TRILATERAL RELATIONS AND REGIONAL COOPERATION IN NORTHEAST ASIA: FOCUSING ON RUSSIA-JAPAN-SOUTH KOREA RELATIONS ....................................... 166 PREFACE This volume is a final result of 2017 policy-oriented research project for ROK-RF relations funded by Korea Foundation for the better devel- opment of their bilateral relations within the framework of regional coop- eration in Northeast Asia, entitled ‘A Multi-level and International Study on the Development of ROK-RF Relations and the Formation of New Re- gional Order in Northeast Asia: In Search of New Paradigm for Bilateral and Regional Cooperation in Northeast Asia’. In principle, this project has been jointly carried out by Far Eastern Federal University, Russia and Seoul National University Asia Center, Ko- rea. However, more organizations, such as Institute of Russian Studies, Hallym University, Korea and Institute for Asian Studies and Regional Col- laboration, Akita International University, have been involved in this project. A policy-oriented research project for ROK-RF relations funded by Korea Foundation had been started between Far Eastern Federal Universi- ty, Russia and Hallym University of Graduate Studies, Korea from 2016. The title for 2016 project was ‘New Developments of RF-North Korean Relations within the Context of RF-Chinese cooperation in Northeast Asia: from the Perspectives of Vladivostok and Seoul’. The main purpose of the 2016 project was to see how South Korea’s non–Russian experts looked at the development of the ROK-RF relationship and the reaction of the Rus- sia’s experts on Korean affairs to it. This was a new attempt to develop their bilateral relations. As has been well known, most of the seminars on the development of relations between ROK and RF since the establishment of diplomatic relations in 1990 were discussed between Korean experts on Russian affairs and Russian experts on Korean affairs. Although there was no concrete result of the seminar, it was evaluated as meaningful in terms of new experiment. The 2017 KF project continued with new experiments on future ROK-RF relationship development. It tried to link the future development of the ROK-RF relationship with the development of RF-Japanese rela- tions and ultimately attempted the possibility of regional cooperation in Northeast Asia in a new way. In addition, the 2017 project sought to dis- 4 Preface cuss new perspectives on the development of ROK-RF relations by draw- ing the participation of Russian experts from various countries such as Ja- pan, Great Britain, United States, and Germany. The ultimate goal for 2017 project sought to discuss a new future ROK-RF relations based on ROK-RF-Japan’s Trilateral cooperation (mini-lateralism) in Northeast Asia. The reason for pursuing this goal is due to the limitation of develop- ment of bilateral relations and the absence of multilateral cooperation sys- tem in Northeast Asia region in the 21st century. Therefore, the future de- velopment of ROK-RF relations should be something new and different from existing methods. For this purpose, the 2017 KF International Seminar was held at the Akita International University in Japan on January 23, 2018 with the inter- est and cooperation of Institute for Asian Studies and Regional Collabora- tion, Akita International University. This was a historic seminar entitled, ‘The Future Development of ROK-RF Relations: In Search of Trilateral Cooperation in Northeast Asia’, where the seminar on the development of ROK-RF relations was held for the first time outside Korea and Russia. In the first session, Korean experts from Russia and Russian experts from Korea deeply analyzed and criticized major problems of their bilat- eral relations for the future development. This session was chaired by Pro- fessor Kimitaka Matsuzato of the University of Tokyo, Japan. The discus- sions for the session were carried out by scholars from Great Britain and the United States. In the second session, experts on Russian-Japanese rela- tions from Russia, Japan, and Great Britain sought to discuss the possibil- ity of trilateral cooperation that links Russian-Japanese relations with ROK-RF relations. In other words, the 2017 KF International Seminar has encouraged Western and Russian experts on Russian-Japanese relations to be more interested in the development of ROK-RF relations. In the third session, we sought to explore new cooperation on the development of rela- tions among ROK, RF and Japan from the perspective of new regional co- operation in Northeast Asia. Dr. Seliger (Hanns Seidel Stiftung, Germany) who has significant experience in Europe's regional integration and North- east Asian situation including the Korean peninsula played a role as chairman for the session. 5 Preface This monograph was modified and supplemented based on the results of the 2017 KF international seminar mentioned above. As a project man- ager, we would like to express our gratitude to all those who have cooper- ated and assisted in the implementation of this project. Above all, our spe- cial thanks go to Professor Tetsuya Toyoda of Akita International Univer- sity for his interest and cooperation in this project's international seminar. 2017 KF International seminar would have been impossible without his in- terest and cooperation.     A Paradigm Shift in Russo-Japanese Relations TSUNEO AKAHA ussia and Japan are in a position to contribute, individually or jointly, to the R establishment of a post–cold war world or regional order. The two countries’ national identities as great powers compel them to play global and regional roles commensurate with their enormous power, both potential and real. Their failure to do so will be a major source of frustration to them and an important factor in instability in the post–cold war world. Further, as geographical neighbors of glob- al importance, each country is in a position to facilitate or frustrate the other’s global aspirations and regional interests. For example, Russia could support or veto Japan’s effort to obtain the coveted permanent seat on the United Nations Security Council, and Japan could facilitate or frustrate Russia’s bid to become a full-fledged member of the Group of Seven (making it a Group of Eight). Tokyo could endorse or deflect Moscow’s efforts to join the Asia-Pacific Economic Cooperation (APEC) forum or the World Trade Organization (WTO), and Moscow could respond favorably or negatively to Tokyo’s call to limit the pro- liferation of arms in East Asia. Against the background of their expanding ties with the United States and China, Russian and Japanese leaders have acknowledged the need to put an end to the “abnormal” state of their bilateral relations. There are clear signs that the leaders in Moscow and Tokyo have accepted a new premise upon which to build relations between the two countries.

Towards this end, the Ocean Policy Research Foundation (formerly: Ship & Ocean Foundation) has started an "Ocean Policy Research", with the mission statement "Liv- ing in Harmony with the Oceans". The Ocean Policy Research Foundation aims to conduct cross-sectoral research in ocean related issues in order to initiate debate on marine topics and formulate both domestic and international policy proposals. We publish a Japanese-language newsletter called the "Ship & Ocean Newsletter" twice a month. The "Ship & Ocean Newsletter" seeks to provide people of diverse viewpoints and backgrounds with a forum for discussion and to contribute to the for- mulation of maritime policies to achieve coexistence between mankind and the ocean. Our Foundation believes that the Newsletter can expand effective communication on these issues through its function as editor, publishing timely research and welcoming responses from readers, which might then be published in turn. Rotnem Southern Polytechnic State University Throughout history, the global state system has known no dearth of territorial conflicts. Indeed, disputes over territory have produced horrendous wars with untold millions of casualties. Short of resorting to warfare, such conflicts have also been the most intractable to resolve. To be sure, among the hundreds of major and less significant territorial disputes present in the world today, Ethiopia and Somalia are engaged in a bloody conflict that is at least partly inflamed by a decades- long territorial disagreement that has its origins in the Western colonization of the Horn of Africa. Similarly, the possibility of a sustainable peace in southeastern Europe depends in no small measure upon which entity will eventually control the long-disputed province of Kosovo, the Serbian government in Belgrade or the Kosovo Albanian authority itself. Certainly one of the longest-simmering territorial disagreements extant today concerns Japan and the Russian Federation, two powerful countries vying for control of the southern Kurile island chain, known by the Japanese as their “Northern Territories.” The origins of the sixty-two year conflict lie in the waning days of World War II, as Stalin’s armies belatedly joined the war against Japan in the Pacific, capturing much of the Korean peninsula, the southern half of Sakhalin Island, and the southern Kurile islands of Etorufu, Kunashir, Shikotan, as well as the Habomai islets, located mere miles from Japan’s main northern island, Hokkaido.

Here are some of the hightlights. Eleven items in the catalogue are about Russian America and Pacific voyages, including important accounts by Lavrenty Zagoskin (our copy bears his presentation inscription) and Petr Tikhmenev, two famous works by Krusenstern’s circumnavigation member Vasily Berkh – the first about the first Bering expedition to Alaska and the second about the history of Arctic voyages (with valuable information on Russian America). Among the Arctic items are an important account on Siberia by the explorer of the New Siberian Islands, a description of the Yenisey region during the Siberian gold rush, and an original Russian work on Frederick Cook and Robert Peary’s discovery of the North Pole. Ten valuable books on Central Asia include two works by the world famous Russian sinologist Father Iakinf (Bichurin) – including the first Russian description of Beijing; very early essay on the Russian exploration of the Amur River supplemented with a beautiful illustrated map; first Russian work on Afghanistan and Kashmir; an essay on the research of Pamir.
