    LOK SABHA ___ SYNOPSIS OF DEBATES (Proceedings other than Questions & Answers) ______ Thursday, February 8, 2018/Magha 19, 1939 (Saka) ______ OBITUARY REFERENCES HON'BLE SPEAKER: Hon'ble Members, I have to inform the House about the sad demise of two former Members, namely, Shri Narsingh Narain Pandey and Shri Raghunath Jha. Shri Narsingh Narain Pandey was a Member of the 5th Lok Sabha representing the Gorakhpur Parliamentary Constituency of Uttar Pradesh. He was also a Member of the Rajya Sabha from 1980 to 1982. He was a Member of the Committee on Absence of Members from Sittings of the House. Earlier, Shri Pandey was a Member of the Uttar Pradesh Legislative Assembly from 1962 to 1967. Shri Narsingh Narain Pandey passed away on 8 January, 2018 in Gorakhpur, Uttar Pradesh at the age of 88. Shri Raghunath Jha was a Member of the 13th and 14th Lok Sabhas representing the Gopalganj and Bettiah Parliamentary Constituencies of Bihar. Shri Jha was Union Minister of State for Heavy Industries and Public Enterprises from April, 2008 to May, 2009. He was a Member of the Committee on Agriculture; Committee on Ethics; Committee on Home Affairs Railway Convention Committee; House Committee and also the Public Accounts Committee. Shri Jha was a Member of the Bihar Legislative Assembly from 1972 to 1998. He also served as Minister in the Government of Bihar. Shri Raghunath Jha passed away on 15 January, 2018 in New Delhi at the age of 78. We deeply mourn the loss of our two former colleagues. I am sure the House would join me in conveying our condolences to the bereaved families.

As news media plays an important role in shaping people’s preferences and policy outcomes, it is luring for the rich to use it to their advantage (Petrova, 2008). The vast persuasive power of news media enthralls all: be it governments (Enikolopov, Petrova, & Zhuravskaya, 2011), non-government organizations (Zhang & Swartz, 2009), or business corporations (Gambaro & Puglisi, 2010; Reuter & Zitzewitz, 2006), each uses news media for furthering their causes (Schudson, 2003, pp. 16-32). Unfortunately, in economies with weak democratic institutions, the rich and the powerful use news media’s power of indoctrination of beliefs through selective or inaccurate information to further propel themselves up the ladder (Mcmillan & Zoido, 2004); in effect, deepening the inequality. Cross-institutional reality monitoring is a decisive feature of any society and news media plays a critical role in this monitoring process (Johnson, 1998, 2007).

    1) SNC Lavalin scandal The SNC Lavalin scandal is financial scam related to the contracting of the government with a Canadian company, SNC-Lavalin which resulted in an alleged net loss to the exchequer of 374.50 crore in the renovation and modernization works of the hydro electric power stations at Pallivasal (37.5 mw), Sengulam (48 mw) and Panniar (30 mw) - also known as PSP project in short - installed in between 1940 and 1964 at Idukki district in Kerala state of India. Several politicians were involved and eventually charged, including former ministers G. Karthikeyan of Indian National Congress, Vijayan. The first Politburo member in the CPI (M) history to be prosecuted in a corruption case. History In 1992, the Central Electricity Authority (CEA) of India rejected a proposal of Kerala State Electricity Board (KSEB) to renovate the three hydro-electric power projects at Pallivasal, Sengulam and Panniar instead the CEA recommended a capacity upgradation of the generators in these three power projects, after they found that these projects are in good condition. KSEB disregarded this recommendation and went forward with the decision to renovate these projects. The initial negotiations with the Canadian company SNC-Lavalin - a company which had been present in the state's power sector for several decades - began during the tenure of United Democratic Front government, [7] under the leadership of the then power minister C.V. Padmarajan and later, the Kerala State Electricity Board (KSEB) signed a memorandum of understanding (MoU) with SNC-Lavalin on 10 August 1995, when G. Karthikeyan of the Congress Party was the power minister, after the resignation of C.V.

    38 PRI Elections in Jharkhand: Making Women Count SHACHI SETH Taking their place as representatives in PRIs, women in villages take the first step to strengthening rural populations by fighting for their rights and working towards development, self-sufficiency and equality As the oldest system of local governance in the nation, Panchayati Raj Institutions (PRIs) have held a traditional stronghold in the village life of India. Chiefly regarded as the space for conflict resolution and maintenance of order at the village level, these institutions were the receptacles of the Gandhian dream of Swaraj, or self- governance. As India embraced modernity in its institutions, PRIs were moulded to fit an agenda that went beyond mere arbitration and guidance. PRIs have undergone changes in terms of the process of choosing members, their duties and roles. In the current socio-political context, the chief objective of democratic states is development. Institutions of local governance, therefore, become crucial for addressing issues of the rural population, especially as decentralization becomes a buzzword in search of good governance. In Jharkhand, Panchayati Raj elections were held for the first time in 2011 although the state was formed in 2000. There was a surge in political participation by women and 56 per cent of the seats were won by women.
