Introduction: The Chairman welcomed everyone to the meeting and thanked Presidential Flight for making the necessary arrangements for the event. All attendees briefly introduced themselves to the group. 2. Chairman’s Presentation on Airworthiness: A presentation was made by the Chairman to familiarise the industry with the Airworthiness Department’s functionalities and structure. 3. CAR 145: Omar Musa gave a presentation about CAR 145 activities and responsibilities of the MROs team (for details please refer to the attached presentation). Discussion Items: 1. What are the requirements to add new stations or aircraft types to existing approved AMOs? Every extension goes through the normal process of verification. The requirement are, as defined in the Appendix to GM 145: Application for Extension of AMO Approval to GCAA. Applicant is required to include assessment/audit report from the Operator (UAE Operator), to show satisfactory compliance with the regulation on the capability requested. This assessment/report is to assist the GCAA application assessment, to avoid any delay, as GCAA may use this assessment/report to accept the application without GCAA audit or reject the application. The depth of each assessment/audit may be varied depending on the experience and extend of services to other UAE Operators for similar aircraft. 2. What is the requirement for certifying staff in converting A330 passenger top freighter? Etihad referred to EASA approval which considers it as a type, but the MOE and the Certifying staff company authorisation defines the exact types. The Applicant must demonstrate compliance with GCAA requirement for the Rating applied, including having sufficient staff, including qualified/trained Certifying staff and other requirements. Certifying staff must be trained, qualified and authorized in accordance with the defined procedure in the MOE. This defined procedure must be in-line with GCAA CAR 66. Organization must adhere to the MOE. The organization must be able to show proof of certifying staff Page 3 of 6 Item Assigned Action Summary of Discussion and Follow-up / Actions No. To Due training for on the aircraft type/variants, passenger and/or freighter. Where Differences training is required, the organization must still show that the training provided to the certifying staff is in accordance with the regulation. GCAA will accept type training conducted in accordance with the standards defined in the CAR 147/CAR 66 requirements. Any other standard, such as that acquired through “read & sign” is not acceptable. 3. In the new 145 regulations, EASA has incorporated many changes regarding competencies. What is GCAA’s action with regard to these changes? The GCAA is reviewing the changes made by EASA and these will be incorporated in the GCAA wherever practically possible, taking into account the practicality, suitability and safety benefits to the industry. 4. Does GCAA require EWIS training? Yes it is in the pipeline. 5. IFE service providers (licencing query). The query will be forwarded to Licencing for them to address it. 6. Job cards, continuous worksheets, etc. hold a CRS sheet. Will this now be replaced by a single CRS sheet for all documents? All CRS issued shall be in accordance with the current standards defined in the regulations (CAR M & CAR 145). 4. Aircraft Registry + CAR M: Luz Hidalgo gave a presentation about Aircraft Registry’s processes and procedures. Hatem Dibian gave a presentation about CAR M activities and responsibilities of the Air Operators and CAMO team. (for details please refer to the attached presentation). Discussion Items: 1. Will there be any changes to COA and COR applications after 25 November 2012? No there will be no changes. 2. To apply for change of operators, previously the operator was required to deregister the aircraft. Is this still needed? Any aircraft with A6 registration will remain A6 even after change of operator. Hence deregistration of aircraft is not required. The COR is linked to all certificates issued towards that aircraft. 3. When applying for deregistration, other than the documents mentioned in the checklist the Inspectors ask for many other additional documents. The form needs to be updated. The form has been amended lately to include more details. Page 4 of 6 Item Assigned Action Summary of Discussion and Follow-up / Actions No. To Due 4. During the initial application the operator might not have all the required set of documents available. How can more documents be added throughout the process? IT - KS All Airworthiness Inspectors will be made familiar with the system during a workshop which will be held shortly. There are 3 steps after initial application where documents can be uploaded. 5. Can e-archiving and e-services be linked so that all the documents uploaded on e-services can be directly e-archived also? Due to limitations of file size that can be uploaded it might not be very easy for operators to upload heavy files. However, IT will work on this and try to find a solution. 5. CAR 21: Zahid Munawar gave a presentation about CAR 21 activities and responsibilities of the Engineering Safety team. (for details please refer to the attached presentation). Discussion Items: 1. By when does the GCAA plan to start approving POAs? The GCAA intends to start approval of POAs at the earliest, but so far, there is no fixed date. The Industry will be kept informed of the progress. 6. Acknowledgement Trophy: Mr. Oussama Salah of Al Jaber Aviation was presented with the GCAA trophy, acknowledging his contribution to the aviation sector in the UAE for over 16 years. Mr. Salah has served the aviation industry for 35 years. He started with Royal Jordanian in 1977 as a Planning Engineer and left as Director Quality Control in 1996. In 1996 he joined GAMCO (ADAT) as Manager QA and then moved to Head of Planning, Head of Technical Services for a brief period and finally Head of Rotatable Management and Component Overhaul. In 2004 Mr. Salah joined Air Arabia as Manager QA Maintenance and then in 2005 he became Manager QA (Maint and Ops). Finally in 2008 he joined Al Jaber Aviation at the start-up phase as Head of QA (Maint and Ops). Mr. Oussama Salah was very appreciative of the GCAA for the excellent support and working partnership throughout his career in the U.A.E. We wish Mr. Salah every success in his future endeavours. Due to a number of reasons, and especially because a number of aircraft operators use services of management companies, some of those operators have not been identified in the latest update of the EEA- wide list of aircraft operators adopted on 5 February 2014.
