The virus has been renamed by WHO as SARS- CoV-2 and the disease caused by it as COVID-19. COVID-19 was declared a pandemic by WHO on 11th March, 2020. As per WHO (as of 10th April, 2020), there has been a total of 1524161 confirmed cases and 92941 deaths due to COVID-19 worldwide. In India, as on 10th April 2020, out of 7447 confirmed cases (including foreign nationals), 239 deaths have been reported from 31 States/UTs and 642 patients have been discharged after recovery. Containment plans have been prepared with 5 Ts given by Hon’ble CM of Delhi, which are: TESTING, TRACING, TREATMENT, TEAMWORK, TRACKING. Current estimates of the incubation period of COVID range from 2-14 days. Upper respiratory tract symptoms like sore throat, rhinorrhoea, and gastrointestinal symptoms like diarrhea and nausea/ vomiting are seen in about 20% of cases. DISTRICT PROFILE South West Delhi is one of the eleven administrative districts of the National Capital Territory of Delhi in India. South West Delhi has a population of 2,292,958 (2011 census), and an area of 420 km², with a population density of 5,445 inhabitants per square kilometer. It is the most populous district in Delhi. Administratively, the district is divided into three subdivisions, Dwarka, Najafgarh and Kapashera. South-West Delhi consists both Rural and Urban areas, Vikaspuri, Uttam Nagar, Dwarka, and Palam are densely populated. Matiala and Najafgarh have mainly agricultural land so it is a mix of rural and urban area. The relief arrangement to mitigate the hardship of the migrant laborers, daily basis workers/earners and vulnerable sections of the society was given top priority by setting up 256 points for food distribution centers. Later dry ration distribution was institutionalized at various govt. and MCD schools of the district with aid of their staff members. Security and social distancing was ensured by police personals and CDVs deployed by the DDMA (SW). The District Magistrate identified key issues i.e. logistics, legal, technical & resources and directed for implementing containment operations. The orders for social distancing, restriction of road transport, perimeter control and continuity of essential services were issued from time to time. In addition, a compendium of all the administrative orders required for enforcing the non-pharmaceutical interventions has been prepared and has been kept ready to be executed during response phase. Prompt Strategy Followed For Initial Cases at the Airport As the outbreak was evident in other countries, immediate planning was enforced towards the travel related cases. DDMA deployed special teams at the IGI Airport where proper screening of each passenger was done at the Point of Entrance. Special isolation and quarantine centers were marked for prompt action to stop community transmission and keep a check on the pandemic. Surveillance and contact tracing plan i.e. Integrated Disease Surveillance Programme (IDSP) for tracking the travelers already present in the community who travelled from COVID-19 affected countries was executed. Through diagnosis these cases were categorized into following 3 categories: Category A: Symptomatic cases that included passengers who had fever, fatigue, dry cough and breathing difficulty were directly sent to hospital from the airport. Category B: Asymptomatic cases included passengers who were >60 years of age with diabetic, Heart condition, BP etc. These passengers numbering 102 were shifted to PTS Sector-9, Dwarka (Institutional Quarantine at South West District). Category C: Asymptomatic cases other than cat B. A total of 170 person falling under Category C were home quarantined for restricting community transmission. USEFUL INFORMATION: Exposing yourself to the sun or to temperatures higher than 25C degrees DOES NOT prevent the coronavirus disease (COVID-19) CONTAINMENT STRATEGY 1.Home Quarantine (HQ) Surveillance and tracking the travelers already present in the community who travelled from COVID-19 affected countries were identified in the district which was 3500 and they were issued orders for home quarantine. Eventually 12 suspect have tested positive for the COVID-19. (a) Surveillance: 76 teams as flying squad was sent to each house and posters were put outside their houses, so if anyone come out from the said house, the neighbors informed us. Thus we stopped the HQ people from going out. FIR was also registered when the person did not follow the HQ rules, to enforce it on him. Each team consists of ANM, Asha Workers, DBC, CDV and beat constable Delhi police. (b) Maintenance of essential services: For all the Home Quarantine people, we roped in one individual to deliver every item to the said house and he is doing it efficiently. 2. Institutional Quarantine Centers Centers were selected which were relatively situated in isolated regions, which were spacious, rooms, with sufficient number of washrooms to cater to the isolated persons and staff. Accordingly, 3 quarantine centers have been set up. No private entity has volunteered to provide the isolation centers. 1. PTS, Sector-9, Dwarka - 102 passengers were tested for COVID-19 at the airport based on the symptoms, out of which 5 came out to be positive and 97 were reported negative as on 10th April 2020. The 5 positive cases were transferred to RML and Rajeev Gandhi Super Speciality Hospitals for treatment. 80 transit passes were issued to person who had completed their 14 days quarantine period and tested negative after the test and those who expressed desire to go back to their native places amidst the lockdown. 2. DUSIB Flats, Sec-16(B)-Dwarka – SPECIAL OPERATIONS RELATED CASES- With exigent and intricate task of containment in hand, suddenly DDMA had to face the “bolt from the blue” unforeseen events surfacing in form of positive cases amongst those who attended Nizammuddin Markez. Quarantine centre had been set up over night at DUSIB flats 16 B Dwarka, New Delhi to deal with the emergent situation. 198 inmates were quarantine out which 66 tested positive and were transferred to hospital for treatment. (i) Facilities provided at the Quarantine Centers: A dedicated team of Medical Officers along with Paramedical staff has been deployed at the quarantine centre round the clock to carry out regular medical checkup of all the inmates and to tackle all the medical emergency/requirement time to time. Housekeeping staffs are also deployed there to clean their toilets, floors, room etc on regular basis. A dedicated agency has been deputed to collect bio-medical waste twice every day. Wi-Fi internet and dish TV installed for the recreation of passengers. Access control system operated by designated smart card installed to ensure restricted access to the quarantine facility.
