FOREWORD We launched the Directory of Asia-Pacific Human Rights Centers in late 2007 to highlight the important role that organizations, institutes, and other entities that gather and disseminate information on human rights play or should play in the field of human rights. This Directory (with an online version) profiles the organizations, institutes, and other entities in the Asia-Pacific that perform the role of human rights centers in one way or the other. The numerous issues, programs, approaches and outputs they work on show the existence of resources that are useful for human rights protection, promotion and realization. This Directory provides a substantive list of the human rights centers in the Asia-Pacific. Yet, it certainly does not cover all the human rights centers existing in various parts of the region. It includes human rights centers that work at various levels – community, national, regional and international. We hope that this Directory helps focus attention to the importance of gathering and disseminating information on human rights as shown by the valuable work of the human rights centers. We hope also that this Directory opens more opportunities for people, particularly those in small communities, to make the human rights centers work for their needs and aspirations. We thank the human rights centers profiled in this Directory for supporting the objectives of this project. Osamu Shiraishi Director HURIGHTS OSAKA ABOUT THIS DIRECTORY The Asia-Pacific Human Rights Information Center (HURIGHTS OSAKA) created this Directory of Asia- Pacific Human Rights Centers to facilitate wider dissemination of human rights information in the region and beyond, support the development of human rights centers in the region, and provide opportunities for possible networking among them. This Directory compiles the objectives, programs, activities, special concerns, publications, other relevant information, and the contact details of the human rights centers in the region. In this Directory, a human rights center is defined as an institution engaged in gathering and disseminating information related to human rights. The information refers to the international human rights instruments, documents of the United Nations human rights bodies, reports on human rights situations, analyses of human rights issues, human rights programs and activities, and other human rights-related information that are relevant to the needs of the communities in the Asia-Pacific. The human rights centers covered by this Directory are non-governmental, government-supported and university-based institutions. Many of them do not call themselves human rights centers, but they recognize their role as institutions that gather and disseminate human rights information. Many of the human rights centers in this Directory focus on particular human rights issues (such as those relating to women, children, indigenous peoples) or limit their operation to a particular area (such as province/state or the academic community). There are also a number of human rights centers with regional or subregional character (some cover Asia-Pacific, Asia, Pacific or the subregions within them). Many are regional networks on specific human rights issues. Many have libraries or documentation/ resource/information centers where materials on human rights are made available to the public (or to the members of their particular community – such as students in the case of universities). Many of their own resources (up-to-date information on human rights issues, publications, teaching/learning materials) are available in their websites. This Directory serves as a tool that allows the “Asia-Pacific Human Rights Centers” to know which human rights centers exist, what human rights issues are covered, what programs/ initiatives are being implemented, and what human rights resources are available in the region. It facilitates the identification of areas that are not yet covered, giving motivation to create new projects. It highlights human rights research activities, formal or otherwise. Preparing the Directory The idea of having a Directory of Asia-Pacific Human Rights Centers arose in 2001 when HURIGHTS OSAKA explored the possibility of having a conference of human rights centers in Asia-Pacific to discuss the state of human rights research in the region, define the regional human rights research agenda, and determine the possibility of establishing a network among the human rights centers. At that time, only around fifty institutions have been identified as human rights centers. Limited logistical resources hindered the realization of this plan. Fours years later, HURIGHTS OSAKA revived this project in a more modest manner by continuing the inventory of human rights centers in the region. Printed and web-based information provided the needed data to draft profiles of various types of institutions that wholly or partially perform human rights center functions. By 2007, the number of centers in the list of HURIGHTS OSAKA rose to almost a hundred. By early 2008, another hundred institutions were identified as possible human rights centers. Now the Directory has the profile of one hundred eighty-four human rights centers. HURIGHTS OSAKA took the time and effort to contact the human rights centers for the review of the draft profiles. This process, in a sense, constituted an initial networking with them, especially for those that HURIGHTS OSAKA has not contacted previously. Online version The profiles in this Directory are shorter versions of the online center profiles. The online version, launched in November 2007, has enough space to accommodate the long profiles of some centers. The online version of the Directory has the wiki format to allow the centers to update their profiles. Profiles of unlisted centers will be uploaded as information about them become available. The online version of this Directory is accessible through this web address: http://hurights.pbwiki.com or through HURIGHTS OSAKA’s website (www.hurights.or.jp). List of centers This Directory includes all human rights centers with sufficient information on their objectives, programs, activities, special concerns, publications, other relevant information, and contact details. There is a separate list for institutions that have been identified as human rights centers but without adequate information to create a complete profile. (See appendix) ACKNOWLEDGMENT This Directory came about through the efforts of a number of people. HURIGHTS OSAKA acknowledges their contribution and thanks them all for their work. Ms. Maria Rita Alfaro, who was a HURIGHTS OSAKA intern in 2005, developed the initial template for the profiles in this Directory. She put together the first draft center profiles in a common template. In 2007, another intern of HURIGHTS OSAKA, Mr. Harvey Beasley, helped develop the online version of the Directory. While HURIGHTS OSAKA was contemplating a simple directory file to be uploaded onto its website, Mr. Beasley suggested a better format, the wiki format. This led to the development of an online Directory that allows the human rights centers to correct and update their profiles online. Mr. Beasley, who also designed the online Directory, provides technical support for the maintenance of the website. From mid-2008, HURIGHTS OSAKA received two interns who became involved in the development of the Directory. Mr. Sam Shoushi, who speaks Arabic, helped gather information on human rights centers in West Asia. He also contacted some of the West Asian human rights centers for the review of their draft profiles. The second intern, Ms. Yeseul Christeena Song, who speaks Korean, helped obtain additional information on some Korean human rights centers and reviewed the texts of the profiles prior to lay-out. Both Mr. Shoushi and Ms. Song reviewed the proof of this Directory before it went to printing. Ms. Maria Fe Villena did the lay-out of this Directory while nursing her newborn child. Oil Palm Expansion in South East Asia: trends and implications for local communities and indigenous peoples the displacement of local (and indigenous) communities, the erosion of traditional livelihoods, and the undermining of indigenous peoples and workers‟ rights. In Indonesia, oil palm expansion has contributed to deforestation, peat degradation, loss of biodiversity, ravaging forest fires and a wide range of unresolved social conflicts. In Sarawak, Malaysia, the impact of oil palm includes loss and destruction of forest resources, unequal profit-sharing, water pollution and soil nutrient depletion. In the midst of the increasing profitability of palm oil in the world market, the versatility of its by- products and its potential as a source of biomass in the food and manufacturing industry, a raging debate has ensued between and amongst civil society and industry members over whether palm oil is a necessary evil or whether the costs of this industry on lives, land and environment far outweigh its worth. Although considered a fledgling industry in the Philippine agribusiness sector and while its size is certainly small compared to the millions of hectares of oil palm plantations in Malaysia and Indonesia, the Philippines has been cultivating and processing palm oil for the past three decades.

Sering kali karena pentingnya peran tanah dalam kehidupan manusia, tanah menjadi objek yang rawan terhadap perselisihan atau sengketa antar manusia bahkan terjadinya berbagai tindak pidana disebabkan oleh faktor tanah sebagai objek kepemilikan, hal ini terjadi karena kebutuhan manusia akan tanah semakin meningkat, namun persediaan tanah relatif tetap. Kondisi obyektif tersebutlah yang menimbulkan berbagai konflik dan bentuk tindak pidana di bidang pertanahan yang terjadi, begitu juga halnya konflik pertanahan yang terjadi di atas lahan kampus UNRI Panam, yang berdiri di atas lahan setifikas 14 milik Pemerintah Provinsi Riau dan Lahan sertifikat 15 Milik Kementerian Pendidikan Nasional Republik Indonesia.

ISSN 1567-214x Key Words: Dead Shoot; Suspected Terrorist; Arrest; Due Process Of Law ABSTRACT The act of shooting dead is one of the actions that are often taken by the authorities in carrying out the process of arresting those suspected of being terrorists. Shooting dead means taking the life rights of a person even though it is uncertain whether they are indeed considered guilty or not. This means that they are sentenced not to go through the judicial process. In this case, it should also apply the name Due Process of Law. The issue raised is How are Arrangements about the Action of Dead Shoot According to Applicable Law? How is the shooting action on suspected terrorists in the Arrest process in terms of the Due Process of Law Principle? The results obtained by the author are actions that can be taken by the authorities in the use of weapons. Its use is also because there will be a harmful impact on the authorities and the community, there is no other way that can be done to stop the perpetrators, and to prevent the perpetrators from running.

The distinctions between depictions of infertile women and women considering abortion are particularly striking. A woman seeking infertility treatment, even one who faces no legal obstacles, is often portrayed as so emotionally distraught and despe- rate that her ability to give informed consent is potentially compro- mised. Yet, the legal academy has roundly rejected similar stereo- types of pregnant women considering abortion, depicting them as confident and competent decision makers. This Article argues that legal scholars' use of a "desperate woman" stereotype denies women's ability to critically assess the health risks and life benefits offertility treatments, particularlywhen similar stereotypes have been met with scorn in the abortion context.

Yet one seldom hears his current work talked of in the present. How is it that one of the greatest names, associated with an exemplary body of dramatic work, gets so easily lost in a haze of present-day ignorance? While much of his previous work is reverentially can- onized, his present contributions are less well known and seldom acknowl- edged. It was this slippage I set out to examine. I expected to find an ailing man reminiscing of past glories. I was warned that I might find a cynical per- son, an incorrigible skeptic weary of the world. Instead, I encountered an in- domitable spirit walking along his life path looking resolutely ahead. A kind old man who drew me a map to his house and saved tea for me in a thermos. A theatre person extraordinaire recounting his latest workshop in Laos, devis- ing how to return as soon as possible.

Supervisor: Professor Elissa Helms Budapest, Hungary 2014 CEU eTD Collection I Abstract This research is about the discursive battle between radical Bengali nationalists and the Islamist supporters of accused and convicted war criminals in Bangladesh where the gendered issues are used as weapons. In Bangladesh, the online discursive frontier emerged from 2005 as a continuing battle extending from the 1971 Liberation War when the punishment of war criminals and war rapists became one of the central issues of political and public discourse. This online community emerged with debate about identity contest between the Bengali nationalist ‘pro-Liberation War’ and the ‘Islamist’ supporters of the accused war criminals. These online discourses created the background of Shahbag protest 2013 demanding the capital punishment of one convicted criminal and at the time of the protest, the online community played a significant role in that protest. In this research as a past participant of Shahbag protest, I examined this online discourse and there gendered and masculine expression. To do that I problematized the idea of Bengali and/or Muslim women which is related to the identity contest. I examined that, to protest the misogynist propaganda of Islamist fundamentalists in Bangladesh, feminists and women’s organizations are aligning themselves with Bengali nationalism and thus cannot be critical about the gendered notions of nationalism. I therefore, tried to make a feminist scholarly attempt to be critical of the misogynist and gendered notion of both the Islamists and Bengali nationalists to contribute not only a critical examination of masculine nationalist rhetoric, but will also to problematize that developmentalist feminist approach.

It also aims to put the Asian situation in a global context by making a comparison with the situation in Europe.     FILLIPINAS AND THE CHURCH: THE RECOVERY OF EGALITARIAN LEADERSHIP By Cynthia Datu Introduction The Filipino Church needs to hearken back to its roots. To be Filipino and Christian is to be egalitarian. Unfortunately this is not always the case when it comes to the role of women in church leadership. Filipino leadership needs to rediscover both reasons for the loss of egalitarianism within their churches and challenge a misguided belief that that the traditional indigenous worldview supports the supremacy of the male. To assist such a search/challenge the article begins with two case studies in the Faith Evangelical Church of the Philippines, a denomination taken as representative of the larger Philippine Evangelical Church in spite of its slightly liberal position on female leadership. Tracing the historical causes of female discrimination in the Philippines, the article reveals how Western biases impinged upon the Church and carry over to the present generation. There is a discrepancy between the perceived high status of women in society and their real status as male subordinates, including certain conditions manifested in the Philippine Evangelical Church. The article closes with recommendations for granting women greater participation in church leadership and achieving balance between males and females leadership. A Narrative on Filipinas in the Church: Two Cases in the Faith Evangelical Church of the Philippines (FECP) In 1999 Joy Pabito was a fresh graduate of Faith Bible College (FBC) and about to embark on a year of internship at Faith Fellowship Ministry Center in Quezon City. When asked what degree she had earned, she replied, “Bachelor of Theology.” She was a Pastor? With a small smirk, she answered, “So they say.
