When Subandrio went to China in 1965, Nasution suggested that if China really wanted to help Indonesia, she should cut off supplies to Hongkong. According to Nasution, BK was serious about Maphilindo but Aidit convinced him that he was a world leader, not just a regional leader. In 1960 BK became head of Peperti which made him very influential in the AD with authority over the regional commanders. In 1962 N was replaced by Yani. According to the original concept, N would become Menteri Hankam/Panglima ABRI. However Omar Dhani wrote a letter to BK (probably proposed by Subandrio or BK himself). Sukarno (chief of police) supported Omar Dhani secara besar). Only Martadinata defended to original plan while Yani was 'plin-plan'. Meanwhile Nasution had proposed Gatot Subroto as the new Kasad but BK rejected this because he felt that he could not menguasai Gatot. Nas then proposed the two Let.Gens. - Djatikusuma and Hidayat but they were rejected by BK. -
The Central Intelligence Agency
THE CENTRAL INTELLIGENCE AGENCY— DEPUTY DIRECTORATE FOR PLANS 1961 SECRET MEMORANDUM ON INDONESIA: A STUDY IN THE POLITICS OF POLICY FORMULATION IN THE KENNEDY ADMINISTRATION* Frederick P. Bunnell The Significance and Origins of the DDF Memorandum The once-secret CIA document published for the first time below has multiple significance for scholars of American-Indonesian relations in the cold war period.* 1 First and foremost, this long memorandum offers a rare opportunity to gauge the substance and quality of policy analysis in the CIA*s Deputy Directorate for Plans (henceforth DDP), whose Far East Division under Desmond Fitzgerald2 prepared it at the order of DDP Director Richard Bissell in mid-March 1961.3 * Normally DDP does not produce papers which can be characterized as a mixture of intelligence estimate and policy implications, as Bissell describes the contents of the report in his cover memo. The DDP’s formal responsi bility within the CIA is exclusively for Clandestine services11 of three main types: intelligence collection, counterintelligence and covert actions, involving a whole range of operations (or Mdirty *This article is a modified version of a segment of a larger study about the politics of policy formulation on Indonesia in the Kennedy and early Johnson adminis trations. Indonesia: Interpreting the Coup
K. Wann Indonesia: Interpreting the Coup IN THE EARLY HOURS of October 1, 1965, a group of Indo nesian army and air force officers, operating out of Halim Perda- kasumah air force base on the outskirts of Djakarta, despatched small forces of soldiers to the city to seize seven senior generals of the Army’s General Staff and take a number of key points in the capital. With the important exception that the Defence Min ister, General Nasution, eluded his would-be captors, the operation was successful in terms of its set objectives. The six captured generals were all slain. K. Wann has visited Indonesia as a journalist and been a close student of Indonesia for many years. This article is an extended review of Communist Collapse in Indonesia by Arnold C. Brackman. Published bv Asia Pacific Press; 264 pp., S5.75. 57 The conspirators then broadcast an announcement over Djakarta Radio in the name of Lieut.-Col. Untung, commandant of a battalion of the Presidential guard, to the effect that moves in the capital had been initiated to safeguard President Sukarno and the Indonesian Revolution from a reactionary and American-influenced “Council of Generals” which was plotting a coup to overthrow the Govern ment and its progressive policies. The generals were denounced for cosmopolitanism, neglect of their men, luxurious living and sabotage of the President’s program.1 The military action of the plotters was strictly limited. They clearly aimed at no more than a show of strength which would remove the most obdurate opponents of the President’s radical nationalist policies and encourage him to press ahead more vigor ously with his program. -
A Thesis Entitled a Socio-Historical Analysis of U.S. State Terrorism
A Thesis Entitled A Socio-Historical Analysis of U.S. State Terrorism from 1948 to 2008 By Chad A. Malone Submitted as partial fulfillment of the requirements for The Master of Arts in Sociology The University of Toledo August 2008 This thesis is a critical examination of U.S. foreign intervention from 1948 to 2008. Using a comparative/historical analysis of seven cases—Iran, Guatemala, Indonesia, Chile, Nicaragua, Panama, and Iraq—this study finds patterns of U.S. state/state-sponsored terror and intervention. Using world-system theory and G. William Domhoff’s class-domination theory of power, this study explains how and why the U.S. government, the U.S. military, the CIA, and U.S. corporations participate in economically motivated terrorist acts to support the capitalist mode of production, U.S. investments, and access to markets and natural resources. Finally, this study reveals patterns (in addition to the use of terror) that the U.S. government follows while intervening in the affairs of foreign nations. ii Dedication This thesis is dedicated to my parents. While they may not always agree with what I say or write, they have always been supportive of my education and my goals. -

Covert Action: A Useful Tool for United States Foreign Policy? Derek Andrew Uram M.Ed., University of Toronto, 2002 B.Ed.,University of Toronto, 2000 B.U.R.Pl., Ryerson Polytechnical Institute, 1989 A Thesis Submitted in Partial Fulfillment of the Requirements for the Degree of MASTER OF PUBLIC ADMINISTRATION in the School of Public Administration 0 Derek Andrew Uram, 2005 University of Victoria All rights reserved. This thesis may not be reproduced in whole or in part, by photocopy or by other means, without the permission of the author. Supervisor: Dr. Emmanuel Brunet-Jailly ABSTRACT Covert action is a policy tool used by the United States government. It is secretive and highly controversial in that it attempts to actively change the course of events in other nations. Much covert action undertaken by the US government has taken place within the developing world - governments have been overthrown, elections influenced, media distorted, and the lives of millions of individuals affected by covert activities secretly organized and executed by US officials in Washington, DC and Langley, Virginia - headquarters of the Central Intelligence Agency. The question must be asked: Is covert action a useful tool for US foreign policy? Evidence from two important case studies - Iran and Chile - reveals that covert action has very limited genuine value as a policy tool. It does not always produce desired results. Even "successful" covert undertakings can create additional problems, the type of which may not appear until many years after the fact. Supervisor: Dr. E. ANOTHER LOOK AT THE INDONESIAN "COUP" Harold Crouch In the early hours of October 1st, 1965, six senior generals, in cluding the commander of the Army, Lt. Gen. Yani, were abducted and murdered at the Halim Air Force Base on the outskirts of Djakarta. Meanwhile rebel troops occupied Djakarta's Freedom Square enabling them to control the President's palace, the telecommunications center and the radio station. An announcement was broadcast which said that the "September 30th Movement," headed by Lt. Col. Untung, had arrested mem bers of the CIA-sponsored "Council of Generals" which had been planning a coup against President Sukarno. In Central Java a similar "coup" was carried out against the commander of the Army's Diponegoro Divi sion, Brig. Gen. Surjosumpeno. The "coup attempt" in Djakarta had failed by the evening of Octo ber 1st. Although President Sukarno had moved to the Halim base, he refused to commit himself in favor of the rebels. Meanwhile Maj. Gen. Suharto mobilized forces to retake Halim. By the time that Suharto's troops had taken control of the base shortly after dawn on the 2nd, President Sukarno, Untung and his associates as well as the PKI chair man, Aidit, had all left. In Central Java, Brig. Gen. Surjosumpeno reoccupied his headquarters in Semarang on October 2nd but his author ity was not fully reestablished until three weeks later when reinforce ments of elite troops arrived from Djakarta. These troops not only restored Surjosumpeno's authority but also set off the massacres which eliminated the PKI as a political force in Indonesia.
