I was only involved because of my husband.” Corazon Cojuangco Aquino1 A little over four years ago, when I was still seeking sponsorship and funding support for this research, a member of the screening panel of the Fulbright Commission in Manila inquired about the utility and timeliness of this work considering that the Philippines has had two female chief executives already - President Corazon Cojuangco Aquino, whose term spanned the period between 1986 to 1992, and the incumbent chief executive at that time, President Gloria Macapagal Arroyo, who held office from 2001 to 2010. I had no ready answer and feared that the first spontaneous thought that swept my mind was too disrespectful and since I was pressed for time, and instantly lost all gifts of glib amid the searching stare of a panel of ten interviewers, I had no alternative but to translate my despicable thoughts into more contemptuous words – “the first was her husband’s widow and the second, her father’s daughter.” Right there and then, I bid my dream goodbye. Several weeks after, however, I received the biggest surprise of my life. The scholarship that I applied for was granted and before I knew it, I was off to Maurer Law in lovely Bloomington, Indiana. Indeed, it stayed there until the day I presented a rough draft of a couple of chapters of this dissertation in a conference in St. Louis, Missouri on International and Comparative Law. No less than the director of the conference roused the sleeping skeleton in my closet. What am I still fighting for when men are already doing all the hard work for women, to the point of dying on the battlefield? It wasn’t difficult to discern that he was not asking a question to stimulate my intellectual analysis of the issue. This was a declaration of personal opinion and it was coming from an esteemed professor in one of the top twenty law schools in the United States. If this view is still very much alive in the land of the free in the twenty-first century, then this research is indeed worth pursuing for my people and my country. The ten seconds of infamy that I tried to hide under lock and key in the innermost recesses of my mind with the hope that they shall not haunt me ever again instantly popped out like a eureka moment. For seven straight years since 2006, the Philippines ranked among the top ten countries in the World Economic Forum’s Global Gender Gap Index that rates countries based on their ability to close the gender gap in four fundamental categories, to wit: economic participation and opportunity, educational attainment, health and survival, and political empowerment. At eighth place, the country leads the rest of Asia and proudly shares the top spot in educational attainment and health and survival while managing to land in the top twenty in terms of economic participation and opportunity and political 2 empowerment.2 While these rankings warm the heart, to say the least, it also prompts a deeper analysis of what lies behind such stellar performance. For while it flatters on the surface, it may not necessarily look the same from an insider’s perspective. Genuine gender equality remains elusive in the Philippine workplace, and the purpose of this paper is to examine this small, unsavory slice of the otherwise sweet pie. It shall start from the premise that an attitude of romantic paternalism burdens the country’s labor policies and this can be traced back to a long history of colonization that deeply embedded such attitude in the country’s culture and traditions and, consequently, its societal institutions. The objective is to recommend sound statutory and political reforms that will remove this barrier to gender equality. To achieve this goal, this paper will examine three models of equality and analyze how these are applied in four jurisdictions: the United States, Canada, France and Sweden. The paper will gather the best practices that can be adopted from these settings and transported to the Philippines, taking into consideration the peculiarities of its past history, present struggles, and future aspirations. Towards this end, the various chapters will unfold as follows: Chapter I starts with a discussion of paternalism and the three strains with which it manifests itself. The first is romantic paternalism, or the attitude of protecting women because of their divine design, that is, the ability to bear a child.

In the midst of the increasing profitability of palm oil in the world market, the versatility of its by- products and its potential as a source of biomass in the food and manufacturing industry, a raging debate has ensued between and amongst civil society and industry members over whether palm oil is a necessary evil or whether the costs of this industry on lives, land and environment far outweigh its worth. Although considered a fledgling industry in the Philippine agribusiness sector and while its size is certainly small compared to the millions of hectares of oil palm plantations in Malaysia and Indonesia, the Philippines has been cultivating and processing palm oil for the past three decades.

Cecilia Locsin-Nava Every group of people makes an appeal to the past for its sense of cultural identity and its preferred trajectory for the future. However, the past is never accessible without translation, even within the same language. - K.W. Taylor No body of writing in Western Visayan literature has attracted as much attention, controversy, and translation as Monteclaro’s Maragtas. It was written by Don Pedro Monteclaro, the first municipal president of Miag-ao, Iloilo, local historian, and war hero in a mixture of Kinaray-a and Hiligaynon in 1901 at the end of the Filipino-American war when Ilonggos lost, all too soon, their hard-won independence from Spain to the Americans. However, it did not get published until 1907 in Kadapig sa Banwa (Ally of the Country), a nationalist newspaper in Iloilo city. By then, the zeitgeist of frustrated nationalism was finding expression in a number of nativist movements that sought to “revive and revalue” local language and culture. Significantly, reacting to “the privileging of the imported over the indigenous, English over local languages; writing over orality and linguistic culture over inscriptive culture,” (Ashcroft Griffiths and Tiffin 1983: 64) several advocacy groups were established. The first is Academia Bisaya (1901), established by regional writers and 60 Journal of English Studies and Comparative Literature journalists to promote among others, linguistic purism. Next, the standardization of Hiligaynon orthography and usage was promoted in order to protect it from further distortions introduced by Spanish friars, literary societies or talapuanan.

Ochave Ateneo de Davao University [email protected] Abstract This paper is an attempt to localize Herman and Chomsky’s analysis of the commercial media and use this concept to fit in the Philippine media climate. Through the propaganda model, they introduced the five interrelated media filters which made possible the “manufacture of consent.” By consent, Herman and Chomsky meant that the mass communication media can be a powerful tool to manufacture ideology and to influence a wider public to believe in a capitalistic propaganda. Thus, they call their theory the “propaganda model” referring to the capitalist media structure and its underlying political function. Herman and Chomsky’s analysis has been centered upon the US media, however, they also believed that the model is also true in other parts of the world as the media conglomeration is also found all around the globe. In the Philippines, media conglomeration is not an alien concept especially in the presence of a giant media outlet, such as, ABS-CBN.     NOTES ON PHILIPPINE DIVINITIES F. LANDA JocANO Introduction THIS PAPER IS ETHNO-HISTORICAL IN NATURE. IT IS DE- signed to put together representative pantheons of different Philippine divinities. The materials for this purpose have been gathered from historical documents, ethnographiC monographs, and Held observations conducted by the writer and other fieldworkers among different indi- genous religious groups in the various parts of the country. No sociological analysis of these cosmologies or their manifest theo- logies is made except to point out that their persistence through time - from the early Spanish contact to the present - indicates they are closely interwoven with the lifeways of the people. The divinities described here are, as they were in the past, conceived as beings with human characteristics. Some of them are good and others are evil. Many stories about the workings of these supernatural beings are told. They participate in the affairs of men. These relationships reinforce local beliefs in the power of the supernatural beings, as those people who participate in community affairs witness how these deities, invoked during complicated rituals, cure an ailing patient or bring about suc- cess in hunting, fishing, and agriculture. Some of these deities are always near; others are inhabitants of far-off realms of the skyworld who take interest in human affairs only when they are invoked during proper ceremonies which compel them to come down to earth. In this connection, the spirits who are always near, are the ones often called upon by the people for help. These supernatural beings are led by the highest ranking deity and not by any one supreme divinity, for each has specific and some independent function.

    FILLIPINAS AND THE CHURCH: THE RECOVERY OF EGALITARIAN LEADERSHIP By Cynthia Datu Introduction The Filipino Church needs to hearken back to its roots. To be Filipino and Christian is to be egalitarian. Unfortunately this is not always the case when it comes to the role of women in church leadership. Filipino leadership needs to rediscover both reasons for the loss of egalitarianism within their churches and challenge a misguided belief that that the traditional indigenous worldview supports the supremacy of the male. To assist such a search/challenge the article begins with two case studies in the Faith Evangelical Church of the Philippines, a denomination taken as representative of the larger Philippine Evangelical Church in spite of its slightly liberal position on female leadership. Tracing the historical causes of female discrimination in the Philippines, the article reveals how Western biases impinged upon the Church and carry over to the present generation. There is a discrepancy between the perceived high status of women in society and their real status as male subordinates, including certain conditions manifested in the Philippine Evangelical Church. The article closes with recommendations for granting women greater participation in church leadership and achieving balance between males and females leadership. Although translation may be represented in this context as a neutral and unproblematic search for equivalence between languages, translational acts have been employed, either wittingly or unwittingly, to privilege a past and inscribe it into the accepted national narrative. Such is the role of translation in the history of Hispanic Filipino literature. In this article I argue that the endeavour of writing a translation history using Hispanic Filipino texts is called upon to examine translation in history, of history and as history, that is, how translation operates as a material, method and mode of commemoration. Translation is considered here as a fundamental component in the production and mediation of a text. It fulfils a gatekeeping function through which historical information is repatriated into the national consciousness. Caoili** Introduction The need to develop a country's science and technology has generally been recognized as one of the imperatives of socioeconomic progress in the contemporary world. This has become a widespread concern of governments especially since the post world war 11 years.1 Among Third World countries, an important dimension of this concern is the problem of dependence in science and technology as this is closely tied up with the integrity of their political sovereignty and economic self-reliance. There exists a continuing imbalance between scientific and technological development among contemporary states with 98 per cent of all research and development facilities located in developed countries and almost wholly concerned with the latter's problems2 Dependence or autonomy in science and technology has been a salient issue in conferences sponsored by the United Nations.3 It is within the above context that this paper attempts to examine the history of science and technology in the Philippines. Rather than focusing simply on a straight chronology of events, it seeks to interpret and analyze the interdependent effects of geography, colonial trade, economic and educational policies and socio-cultural factors in shaping the evolution of present Philippine science and technology. As used in this paper, science is concerned with the systematic understanding and explanation of the laws of nature. Scientific activity centers on research, the end result of which is the discovery or production of new knowledge.4 This new knowledge may or may not have any direct or immediate application.

Ancheta University of the Philippines-Diliman, Quezon City, the Philippines Abstract Edgar Calabia Samar’s Janus Silang book series is a significant body of contemporary young adult fantasy novels in the Philippines. Samar’s ambitious series that successfully melds alternate online tech -worlds, everyday Filipino life, and ancient supernatural, god-inhabited worlds, is worthy of study. In creating this fantasy world, the Janus Silang series underscores the richness of Filipino mythology and lore by cohesively layering these lived worlds by way of spatial and temporal play. This paper wishes to study the value of this “world(s)-building”, entering this by way of the study of onomastics, the study of proper names of all kinds and the origins of names. Using both toponomastics and anthroponomastics, or the study of place names and human naming, respectively, this inventive, powerful focus on naming solidifies the Janus Silang series’ development of unique Filipino characters and narratives and its reintroduction of the cultures of its imaginary worlds for young, contemporary Filipino and global readers.
