Para – 2 Cost of tender documents : Rs. 500.00 in the form of DD /Banker’s cheque from any (a) Scheduled/Nationalized bank in favour of GE (West), Delhi Cantt-10 (Copy shall be uploaded online and original to be submitted offline before due date of opening of cover No 1) Para 3 Period of Completion : 06 Months

(v) Closing date and time of bid submission : 08 Aug 2015 at 1800 hrs (Cover 1 & 2) (vi) Date and time of bid opening : 10 Aug 2015 at 1100 hrs or subsequently (Cover No 1 & 2) Note : (i) The applicant contractor shall note that the demand draft/Banker’s cheque shall be in favour of GE (West), Delhi Cantt - 10 . Cost of tender documents shall be non refundable in the event of tender issued to the firm. However DD/ Banker’s cheque shall be returned to the applicant whose cover No 2 is not opened. Please note that cover No 2 (Price bid) will be opened only in respect of qualified and eligible contractors who fulfill the eligibility criteria according to their technical bid submitted in cover No 1 (application/technical bid) (ii) Uploading of bid does not constitute any guarantee for opening of price bid of tenderer. Opening of price bid (cover No 2) will be decided by the Accepting Officer based on eligibility criteria specified here-in-below and other considerations such as past track record, financial position & experience of similar works executed by the applicant/contractor etc. The Accepting Officer shall receive applications (cover No 1 and price bid cover No 2) upto the last date and time of bid submission/extended date of bid submission as applicable and mentioned below. The capacity of contractor shall be worked out based on residual capacity i.e total work load in hand and turnover of last three years as per formula A*N-B, (where A is average annual turnover of last 3 financial years, N is period of completion of subject work (in years calculated upto 2 decimal places) and B is value of balance works in running Govt contracts for above period) which should be more than the estimated cost of subject work. The firm/contractor will be informed regarding non-opening of cover 2 (price bid), if he is not found eligible. The applicant/contractor, if he so desires, may appeal to the next Higher Engineer Authority with copy to the Accepting Officer upto seven days prior to the date of opening of price bid (cover No 2). (iii) The decision of the next Higher Engineer Authority shall be final and binding. No applicant/contractor shall be entitled for any compensation whatsoever for rejection of his application/non-opening of cover No 2 (price bid).

Para – 5 : Eligiblity Criteria [ (a) MES enlisted contractors :- (i) Class in MES : ‘D’ class (ii) Category of enlistment : a (i) Note : Contractor shall upload copies of the application, DD/BC toward cost of tender, enlistment letter and will submit bid submission confirmation certificate before bid opening date & time, failing which bid shall not be admitted. (b) Un-enlisted contractor : Meeting enlistment criteria of MES corresponding to class `D’ and category a (i) , which are available on MES website www.mes.gov.in. Note : The unenlisted contractor shall upload copies of the all the requisite documents such as details of work experience (with supporting documents), Solvency Certificate, Working Capital Certificate, Affidavits for Engineering establishment, possession of movable & immovable properties, Valuation Certificate from Regd Valuer in support of movable & immovable properties, Annual turnover certificate given by CA for last 5 years, Partnership deed/Memorandum and Articles of Association in support of constitution, Police Verification Certificate from police authority (or alternatively valid passport of proprietor/each partner/each Director) etc as per department policy.

Para –6 : Amount of Earnest money : Rs 96000/- in the form of DD /Banker’s cheque for contractor not enlisted from any Scheduled/Nationalized bank in favour of in MES GE (West), Delhi Cantt. MES enlisted contractor are exempted from submission of EMD (copy to be uploaded online and original to be offline to be submitted before due date & time).

Para – 9 : Type of Contract : The tender shall be item rate contract based on IAFW-1779A with list of works to be quoted by the contractor.

1. The contractors enlisted in one class below eligible class may also apply. Accepting Officer may consider such applications in the event of inadequate response from eligible class contractors as per departmental policy. However, in the event of sufficient applications from eligible class and above contractors, tender documents shall be issued to one class below eligible contractors only if they meet the criteria of upgradation to the eligible class based on the documents uploaded by them alongwith their application.

2. For submission of e-tender, bidders are requested to get themselves registered with www.eprocuremes.gov.in web site alongwith class-II/III Digital Signature Certificate (DSC) issued by authorized issuing authority under IT Act 2003.

4. Any change/modification in the tender enquiry will be intimated through above mentioned website only. Bidders are therefore requested to visit our website regularly to keep themselves updated.

5. Applications not accompanied by requisite value DD/Bankers cheque towards cost of tender shall not be considered. Price bid (Cover No 2) received without EMD in original (if applicable as required) will not be opened.
