Call to Order Chairman Michael Felt called the Halifax Community College Board of Trustees meeting to order on October 2, 2018 at 10 a.m. in the conference room in the Dr. Phillip W. Taylor Complex. This meeting was a rescheduled meeting from September 25, 2018.

Trustee Quorum Trustee Elam did a roll call. A quorum was met for the meeting

Invocation Trustee Smith gave the invocation.

Presentation to Trustees Going off the Board Former Trustee Sammy Webb was not present to receive his plaque. It will be given to him at another .

Special Presentations

Annual Excellence in Entrepreneurship Award-A & D Real Estate Development, LLC-Jerry Edmonds, Dean of Workforce and Economic Development, and Dr. Elam presented Mr. Affred Leach with the Annual Excellence in Entrepreneurship Award. He has been in business for 3 years.

Above and Beyond Presentations Dr. Elam recognized the following staff who were recognized by Congressman G. K. Butterfield in a letter for their work in turning around a room in short notice for one of his community events. Anthony Simmons, Toney Vaughan, Joanne Jolly-Ellis, and Kimberly Mack received the Above and Beyond Award from Dr. Elam. The award recipients and the following received a copy of the letter Congress G. K. Butterfield had written recognizing their work and customer service: Marcella Cooper, Reginald Byrd, Jeremy Webb, and Tyrone Parker. Joanne Jolly-Ellis was also recognized for her work with the Griffin Centre serving as a shelter.

Rural Community College Alliance Trustee of the Year-Michael Felt

Dr. Elam recognized Chairman Michael Felt for winning the Trustee of the Year from the Rural Community College Alliance. Chairman Felt expressed how honored he was to be the recipient of the 2018 RCCA Trustee of the Year. He also noted that he received notes of congratulations from Congressman G. K. Butterfield and Senator Tom Tillis. He thanked everyone for the support he has received over the years.

Adoption of the Agenda Trustee Lancaster made the motion to adopt today’s agenda. Trustee Robinson seconded the motion. The motion carried.

Ethics Awareness & Conflict of Interest Reminder Chairman Felt read the Ethics Awareness & Conflict of Interest reminder. There were no conflicts of interest.

Introduction of Visitors and New Staff Everyone present introduced himself or herself.

Trustee Business

Consent Agenda Chairman Felt removed the minutes from the consent agenda for corrections. Trustee Solomon made the motion to approve the minutes with the corrections. Trustee Mebane seconded the motion. The motion carried. Trustee Robinson made the motion to approve the consent agenda with Edits to the Bylaws of the Board of Trustees. Trustee Waters seconded the motion. The motion carried.

Committee Reports

Buildings, Grounds, & Finance Financial Report: Fiscal year 2018-19 State, County, and the Griffin Center Expenditures through August 31, 2018-Trustee Waters yielded to Dr. Elam and Mr. Forester, Vice President of Administrative Services, for the reports. Mr. Forester shared with the board the Financial Report for Fiscal Year 2018-19 State, County, and the Griffin Centre expenditures through August 31, 2018. Trustee Robinson made the motion to accept the Financial Report: Fiscal Year 2018-19 State, County, and the Griffin Centre Expenditures through August 31, 2018. Trustee Mills seconded the motion. The motion carried.

Budget PowerPoint Presentation/2-1 Form- Mr. David Forester, Vice President of Administrative Services shared with the board a PowerPoint presentation detailing the 2018-19 budget he had prepared. He shared a background of the budget and explained in details the types of budgets HCC has which are the state, county, and institutional. He also shared that last year the budget was $9,430,510. This year, the state budget is expected to be $9,319,494. All staff will be receiving a 2% salary increase. Retirement rates increased from 18.86% from 17.13%. All other non-state employees will receive

the 2% increase if they were hired before July 1, 2018. Mr. Forester also went over FTEs and how the college earns FTEs. The county budget total for the year is $1,702,878. The Halifax County Board of Commissioners gave HCC an additional $149,500, which increased their budget to $1,442,878. Northampton County also increased their budget allotment from $30,000 to $260,000. At the conclusion of the report, Trustee Waters made the motion to approve the 2-1 form, budget presentation, and give signing authority to the board chairman to sign the 2-1 form. Trustee Mills seconded the motion. The motion carried. After the approval of the 2-1 form, Dr. Elam shared with the board the form will go to Halifax and Northampton Counties for approval by their Boards of Commissioners.

Building Facility Use Agreement between HCC & Our Community Hospital, Inc.- Dr. Elam shared with the committee that he would like for HCC to enter into a building/facility use agreement with Our Community Hospital to rent 1,102 square feet of space to instruct classes in Scotland Neck, NC for $1 per year. Classes like Certified Nursing Assistant will be taught there. Trustee Waters made the motion to approve the Building Facility agreement between HCC and Our Community Hospital, Inc. Trustee Lancaster seconded the motion. The motion carried.

Building Facility Use Agreement between HCC & the Town of Scotland Neck- Dr. Elam explained that HCC had taught classes previously in Scotland Neck. However, the classes were discontinued for years and do not have an adequate place for HCC to teach classes. Now, he was coming to the board with a proposal to enter into an agreement with the Town of Scotland Neck. If approved, classes can be taught in Scotland Neck with the rental price of $1 per year. Trustee Waters made the motion to approve the Building/Facility use Agreement between HCC & Town of Scotland Neck. Trustee Smith seconded the motion. The motion carried.

Personnel and Student Services No Report

Academic Cooperative Innovative High School Application for Halifax County Schools-Trustee Mary Mebane stated the Academic Committee met one hour prior to the board meeting. Officers were elected. She was elected chair, and Trustee Ruel Solomon was elected vice chair. Trustee Mebane asked for Dr. Fields, Vice President of Academic Affair and Dean of Curriculum Programs to give the report. Dr. Fields reported that Halifax County Schools is proposing the creation of the Halifax Early College High School in partnership with Halifax Community College. The Cooperative Innovative High School Application requests funding for its operation from the North Carolina State Board of Education. This early college will serve students in grades 9-13, and as early as 9th grade, students will begin to take college courses with some courses satisfying both high school and college credit course requirements. All students will have access to the full course catalog and resources of Halifax Community College and other services that are available. If approved, this will be our 4th early college. The students will be bused to

campus. Dr. Cunningham is also interested in the HCC Scotland Neck site. Trustee Robinson made the motion to approve the Cooperative Innovative High School Application for Halifax County Schools and to give the signing authority to the board chair for the application. Trustee Solomon seconded the motion. The motion carried.

Chairman Comments and Announcements Chairman Felt announced the Weldon Town Council meeting will be on Oct. 8th. During that meeting, the council will vote to determine if they agree with the HCC has given. He and Dr. Elam did attend their work session on September 24th. At the work session, they were able to answer questions about the process. He also mentioned that he attended the Halifax & Northampton County Board of Commissioners’ presentations where Dr. Elam gave updates. Chair Felt also shared his experience in attending the NCACCT Seminar in Asheville. Several board members were able to attend. He also mentioned how much he enjoyed attending the Rural Community College Alliance Annual meeting and appreciated the honor of being the recipient of the 2018 RCCA Trustee of the Year. Chairman Felt announced the delegation attending the 2018 ACCT Leadership Congress as Trustee Marie Robinson, Trustee Ruel Solomon, Dr. Elam, and Kim Mack. Lastly, Chairman Felt expressed how great the Founders and Constitution Day program was and that he really enjoyed hearing from our NC Senator Milton “Toby” Fitch.

President’s Report Dr. Elam shared the president’s report. He congratulated Chairman Felt again on a well done. HCC was a Red Cross Crest Shelter during the hurricane. Dr. Elam shared a picture of the volunteers. Dr. Elam thanked everyone that participated in Founders and Constitution Day. This is the second time HCC had attached a fund-raiser with Founders Day. Dr. Elam had invited everyone to attend the EP2 Workshop that will be on October 10-11, 2018 in the Room 401A&B. Dr. Elam also shared he attended the First Baptist Church in Enfield grand opening of their Food Pantry and Clothing Closet. The Center for Energy Education presented a presentation of solar energy during a Neuse River Ministerial Alliance meeting. The ministers will be taking information back to their congregations and communities. Lastly, Dr. Elam announced the NC Community College System Conference is scheduled for next week. Many of our faculty and staff will be attending the conference. It will be at the convention center in Raleigh.

Information Items-Academic Affairs 1. HCC Workforce & Economic Development Customized Training Analysis Update- Jerry Edmonds, Dean of Workforce & Economic Development discussed the Customized Training Analysis from FY 16-17-FY 19-20.

2. 2017-18 Small Business Center Report-Mr. Edmonds also shared the 2017-18 Small Business Center Report. He shared the economic impact, entrepreneurship events, and SBC Counseling hours and clients.

Informational Items-Institutional Effectiveness & Advancement 1. Foundation Update-Allen Purser, Director of the HCC Foundation, Inc. gave an foundation update. He informed the board the Annual Foundation Golf Tournament will be held on October 19th at Chockoyotte Country Club with a 1 p.m. tee off time. The Donor Luncheon will be held of November 15th at the Griffin Centre. The luncheon is for donors and scholarship recipients to meet and celebrate the scholarships that were awarded. The estimated revenue from the Founders Day Luncheon is $3,415. 80.

Approval of the President’s Report Trustee Smith made the motion to approve the president’s report, which also included reports from Academic Affairs and Institutional Effectiveness & Advancement. Trustee Greene seconded the motion. The motion carried. (Appendix A is the President’s Report.)

Adjournment Trustee Solomon made the motion to adjourn. Trustee Robinson seconded the motion. The motion carried. The meeting was adjourned at 11:56 a.m.

• The Annual Foundation Golf Tournament will be held on October 19 at Chockoyotte Country Club with a 1 p.m. tee off time. An 11:30 a.m. registration time will allow players the time for lunch. We still need sponsors and teams.

• The Donor luncheon will be held November 15 at the Ervin Griffin, Sr. Centre. This luncheon is for donors and scholarship recipients to meet and celebrate the scholarships that were awarded. The Foundation awarded 63 scholarships to 42 students for an amount of $45,553.34. This figure does not include emergency funds for students.

• Founders and Constitution Day Revenue, Expenses, and Anticipated Profits
