Protocol to the Agreement between the EC and Iceland and Norway establishing the State responsible for examining a request for asylum – legal basis JURI/6/29274 Rapporteur: Antonio López-Istúriz White (EPP-ED) The following spoke: the rapporteur, Diana Wallis, Angela Martini (representing the European Commission). Decision: the committee decided unanimously to recommend changing the legal basis from Article 300(2) to Article 300(3) TEC. 8. Chemicals: REACH system and European Chemicals Agency (amendment of Directive 1999/45/EC and regulation on pollutants) – legal basis JURI/6/29242 Rapporteur: Antonio López-Istúriz White (EPP-ED) The following spoke: the rapporteur, Monica Frassoni, Klaus-Heiner Lehne. Decision: the committee decided to take the decision on this issue in September. 9. Stability instrument – legal basis JURI/6/29275 Rapporteur: Antonio López-Istúriz White (EPP-ED) Decision: the committee decided unanimously to recommend changing the legal basis from Article 308 to Articles 179 and 181, first paragraph, TEC. Council Regulation concerning the establishment of a voluntary FLEGT licensing scheme for imports of timber into the European Community Rapporteur: Antonio López-Istúriz White (EPP-ED) The following spoke: the rapporteur, Monica Frassoni, Maria Berger, the representative of the Legal Service. Decision: the committee decided (9 votes for, 5 against, 1 abstention) to recommend changing the legal basis from Article 133 to Article 175 TEC. 11. Request to defend Mr Tomczak’s parliamentary immunity (hearing) JURI/6/28758 Rapporteur: Diana Wallis (ALDE) The following spoke: the rapporteur, Witold Tomczak, Maria Berger, Tadeusz Zwiefka. Decision: the committee decided unanimously to ask the Polish authorities for more information. 13. Request to defend Mr Gollnisch’s parliamentary immunity (hearing) JURI/6/27701 Rapporteur: Diana Wallis (ALDE) The following spoke: the rapporteur, Bruno Gollnisch, Monica Frassoni, Giuseppe Gargani, Klaus-Heiner Lehne, Brian Crowley, Tadeusz Zwiefka, Hans-Peter Mayer, Manuel Medina Ortega. Request to defend Mr Gollnisch’s parliamentary immunity (decision) JURI/6/27701 Rapporteur: Diana Wallis (ALDE) Decision: the committee held an informal indicative vote (7 votes for, 1 against, no abstentions), following which it asked the rapporteur to prepare a draft report defending Mr Gollnisch’s immunity. This would be put to the vote on 5 September in Strasbourg. The committee decided to inform the French authorities of this immediately and urge that the earlier request for information should be followed up. 16. Request that Mr Matsakis’s immunity be waived JURI/6/24353 Rapporteur: Klaus-Heiner Lehne (EPP-ED) The following spoke: the rapporteur, Manuel Medina Ortega, Diana Wallis. Decision: the Committee decided (unanimously) to postpone the decision. 17. Request that Mr Panella’s immunity be waived JURI/6/29243 Rapporteur: Klaus-Heiner Lehne (EPP-ED) The following spoke: the rapporteur Decision: the Committee decided unanimously to inform the plenary and the Italian authorities that Parliament had decided in February 2004 to defend Mr Pannella's immunity in this case before the District Court of Rome. 18. Request to defend Mr Pęczak’s parliamentary immunity JURI/6/28757 Rapporteur: Maria Berger (PSE) The following spoke: the rapporteur, Manuel Medina Ortega, Klaus-Heiner Lehne, Kurt Lechner. Decision: the Committee would take the decision in September. 19. Verification of credentials Decision: the Committee found the credentials of Jean-Pierre Audy, who had replaced Brice Hortefeux on 11 June 2005, and Giovanni Rivera, who had replaced Mercedes Bresso on 25 May 2005, in order. Business forums are vehicles for forging links and maintain a dialogue with business, industrial and trade organisations. They allow the discussions of general and pre-legislative issues in a different context from lobbying contacts about specific matters. They provide an opportunity to get Members of the European Parliament and other decision-makers from the European institutions together with various business sectors.
