This is very fitting as 2019 is the Exhibitions and 60th year in which there has been a meeting of nurses to share their research and meet like-minded events programme colleagues. CSD Working Paper Series: Towards a New Indian Model of Information and Communications Technology-Led Growth and Development India’s National Digital Health Mission ICT India Working Paper #36 Nirupam Bajpai and Manisha Wadhwa October 2020 CSD Working Paper Series – India’s National Digital Health Mission Abstract India is using Information and Communication Technologies (ICTs) to leapfrog economic development in key sectors: health, education, infrastructure, finance, agriculture, manufacturing, and perhaps most important, governance. In doing so, India is increasing Internet penetration by increasing Internet subscribers and digital literacy. These have acted as the key drivers for the Indian Government to envision digitalization in its various sectors including health care. The Government of India laid emphasis on digitalization in India’s healthcare sector in its National Health Policy, 2017. The National Digital Health Blueprint, 2019 recognized the need to put together a National Digital Health Mission (NDHM) which can act as the foundation on which national digital health ecosystem can be built. On the nation’s 74th Independence Day, the Government of India embarked on its journey to achieve Universal Health Coverage by launching the National Digital Health Mission. NDHM intends to create a holistic and comprehensive digital health ecosystem that will lay the foundation of a strong public digital infrastructure, digitally empower individuals, patients, doctors, health facilities, and help streamline the delivery of healthcare services and related information. However, it is important to emphasize that the success of NDHM is dependent on its adoption by the centre and states, by public and private entities and by individuals and decision makers. -

Telephone triage and nursing consultation by telephone or other electronic technology, incorporates unique knowledge, skill and competencies. Nurses employ the full range of the nursing process to gather data, make assessments, and generate plans for care via telephone encounters with patients. 2. Protocols are appropriate tools for implementing treatment plans. A registered nurse may use a protocol that has been written and approved by a physician to initiate a standing order for a medication or treatment. Assuming an appropriate patient-prescriber relationship exists, authorized standing orders may be implemented without consulting an authorized prescriber for a particular patient. The registered nurse should implement only standing orders which include a target population, exclusions, the population served, contraindications, special considerations, a specific order, a description of who has the authority to implement the order, physician signature, and review and approval by nursing as well as other involved disciplines. 3. Practice guidelines and protocols for care should be developed based on scientific/empirical evidence and outcomes data or expert opinion. Methods for periodic review of these tools to evaluate care effectiveness and currency of information should be in place. 4. Practice guidelines should evolve through collaboration and professional consensus among all involved health care disciplines. 5. When functions of the nurse involve complex decision making, even when driven by algorithm and protocol, telenursing should be limited to the practice of registered nursing. Licensed practical nursing activities within this context may include information gathering and the provision of patient education. -

This paper describes the major features of hardware based volume exploration and presentation tool - Drishti. The word, Drishti, stands for vision or insight in Sanskrit, an ancient Indian language. Drishti is a cross-platform open-source volume rendering system that delivers high quality, state of the art renderings. The features in Drishti include, though not limited to, production quality rendering, volume sculpting, multi-resolution zooming, transfer function blending, profile generation, measurement tools, mesh generation, stereo/anaglyph/crosseye renderings. Ultimately, Drishti provides an intuitive and powerful interface for choreographing animations. Keywords Drishti, volume rendering, 3D printing, surface rendering 1. Introduction In the past decade with the easy availability of powerful graphics hardware via GPUs, volume rendering has positioned itself as a potent tool for interactive exploration of volumetric data sets. Over the years many volume rendering libraries and frameworks such as Voreen [1], Tuvok [2], OpenGL Volumizer [3], VolPack [4], java based library RTVR [5] and VTK [6] have been made available to the users to build applications in. Complete volume rendering systems such as VolView[7], OsiriX[8], VisageRT[9], 3DSlicer[10] are more geared towards medical data. Simian [11], a program developed mainly for research in volume rendering, was the first one to employ two dimensional transfer functions – where voxel values along with their neighbourhoods are considered in deciding colour and opacity for that volume element. -

FALL 2019 FALL STATE TELEHEALTH LAWS & REIMBURSEMENT POLICIES A COMPREHENSIVE SCAN OF THE 50 STATES & THE DISTRICT OF COLUMBIA & THE DISTRICT OF THE 50 STATES SCAN A COMPREHENSIVE State Telehealth Laws and Medicaid Program Policies INTRODUCTION The Center for Connected Health Policy’s (CCHP) Fall 2019 release of the “State Telehealth Laws and Reimbursement Policies” report highlights the changes that have taken place in state telehealth policy. The report offers policymakers, health advocates, and other interested health care professionals a summary guide of telehealth-related policies, laws, and regulations for all 50 states and the District of Columbia. While this guide focuses primarily on Medicaid fee-for-service policies, information on managed care is noted in the report if it was available. The report also notes particular areas where we were unable to find information. Every effort was made to capture the most recent policy language in each state as of September 2019. Recently passed legislation and regulation have also been included in this version of the document with their effective date noted in the report (if applicable). This information also is available electronically in the form of an interactive map and search tool accessible on our website cchpca.org. Consistent with previous editions, the information will be updated biannually, as laws, regulations and administrative policies are constantly changing. TELEHEALTH POLICY TRENDS States continue to refine and expand their telehealth reimbursement policies though they are not treated across the board in the same manner as in-person delivered services. Limitations in regards to reimbursable modality, services and location of the patient continue to be seen. -
