    A Paradigm Shift in Russo-Japanese Relations TSUNEO AKAHA ussia and Japan are in a position to contribute, individually or jointly, to the R establishment of a post–cold war world or regional order. The two countries’ national identities as great powers compel them to play global and regional roles commensurate with their enormous power, both potential and real. Their failure to do so will be a major source of frustration to them and an important factor in instability in the post–cold war world. Further, as geographical neighbors of glob- al importance, each country is in a position to facilitate or frustrate the other’s global aspirations and regional interests. For example, Russia could support or veto Japan’s effort to obtain the coveted permanent seat on the United Nations Security Council, and Japan could facilitate or frustrate Russia’s bid to become a full-fledged member of the Group of Seven (making it a Group of Eight). Tokyo could endorse or deflect Moscow’s efforts to join the Asia-Pacific Economic Cooperation (APEC) forum or the World Trade Organization (WTO), and Moscow could respond favorably or negatively to Tokyo’s call to limit the pro- liferation of arms in East Asia. Against the background of their expanding ties with the United States and China, Russian and Japanese leaders have acknowledged the need to put an end to the “abnormal” state of their bilateral relations. There are clear signs that the leaders in Moscow and Tokyo have accepted a new premise upon which to build relations between the two countries.

    Selected Papers No.12 January 2010 D irector's Message As mankind moves into the 21st century, integrated policies of ocean governance are necessary for the sustainable development and use of our oceans and their resources and the protection of the marine environment. Towards this end, the Ocean Policy Research Foundation (formerly: Ship & Ocean Foundation) has started an "Ocean Policy Research", with the mission statement "Liv- ing in Harmony with the Oceans". The Ocean Policy Research Foundation aims to conduct cross-sectoral research in ocean related issues in order to initiate debate on marine topics and formulate both domestic and international policy proposals. We publish a Japanese-language newsletter called the "Ship & Ocean Newsletter" twice a month. The "Ship & Ocean Newsletter" seeks to provide people of diverse viewpoints and backgrounds with a forum for discussion and to contribute to the for- mulation of maritime policies to achieve coexistence between mankind and the ocean. Our Foundation believes that the Newsletter can expand effective communication on these issues through its function as editor, publishing timely research and welcoming responses from readers, which might then be published in turn. Rotnem Southern Polytechnic State University Throughout history, the global state system has known no dearth of territorial conflicts. Indeed, disputes over territory have produced horrendous wars with untold millions of casualties. Short of resorting to warfare, such conflicts have also been the most intractable to resolve. To be sure, among the hundreds of major and less significant territorial disputes present in the world today, Ethiopia and Somalia are engaged in a bloody conflict that is at least partly inflamed by a decades- long territorial disagreement that has its origins in the Western colonization of the Horn of Africa. Similarly, the possibility of a sustainable peace in southeastern Europe depends in no small measure upon which entity will eventually control the long-disputed province of Kosovo, the Serbian government in Belgrade or the Kosovo Albanian authority itself. Certainly one of the longest-simmering territorial disagreements extant today concerns Japan and the Russian Federation, two powerful countries vying for control of the southern Kurile island chain, known by the Japanese as their “Northern Territories.” The origins of the sixty-two year conflict lie in the waning days of World War II, as Stalin’s armies belatedly joined the war against Japan in the Pacific, capturing much of the Korean peninsula, the southern half of Sakhalin Island, and the southern Kurile islands of Etorufu, Kunashir, Shikotan, as well as the Habomai islets, located mere miles from Japan’s main northern island, Hokkaido.
