February 2019 Issue Reexaminating TERAUCHI Masatake's Character - As a “Statesman”- KANNO Naoki, Cheif, Military Archives, Center for Military History Introduction What comes to mind when you think of TERAUCHI Masatake (1852 - 1919)? For example, at the beginning of the Terauchi Cabinet (October 1616 - September 1918), it was ridiculed as being both anachronistic and a non-constitutional cabinet. Using NISHIHARA Kamezo, also known as Terauchi's private secretary, he provided funds of up to 110 million yen to the Duan Qirui government in northern China (the Nishihara Loans). The so-called Rice Riots broke out in his final year, and Siberian Intervention began. Terauchi was also called a protégé of YAMAGATA Aritomo, the leading authority on Army soldiers from former Choshu domain (Choshu-han). On the other hand, what about the succeeding Hara Cabinet (September 1918 - November 1921)? Exactly 100 years ago, HARA Takashi had already started the cabinet that consists of all political party members, except for the three Ministers of the Army, Navy, and Foreign Affairs. After the World War I, a full-on party politics was developed in Japan as global diplomatic trends drastically changed. Compared to Hara, Terauchi has not been evaluated. After Chinese-Japanese relations deteriorated following the Twenty-One Demands in 1915, the aforementioned Nishihara Loans, implemented for recovery, were over-extended to the only northern part of China, the Duan Qirui government only for a limited time. Then, ultimately, the Loans did not lead an improvement in relationships. Thus it can be said that, until recently, Terauchi's character has been almost entirely neglected by academia. -

(Received December 17, 2004; accepted in revised form July 5, 2005) Abstract—We examined the fluvial geochemistry of the Huang He (Yellow River) in its headwaters to determine natural chemical weathering rates on the northeastern Qinghai-Tibet Plateau, where anthropogenic impact is considered small. Qualitative treatment of the major element composition demonstrates the dominance of carbonate and evaporite dissolution. Most samples are supersaturated with respect to calcite, 87 86 dolomite, and atmospheric CO2 with moderate (0.710–0.715) Sr/ Sr ratios, while six out of 21 total samples have especially high concentrations of Na, Ca, Mg, Cl, and SO4 from weathering of evaporites. We used inversion model calculations to apportion the total dissolved cations to rain-, evaporite-, carbonate-, and silicate-origin. The samples are either carbonate- or evaporite-dominated, but the relative contributions of the ϫ 3 four sources vary widely among samples. -

Regionalization of CWRS is an important prototype for the comprehensive regionalization of CSs. It is also a crucial cutting-edge exploration of interdisciplinary work across cryospheric science, physical geography and human geography. We constructed a quan- titative indexing system for the regionalization of CWRS along the dimensions of base–supply– demand informed by the characteristics of cryosphere resources and human use of CSs. Different levels of regionalization are subdivided using cluster analysis, the importance index of CWRS, and a location entropy model. A region in Northwest China with significant CWRS use was the study area. From the joint effects of nature and human activity, there emerge principles of regional differentia- tion that govern the regionalization of CWRS. The study area was first divided into three high level service regions according to the availability of stored cryosphere water in snow cover, frozen ground and glaciers, indicating the regulatory function of cryosphere components. -

It argues that Chern’s and Hua’s motivations and choices in regard to their transnational movements between China and the US were more nuanced and multifaceted than what is presented in existing accounts, and that socio-political factors combined with professional-personal ones to shape their decisions. The paper further uses their experiences to demonstrate the importance of transnational scientific interactions for the development of science in China, the US, and elsewhere in the twentieth century. Country Report for the Preparation of the First Report on the State of the World’s Animal Genetic Resources Report on Domestic Animal Genetic Resources in China June 2003 Beijing CONTENTS Executive Summary Biological diversity is the basis for the existence and development of human society and has aroused the increasing great attention of international society. In June 1992, more than 150 countries including China had jointly signed the "Pact of Biological Diversity". Domestic animal genetic resources are an important component of biological diversity, precious resources formed through long-term evolution, and also the closest and most direct part of relation with human beings. Therefore, in order to realize a sustainable, stable and high-efficient animal production, it is of great significance to meet even higher demand for animal and poultry product varieties and quality by human society, strengthen conservation, and effective, rational and sustainable utilization of animal and poultry genetic resources. The "Report on Domestic Animal Genetic Resources in China" (hereinafter referred to as the "Report") was compiled in accordance with the requirements of the "World Status of Animal Genetic Resource " compiled by the FAO. The Ministry of Agriculture" (MOA) has attached great importance to the compilation of the Report, organized nearly 20 experts from administrative, technical extension, research institutes and universities to participate in the compilation team. In 1999, the first meeting of the compilation staff members had been held in the National Animal Husbandry and Veterinary Service, discussed on the compilation outline and division of labor in the Report compilation, and smoothly fulfilled the tasks to each of the compilers. -
A 3585-Year Ring-Width Dating Chronology of Qilian Juniper from the Northeastern Qinghai-Tibetan Plateau

It involves specimens from 22 archeological sites, 24 living tree sites, and 5 standing snags sites in the eastern and northeastern Qaidam Basin, northwestern China. The specimens were cross-dated suc- cessfully among different groups of samples and among different sites. Based on a total of 1438 series from 713 trees, the chronology covers 3585 years and is the longest chronology by far in China. Comparisons with chronologies of the same tree species about 200 km apart suggest that this chronology can serve for dating purposes in a region larger than the study area. This study demonstrates the great potential of Qilian juniper for dendrochronological research.
