Shri Narsingh Narain Pandey was a Member of the 5th Lok Sabha representing the Gorakhpur Parliamentary Constituency of Uttar Pradesh. He was also a Member of the Rajya Sabha from 1980 to 1982. He was a Member of the Committee on Absence of Members from Sittings of the House. Earlier, Shri Pandey was a Member of the Uttar Pradesh Legislative Assembly from 1962 to 1967. Shri Narsingh Narain Pandey passed away on 8 January, 2018 in Gorakhpur, Uttar Pradesh at the age of 88. Shri Raghunath Jha was a Member of the 13th and 14th Lok Sabhas representing the Gopalganj and Bettiah Parliamentary Constituencies of Bihar. Shri Jha was Union Minister of State for Heavy Industries and Public Enterprises from April, 2008 to May, 2009. He was a Member of the Committee on Agriculture; Committee on Ethics; Committee on Home Affairs Railway Convention Committee; House Committee and also the Public Accounts Committee. Shri Jha was a Member of the Bihar Legislative Assembly from 1972 to 1998. He also served as Minister in the Government of Bihar. Shri Raghunath Jha passed away on 15 January, 2018 in New Delhi at the age of 78. We deeply mourn the loss of our two former colleagues. I am sure the House would join me in conveying our condolences to the bereaved families.

The study in general tries to comprehend regional awareness and consciousness in its content and form in the Indian sub-continent, with a special study of coalition politics in UP., which of late has presented a picture of chaos, conflict and crise-cross, syndrome of democracy. Regionalism is a manifestation of socio-economic and cultural forces in a large setup. It is a psychic phenomenon where a particular part faces a psyche of relative deprivation. It also involves a quest for identity projecting one's own language, religion and culture. In the economic context, it is a search for an intermediate control system between the centre and the peripheries for gains in the national arena. The study begins with the analysis of conceptual aspect of regionalism in India. It also traces its historical roots and examine the role played by Indian National Congress. The phenomenon of regionalism is a pre-independence problem which has got many manifestation after independence. It is also asserted that regionalism is a complex amalgam of geo-cultural, economic, historical and psychic factors.

His educational career began with the village Chahali and the middle vernacular school after which he joined the Puri Zilla School with a scholarship from the government to complete the entrance examination. He did his F.A. from the Ravenshaw College. Non-acceptance of others belongings is a lesson he imbibed from his childhood and followed. From his early childhood Acharya Harihar was dedicated towards social service. He had laid the foundation stone of an associated social service in the land of Odisha. He united the student forum and youth for service to the needy and downtrodden. The childhood friendship with Gopabandhu, Nilakantha, Krupasindhu and Ananta matured at Ravenshaw College. Being bound by self-resolution, Harihara accepted the invitation to join as teacher in Nilgiri School, then Ravenshaw Collegiate School and finally Pyari Mohan Academy at Cuttack. He took the challenge to confront the unruly boys in the school and innovated a novel technique to set them right. He visited their houses, watched their movements and established a cordial relationship with their parents offering the scope to teach the boys freely. This changed the chemistry between them. He never punished the boys for their faults rather explained them convincingly till they admitted their faults.

A Governor has been assigned the role of a Constitutional sentinel and a vital link between the Union and the State. A Governor has also been described as a useful player in the channel of communication between the Union and the State in matters of mutual interest and responsibility. His oath of office binds him to preserve, protect and defend the Constitution of India, 1950 (in short 'the Constitution') and the law, and also to devote himself to the service and the well being of the people of the State concerned. When allegations are made that he is partisan and/or is acting like an agent of a political party, un- mind of his Constitutional duties, it naturally is a serious matter. The cases at hand relate to acts of the Governor of Bihar. Challenge in these writ petitions is to the constitutionality, legality and validity of a Notification GSR 333(E) dated 23.5.2005 of the Union of India in ordering dissolution of the Bihar Legislative Assembly.     mohammad sajjad Politics of Misrepresenting the Oppressed: A Critique of Abdus Samad’s Urdu Novel Dhamak* Abdus Samad (ʿAbduíṣ-Ṣamad) is known less as a teacher of political science and more as a famous Urdu fiction writer. Starting his literary career with short story writing, he later began writing novels. All five of his novels are accounts of the politics of twentieth-century Bihar. The first, Dō Gaz Zamīn (Two Yards of Land, 1988), deals with the politics of the partitions of the Indian subcontinent (first of India in 1947 and then the dismemberment of Pakistan in 1971) and depicts its impact on a declining Muslim feudal family of Bihar Shareef, roughly from the 1920s to the 1970s (Ghosh 1998, 1ñ40; Qasmi 2008, 24ñ26). It earned great praise from Urdu literary critics and in 1990 received the prestigious Sahitya Academy Award. His second novel Mahātmā (The Great Soul, 1992), the least appreciated of his novels critically, is a pessimistic account of the deep decline in the quality of higher education. His third novel, Khvābōñ kā Savērā (Dawn of Dreams, 1994), is the most critically acclaimed in terms of theme, technique, style, treatment, and so on. It deals with Muslims and their engagement with (or place in) the secular democracy of India in an increasingly communalized polity and society.
