DWD. Inspr. Control Room shall go through these arrangements. He shall keep in touch with all the SHOs/ACPs and shall obtain hourly situation reports and pass. To Sr. Officers without loss of time.

BRIEFING

ACP/SHO concerned will personally brief all the local and outside force before deployment about the nature duties.

ACP/Chhawla and SHO/Chhawla are hereby directed for the following guidelines meticulously:

1. No outside person be allowed to enter into the aforesaid areas. 2. The residents of above said area be directed/guided to be in their homes by announcing by the PA System on a mobile vehicle. 3. Rumors and mongers are to be controlled and to be suppressed at the root level. 4. If any person is having any symptoms of the COVID-19 Virus must be forwarded immediately to SDM Office and Doctors should be called there itself for further course of action. 5. If any eventuality happens in the area must be reported immediately to the senior officers and concerned authorities. 6. I/C Control Room is hereby directed to take time to time report from SHO/Chhawla. 7. The staff deployed must in proper gear i.e. PPE, glover, sanitizers etc. 8. Local police and outside must be deployed on barricades and complete area should be covered. 9. Violation by the public persons should be taken seriously and action against the violators must be initiated immediately. 10. During house-to-house surveillance, ASHAs/other community health workers will interact with the community for : (1) reporting systematic cases (ii) contact tracing (iii) information on preventive public health measures and local police will assist them.

In addition to the above, the following directions have also been issued:

A survey of each & every house along with phone number of all the family members will be conducted by the CDMO staff with coordination of Asha ANMs alongwith history details of each house/family members alongwith status of health and share the same to competent authority and also to ensure availability of one ambulance atleast at containment zone. The SHO (Chhawla) will deploy adequate police staff for the aforesaid task.

Further, CDMO/Dr. Incharge will check the status of health and lift the sample of each the houses of containment zone.

2. CONTAINMENT ZONE - SHAHAJANAHABAD CGHS LTD. PLOT NO.1, SEC-11, DWARKA

ACTION PLAN FOR CONTAINMENT ZONE AT SHAHAJANAHABAD CGHS LTD. PLOT NO.1, SEC-11, DWARKA

It has been further directed that all officers concerned shall ensure the containment and ensure the basic facilities and necessities are available and if need arises, the same be provided to every affected persons.

In compliance of the above directions all residents, employees/service providers of the society like, Plumber, Electrician, Care Taker, Security Guards, Grocery Shops holders etc. need to be quarantine and medically checked as precautionary measures and samples must be taken immediately to ascertain the intensity of spreading of COVID-19 within the society.

Whereas, the coordination amongst the various agencies/departments is required for the aforesaid task, therefore, the action plans of followings departments have been prepared in details as under:-

The 06 positive cases of COVID – 19 have been detected in the said society, Fayaz Ahmed and his wife are residing at 9/702 (BLOCK-9). Further, 04 other members from the same flats also found COVID-19 positive. Details of all positive cases are given below:

As this society consists of 12 small Blocks and the Block No. 9(Epicenter of COVID-19) is in the mid of the society premises and these blocks are closely situated, therefore the Buffer Zone and Hotspot zone within the society cannot be demarcated. Further, these 12 Blocks of the society are covered with a complete concrete boundary wall, thus, the whole society comprises of all 12 Blocks is categorized as Hotspot Zone having 236 Flats and carrying 652 residents alongwith employees/service providers. Strong pickets on both the gates of the society is to be deployed in 03 shifts round the clock. The staff of 01-02 is to be deployed on the pickets. SECTION OF LAWS RELATING VIOLATION OF REGULATORY

Cognizable, Bailable.  Sec. 269 IPC: Negligently doing any act known to be lkely to spread infection of any disease dangerous to life imprisonment for 6 months of fine, or both – Cognizable, Bailable.  Sec. 270 IPC: Malignantly doing any act known to be likely to spread infection of any disease dangerous to life Imprisonment for 2 years, or fine, or both- Cognizable, Bailable.  Sec. 271 IPC: Knowingly disobeying any quarantine rule imprisonment for 6 months, or fine, or both –Non-cognizable.  Sec. 144 Cr. PC: Prohibits gathering of people, In this regard, an order for implementation of Sec. 144 Cr. PC has also been issued by the Commissioner of Police, Delhi TRAFFIC ARRANGEMENTS DCP/Traffic (Western Range), Delhi is requested to depute sufficient number of staff for making necessary traffic arrangement wherever required. Also direct the Traffic Inspector to contact the concerned SHO/Dwarka (South) for the deployment of Traffic Staff.

PATROLLING BY PCR VANS

DCP/ACP, Delhi is requested to direct the PCR vans to cover the affected areas by means of patrolling in their respective area and on major roads of Dwarka District. All concerned SHOs will brief the staff detailed in these PCR Vans regarding the nature of duties.

PERIMETER CONTROL

The perimeter control will ensure that there is no unchecked outward movement of population from the containment zone at all entry and exit points except for maintaining essential services (including medical emergencies) and government business continuity.

All vehicular movement, movement of public transport and personnel movement will be stopped. All roads connecting the containment zone will be guarded by Local Police.

CONTROL ROOM

The Control Room/DWD already functioning found-the-clock shall work under Inspr./Control Room/DWD. Inspr. Control Room shall go through these arrangements. He shall keep in touch with all the SHOs/ACPs and shall obtain hourly situation reports and pass to Senior Officers without loss of time.

BRIEFING

ACP/SHO concerned will personally brief all the local and outside force before deployment about the nature duties.

ACP/Dwarka and SHO/Dwarka(South) are hereby directed for the following guidelines meticulously: 11. No outside person be allowed to enter into the aforesaid areas. 12. The residents of above said area be directed/guided to be in their homes by announcing by the PA System on a mobile vehicle. 13. Rumors and mongers are to be controlled and to be suppressed at the root level. 14. If any person is having any symptoms of the COVID-19 Virus must be forwarded immediately to SDM Office and Doctors should be called there itself for further course of action. 15. If any eventuality happens in the area must be reported immediately to the senior officers and concerned authorities. 16. I/C Control Room is hereby directed to take time to time report from SHO/Dwarka(South). 17. The staff deployed must in proper gear i.e. PPE, glover, sanitizers etc. 18. Local police and outside must be deployed on barricades and complete area should be covered. 19. During house-to-house surveillance, ASHAs/other community health workers will interact with the community for : (1) reporting systematic cases (ii) contact tracing (iii) information on preventive public health measures and local police will assist them.

3. CONTAINMENT ZONE AT GALI NO.5 & 5A, BANGALI COLONY, MAHAVIR ENCLAVE FALLING UNDER DWARKA SUB DIVISION

Whereas, on the declaration by World Health Organization on 11/03/2020 of the outbreak of COVID-19 as Global Pandemic and subsequent notification issued by the Govt. of India and Lt. Governor, NCT of Delhi.

And whereas, in view of the global outbreak of Corona Virus and several positive cases detected in India. It is apprehended that there is likelihood of fast and widespread community transmission of COVID-19.

And whereas, the Hon’ble Lt. Governor, NCT of Delhi vide Notification No. F.51/DGHS/PH-IV/COVID-19/20215 dated 12/03/2020 issued under Delhi Epidemic Disease, COVID-19 Regulations 2020, where clause 16(VII and VIII) empowers the District Magistrate under the regulations to designate any government building as containment unit for isolation of the cases and also requisitioned staff of Govt. department to be kept at the disposal of the District Administration of the concerned area of discharging the duty of containment measures.

And whereas, an order passed by District Magistrate on 11/04/2020 declaring the GALI NO.5 & 5A, BENGALI COLONY, MAHAVIR ENCLAVE (H-2/98, Shri Shyam Kunj, shall be the epicenter) as containment zone due to COVID-19 positive cases reported in the area to prevent further spread of COVID-19. It has been further directed that all officers concerned shall ensure the containment and ensure the basic facilities and necessities are available and if need arises, the same be provided to every affected persons.

In compliance of the above directions all residents, employees/service providers of the street and the nearby residents needs to be quarantine and medically checked as precautionary measures and samples must be taken immediately to ascertain the intensity of spreading of COVID-19 within the society.

The surrounding of Epicentre of COVID-19 (H-2/98, Shri Shyam Kunj Apartment, Bengali Colony, Mahavir Enclave) have 380 households and having total population of 1434 persons (Approx.) in Gali No.5 & 5A, all these people needs to be screened as the whole block of 380 household are closely situated and connected, therefore, all these 380 household of Gali No. 5 and 5A of Bengali Colony, Mahavir Enclave is categorized as Hotspot Zone.

Testing strategy

Review of cases of ILI/SARI of last 14 days, if falling in the suspected cases definition of COVID – 19 to be tested.

All the positive/suspected patients to be sent to LNJP/Designated Hospital in Ambulance. All Ambulance personnel should be in appropriate PPE while transporting the patients.

Remarks:-

The field worker will give mask to the suspected case and care giver.

The patients will be isolated at home till such time he/she is examined by the supervisory officer.
