Guy Peters, Professor, Political Science ii Copyright © by Yasemin İrepoğlu Carreras 2017 iii DECENTRALIZATION, INTERACTIVE GOVERNANCE AND INCOME INEQUALITY: A COMPARATIVE STUDY Yasemin İrepoğlu Carreras, PhD University of Pittsburgh, 2017 This dissertation argues that decentralization leads to higher income inequality, and that interactive governance –the level of ‘shared-rule’ between central government, regional governments and social actors–, is associated with lower income inequality. I use a mixed- methods approach – combining a large-N quantitative analysis with in-depth studies of the cases of Spain, Germany, France and Sweden. In my quantitative study of 17 OECD countries, I find that in countries where subnational units have higher fiscal self-rule (higher fiscal decentralization), there is higher income inequality. Conversely, more shared fiscal rule between the subnational regions and the central government is significantly associated with less income inequality. This dissertation contributes to the literature on federalism, decentralization, governance and inequality in both theoretical and empirical ways. I disentangle the political, administrative and fiscal aspects of decentralization quantitatively, and I also explore different types of decentralization qualitatively with the elite interviews conducted in the four countries. Overall, the detailed case studies enable me to reflect on how the territorial governance structure impacts inequality both from a static and dynamic perspective. I complement my argument on how decentralization impacts inequality with how the interactions in governance can also add to or detract from decentralization’s effect on inequality. This work allows me to measure interactive governance by disaggregating it into its processes and outputs through looking at its iv intergovernmental and non-governmental aspects, which brings a new applied method to understanding and measuring governance. In my case studies, I demonstrate that Spain’s asymmetric fiscal decentralization; its low shared-rule and low interactive governance are significantly associated with its high level of income inequality. France’s symmetrical and centralized fiscal structure and its low decentralization are associated with its currently low inequality levels. Germany is a federal country, but its fiscal policies are strongly coordinated at the central level, which leads to low inequality levels. Sweden, as a unitary and a decentralized country, has high interactive governance and strong state coordination, which makes for a territorial governance structure conducive to lower income inequality. v TABLE OF CONTENTS PREFACE ................................................................................................................................... While the Greek party system displayed substantial continuity, the Spanish system showed considerable change. We connect continuity in party structure with length of interruption of competitive electoral politics. Our argument relies on the idea of reputation to explain why Spanish party leaders were far less constrained in moving their parties along the policy space than their Greek counterparts. Political parties in Spain had less reputation for established policy positions than Greek parties. Our argument and its implications are formally derived from a model developed by Bowler. We evaluate some alternative explanations and conclude that reputation is a factor accounting for variation in party system change in these two cases. At the time of the transition party leaders were presented with different opportunities to redefine their respective parties’ policy positions.     Variants of Corporatist Governance: Differences in the Korean and Japanese Approaches in Dealing with Labor By Taekyoon Kim Many scholars have highlighted Japan and South Korea (hereafter, Korea) as distinctive models of the “developmental state”, which can share common features in terms of the condensed economic development.1 The close strategic relationship between the bureaucratic government and big businesses has been often cited as one of the many similarities in which the two countries pursued rapid economic growth.2 Another trend in comparing the modern economies of Korea and Japan highlights the state’s embedded autonomy in directing industrial transformation.3 Overall, scholarly interest in the comparison of the two Asian countries’ modernization has been, hitherto, limited to economic and political development, rather than focusing on social relations underlying the political economy of post-war development. Indeed, a comparative analysis of the similarities and differences in the his- torical patterns of the emergence of “systems of interest intermediation” in dealing with labor in Japan and Korea is a relatively unexploited topic.4 There have only been a few attempts made at comparing the national bargaining arrangements among major interest groups and governments. Although some pioneering Japanese works introduce a corporatist account for its post-war labor relations5 and a historical analysis of negotiation characteristics of social contracts6, they all simply classify the Japanese case as an anomaly with the emphasis on the state’s deliberate management of weak labor forces. Like- wise, the existing literature related to Korea’s labor politics and civil society tends to emphasize the uniqueness embedded in its social and industrial relations – the confrontation between “the strong state and the contentious society.”7 Thus, the dearth of comparative perspective in this area results in Taekyoon Kim received his D.Phil at the University of Oxford.

    Papers Malmö: Towards a new social agenda Received (in revised form): 17th October, 2014 Christer Larsson is the director of Malmö City Planning Office in Sweden. He is responsible for, and has great knowledge of, the strategic development planning of the city, including the redevelopment of the Western Harbour site and the urban reconfiguration of Malmö. Christer is a member of the Governing Board of the International Urban Development Association, Chairman of Nordic City Network and a commissioner for a Socially Sustainable Malmö. Among other projects Christer is active in international architectural competition juries. Göran Rosberg worked as an Information Manager in Malmö from the end of the 1980s until 2012. His former workplace was the Department of Social and Economic Geography at Lund University. He has a clear understanding of the entire transformation process that the City of Malmö has undergone in the past 10–15 years, which includes the establishment of the university and the transformation of the development area of Western Harbour and the Bo01 area into a new sustainable city district. Göran followed these processes closely and has also presented the transformation of Malmö in international journals and conferences. Abstract Malmö has endeavoured to achieve greater equity for its residents and to view them as a resource and as a form of social capital. The work has proved to be a tremendous asset and has generated greater awareness by the city’s target groups, but the city still suffers from social and economic imbalances. In order to succeed, a shift towards developing human capital through network solutions is being made through increased participation of the population as a whole.
