INTRODUCTION 1.1 The height-keeping performance of aircraft is a key element in ensuring the safe operations of RVSM airspace. The RVSM height monitoring standards are considered the minimum requirement needed to maintain the safety of operations in the RVSM designated airspace. 1.2 Upon changes to ICAO Annex 6, Operation of Aircraft, Parts I & II, applicable on 18 November 2010, the following standard was adopted by the International Civil Aviation Organization (ICAO): 7.2.7 The State of the Operator that has issued an RVSM approval to an operator shall establish a requirement which ensures that a minimum of two aeroplanes of each aircraft type grouping of the operator have their height-keeping performance monitored, at least once every two years or within intervals of 1000 flight hours per aeroplane, whichever period is longer. If an operator aircraft type grouping consists of a single aeroplane, monitoring of that aeroplane shall be accomplished within the specified period. MIDRMA Board/13-WP/6 -2- 2. DISCUSSION 2.1 The Height Monitoring Program for the MIDRMA is established and all the Middle East Civil Aviation Authorities must ensure that they cooperate with the MIDRMA to maintain their height monitoring targets for each operator’s fleet according to the published MIDRMA Minimum Monitoring Requirement (MMR) Table. Operators found not in compliance with this table will face the risk of suspending their RVSM approval until they prove that they have met the minimum monitoring requirements again. 2.2 The MIDRMA took the initiative to facilitate the MMR for each Member State and established the MMR database for the whole Region to manage and supervise all monitoring activities for all the Middle East airline operators and shall keep all Member States aware of their MMR as needed. 2.3 The meeting may wish to note that the MIDRMA addressed the last MMR table issued for the SMR 2012-2013 to the ATM/AIM/SAR SG/13 and to MIDANPIRG/14 meetings and requested from all concerned Civil Aviation Authorities to take all necessary measures to ensure their enforcement of this table on all their RVSM approved aircraft to meet their minimum monitoring requirements according to ICAO Annex 6. The MIDRMA noticed that Lebanon and Yemen failed to comply with this table since the implementation of this requirement and despite several attempts from the MIDRMA to provide any kind of support to the concerned authorities to achieve their monitoring targets these two Member States remain as the only States in the MID Region that never met their minimum monitoring requirements. 2.4 Reference to the above and to the other MIDRMA Member States who partially met their MMR Tables, MIDANPIRG /14 meeting endorsed CONCLUSION 14/36 concerning RVSM Minimum Monitoring Requirements: CONCLUSION 14/36: RVSM MINIMUM MONITORING REQUIREMENTS That, States that have not yet done so, be urged to: a) take necessary measures to ensure that their aircraft operators fully comply with Annex 6 provisions related to long term height monitoring requirements, based on the MIDRMA MMR Tables; and b) provide feedback to the ICAO MID Regional Office before 1 March 2014. 2.5 Regrettably, the MIDRMA did not receive any response from Lebanon CAA to comply with the above draft conclusion, despite the List of Approved RVSM aircraft provided on 9 January 2014, indicating that three aircraft have not been granted RVSM approval. While Yemen MIDRMA Board Member reported on 27th February 2014 that instructions were issued from Yemen CAA to the concerned airline operators to conduct height monitoring but without specifying any deadline or the extended validity period for the RVSM approved aircraft without known height monitoring. 2.6 The MIDRMA urge all Member States to implement the height monitoring requirements according to ICAO Annex 6 to support the RVSM approval and to stop granting or reissuing the approvals without height monitoring results as operators will not obtain the full benefits offered by RVSM unless they are monitored, approved and registered in the database presented to all RMA’s in the world. MIDRMA Board/13-WP/6 -3- 2.7 The updated MMR as of Jan 2014 for each MIDRMA Member State already sent to all MIDRMA Board Members/Alternates. Member States are required to issue their instructions to all airline operators required to be monitored to conduct height monitoring as early as possible either by flying over any of the European HMUs or coordinate GMU checks with the MIDRMA. 2.6 The MMRs for each Member State as at Appendix A to this working paper, detail the status of each airline operator and the number of aircraft required to be monitored, in summary the operators required to be monitored in the MMR tables don’t have valid HMU or GMU results. 3. ACTION BY THE MEETING 3.1 The meeting is invited to: a) urge States to follow-up with their airline operators to conduct height keeping monitoring of their aircraft, in accordance with the latest MMR table, within the given time frame; b) urge States to coordinate with the MIDRMA all GMU monitoring activities for their airline operators requiring monitoring; and c) take necessary follow-up action on MIDANPIRG/14 Conclusion 14/36. ----------------- BAHRAIN - APPROVED RVSM ACFT MINIMUM MONITORING REQUIREMENTS AS OF JANUARY 2014 Seq.# Operator ACFT ACFT ACFT Last RVSM Compliant Required ASE Remarks Reg.
