    Published on International Campaign for Tibet (http://www.savetibet.org) Bold online appeals address persistent lead poisoning in Qinghai water supply International Campaign for Tibet 29 July, 2011 Urgent appeals have been posted online in Qinghai about lead poisoning in the local water- supply due to named mining and smelting operations, following up from a report in the Chinese state media in 2006 confirming that excessive levels of lead in the area had resulted in "panic" among parents. The appeals state that the matter was not dealt with – at least partially due to corruption – and persists today, bringing "bitterness and disaster" for local people. There has been a pattern of mass lead poisoning across China in the past two years, with local people who attempt to raise concern being silenced by the authorities. Tibet is now one of the biggest lead-smelting regions in the PRC, so the problems are likely to be far more widespread than is currently known. A blogger in Tibet whose real name is not known has written in detail about the impact of lead poisoning of the water-supply due to pollution from the Ganhetan Industrial District in Huangzhong (Tibetan: Rushar) county in Qinghai province (the Tibetan area of Amdo). The blogger referred to more than 100 children falling ill in 2006 due to the lead poisoning, and in a separate blog, results of tests showing that almost 1000 children and youths had excessive levels of lead in their blood. The same source reports that not only have the authorities failed to deal with the mining enterprises producing the pollution, but they have also recently moved local farmers off their land in order to expand the Ganhetan Industrial District.

An ecological security early-warning model is used to identify the early warning signs of ecosystem destruction, environmental pollution and resource depletion in districts and counties from 2011 to 2018. A combination of qualitative and quantitative early-warning models is used to predict the existence of hidden or sudden advance warnings. The grey (1, 1) model (GM) is used to predict the evolution trend of ecological security warning situations from 2019 to 2021. On this basis, GIS technology is used to analyze the spatial pattern changes in three periods. The results show that from 2011 to 2018, the ecological environment in Qinghai’s alpine agricultural mountainous area gradually improved.

The Project 1. On June 18, 1999, the Inspection Panel (the “Panel”) received a Request for Inspection (the “Request”) related to the design and preparation of the then proposed Western Poverty Reduction Project (the “Project”). (Annex 1) Six days later, on June 24, 1999, the Board of Executive Directors approved financing for the Project. 2. According to Management, the objective of the Project is to reduce the incidence of absolute poverty in remote and inaccessible villages of three provinces: the Inner Mongolia Autonomous Region (“Part A”), the Gansu (“Part B”) and the Qinghai (“Part C”) Provinces, and to assist about 1.7 million people. In all three locations, the Project expects to increase income and productivity in both farm and off-farm activities. Living standards in poor rural areas are also expected to be raised through improvement of rural infrastructure. 3. Agnew, Chair China’s twenty-first century economic rise has had a powerful impact on the lives of Tibetans and other ethnic minorities living in its Western Region, the administrative region composed of China’s Inner Asian border provinces. Urbanization in this region is reshaping the lives and livelihoods of erstwhile farmers and pastoralists moving to urban environments. The state hopes to decrease ethnic tension through economic development and the enrollment of all frontier peoples into the national consumer economy. In light of this situation, this dissertation asks: are Tibetans’ lives and livelihoods changing for better or for worse? Focusing on one exemplary city in this region, I argue that despite increased material prosperity, ethnic differences have been exacerbated as perceptions about unequal access to work and ethnic discrimination have proliferated. Urbanization has led to great changes in the economy, the built environment, and communications technology that influence how Tibetans come to belong in the city. ii This dissertation uses two approaches to investigate what is behind these changes. First, I use discourse analysis of Chinese public intellectuals and policy changes to show how the Chinese state conceives of the Western Region as a state development project.
