    1) SNC Lavalin scandal The SNC Lavalin scandal is financial scam related to the contracting of the government with a Canadian company, SNC-Lavalin which resulted in an alleged net loss to the exchequer of 374.50 crore in the renovation and modernization works of the hydro electric power stations at Pallivasal (37.5 mw), Sengulam (48 mw) and Panniar (30 mw) - also known as PSP project in short - installed in between 1940 and 1964 at Idukki district in Kerala state of India. Several politicians were involved and eventually charged, including former ministers G. Karthikeyan of Indian National Congress, Vijayan. The first Politburo member in the CPI (M) history to be prosecuted in a corruption case. History In 1992, the Central Electricity Authority (CEA) of India rejected a proposal of Kerala State Electricity Board (KSEB) to renovate the three hydro-electric power projects at Pallivasal, Sengulam and Panniar instead the CEA recommended a capacity upgradation of the generators in these three power projects, after they found that these projects are in good condition. KSEB disregarded this recommendation and went forward with the decision to renovate these projects. The initial negotiations with the Canadian company SNC-Lavalin - a company which had been present in the state's power sector for several decades - began during the tenure of United Democratic Front government, [7] under the leadership of the then power minister C.V. Padmarajan and later, the Kerala State Electricity Board (KSEB) signed a memorandum of understanding (MoU) with SNC-Lavalin on 10 August 1995, when G. Karthikeyan of the Congress Party was the power minister, after the resignation of C.V.

    Hon' ble Dy Chief Minister of Bihar- Shri Shushil Kumar Modi Profile of the Dy CM Sushil Kumar Modi was born on the 5th of January, 1952 to Late Shri Moti Lal Modi and Late Smt. Ratna Devi. He started his schooling with Mount Caramel School, Patna where he did his Upper and Lower KG and also Class 1. In St Michaels’ High School, Patna he completed Class 2 and 3 and then joined St Severin’s High School for Class 4th to 6th. He then joined Ram Mohan Roy Seminary for his final schooling i.e. 8th to 10th. It is noteworthy that Mr Modi was a bright student from the start and throughout his school life he secured 1st division. He did his pre-university from Commerce College, Patna and B.Sc. from B.N.College, Patna with a 1st Division. He graduated from the state’s premier institution Patna Science College, Patna University and did his Botany Hons in 1973 securing 2nd position in the whole University. He was a proud scholar and holder of the National Merit Scholarship for Academic Excellence. To pursue his academic career further he enrolled himself in the M.Sc Botany Course in Patna University, but elsewhere lay his calling and as Shri Jai Prakash Narayan called on the young, zealous students from Bihar to make a change in society, he decided to participate in the movement and left College for a year. But who knew that it was the last of his College days and his first of steps into the world of public welfare and politics.

Introduction The reordering of India’s electoral landscape during the 1990s has thrown up an array of analytical puzzles for psephologists and other observers of Indian politics. One subset of issues stems from the regionalization of party politics – or, more precisely, from the need to explain inter-state variations between the numerous state- level ‘descendant’ parties that broke away from national ‘parent’ organisations to form autonomous regional parties. The centre-left Janata Party, which emerged following Indira Gandhi’s declaration of National Emergency in the mid-70s, and ultimately succeeded Mrs Gandhi as part of a short-lived coalition government, has been in a state of perpetual disintegration from its very inception. But Janata’s successor national party, the Janata Dal, began to fragment even more heavily than usual in the early 1990s: in addition to the usual ideological and factional disputes, the party was also becoming regionalised – composed of distinct state-level units. Ironically, this disintegration followed immediately upon the party’s high point of historical significance: the implementation of the Mandal Commission recommendations on enhanced affirmative action for lower castes in central government employment (see chapter by Jaffrelot and Zerinini-Brotel in this volume). To be sure, many of the state-level ‘mini-Janatas’ – such as the Janata Dal (D), a Rajput-dominated faction of the early 1990s that, almost by coincidence, adopted the Janata franchise in Rajasthan at that moment – died out quickly.

The Political Effects of Programmatic Development Policy Jonathan Phillips* March 13, 2017 Abstract It is widely recognized that politics affects policy-making, but there is little knowl- edge about how politics can be made more conducive to effective governance. This study reverses the relationship to ask whether temporary experiences of effective `pro- grammatic' governance can change the political attitudes and behaviour of citizens, providing the foundations for its own continuation. Primary evidence is drawn from the case of Bihar, India, where a history of clientelist practices has been challenged by Chief Minister Nitish Kumar's programmatic reforms since 2005. To compare po- litical attitudes, a household survey of Biharis was conducted within 4km of the state border and responses were compared to neighbours on the Jharkhand side who were not exposed to Bihar's decade of reforms but were until 2000 members of the same state. The geographic discontinuity methodology indicates that Biharis were better able to coordinate voting on the programmatic incumbent, suggesting programmatic policy can weaken the clientelist trap and generate its own political support. However, this positive effect may be temporary because Biharis' participation and trust in insti- tutions is lower and they have yet to internalize a normative aversion to clientelism. This calls into question whether a programmatic political equilibrium can survive after Nitish Kumar leaves office.

    From Gloom to Boom: Bihar’s Electricity Sector Working Paper Mapping Power Project Zakaria Siddiqui May 2017 Project Overview This working paper was written as part of a collaborative research project, Mapping Power, which aims to provide a state-level analysis of India’s electricity governance. The project is coordinated by Sunila S. Kale (University of Washington, Seattle), Navroz K. Dubash (Centre for Policy Research), and Ranjit Bharvirkar (Regulatory Assistance Project), and carried out by a team of 12 researchers. The research explores the views and perspectives of various stakeholders and organizations in each state and how they will be affected by new initiatives in India’s electricity sector, as well as the forces and constraints that shape decision-making in electricity governance. Using data from qualitative interviews with key informants buttressed by quantitative data, the research team covered 15 states as part of the analysis: Andhra Pradesh, Bihar, Delhi, Gujarat, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttarakhand, Uttar Pradesh, and West Bengal.
