Promotion of E_Governace Initiatives in District -Way Forward

Brief note on NIC Leh

Ladakh is a part of & State in north of consisting of two districts Leh and . Leh with an area of 45110 Sq Km makes it largest district in the country in terms of area. The district is bounded by occupied Kashmir in the West and in the north and is also know as the Hermit Kingdom due to its remoteness and in accessibility. is connected to the main land through two roads namely Leh- and Leh-Manali road. These two roads remains open only during summer months and during the winter it remains closed for more than 7 months then the only route accessible to Ladakh during the winter is air. is connected to the Block Headquarter by roads, through a network of roads. The average distance of the block headquarter from Leh is 180 Kms.

NIC has established its District Centre in year 1990 since then NIC is providing the fruit ICT culture to the district administration and people of Leh. Initially the connectivity was provided is through VSATs. NIC Has also established the Video Conferencing facility for the benefit of districts administration. During recent /flash floods the Video conferencing was the only mode of communications between Leh and rest of India.

In year 2004 the major step taken was to establish the Community Information Centre at each block hq of leh. With the establishment of these CICs the benefits of ICT culture was extended to the remote area of leh district.

IT Infrastructure support NIC District Centre Leh provides 24x7 uninterrupted internet connectivity using optic fiber based 34Mbps lease line connectivity. In addition to lease line connectivity, NIC district Centre Leh has two VSAT based links having 512 kbps and 384 kbps bandwidth. The connectivity to various government offices is being provided through LAN while the connectivity to distant locations/ offices within Leh town is being extended through Wi-Fi based network.

Video Conferencing facility has also been established for the offices of LAHDC Council office and the DC office using NIC Network.

Solar Power Plant Ministry for New & Renewable Energy GOI has sanctioned 6 solar Power Plants of 10Kwp each for NIC district Centre Leh and one each at five blocks HQ for CIC Centres amounting to Rs. 1.30 . NIC Leh has submitted the project proposal through LAHDC/LREDA to the GoI to provide 24 hours power backup for smooth functioning of Wi-fi network. This will help for enhancing the ICT services at Leh and 5 remote block of Leh district.

Computerization of GPF accounts: NIC has provided the software for the computerization of GPF subscriber’s data of the entire state Government employee posted at Leh since 2005. The project is running smoothly. The subscriber’s data since 2005 has already been made available from the Funds Department Website. Now the government employee can view their GPF subscriptions through Internet. They don’t have to visit user department.

Officials posting the GPF Schedule Computerization of ARTO Office NIC Leh has implemented the Vahan software for the Registrations related activity of the Vehicle) and Sarathi (A software for the issuance of Learner and Permanent Driving License) at ARTO office Leh. ARTO Leh has also been provided VPN over Broad Band connectivity for uploading the data to the State Register and National Register.

Applicant photo being captured for driving License Integrated Disease Surveillance Project (IDSP) Integrated Disease Surveillance Project checks the spread of diseases and helps in collecting important statistical data. Data is collected at block level and sent to the district headquarters from where it is forwarded to state headquarters. The rapid flow of this information is facilitated by NICNET which makes the IDSP portal available for use. Currently a daily report is being generated due to the recent floods but at normal times a weekly report suffices. e-Literacy Under this project NIC conducts training programme for all the Government Officers & Officials through all the Block CIC Centres LAHDC provides funds for conducting training programme . During the year 2009-10 total 500 employees have been given basic Computer training and Internet exposure

Common Integrated Police Applications (CIPA): NIC has implemented CIPA project in Leh Police Station. This facilitate the duty Officer in registering a case by capturing details, record the events of development/progress by Investigating Officer, also capturing the criminals record etc. Till now besides daily reports and FIR are being computerized using this software.

Leh Police Station E-Court. Computerization of court is a Mission Mode Project being implemented by the NIC and monitored by the Apex Committee constituted at National as well as State level. Site preparation of e-Court Room completed and hardware delivery is expected shortly

Computerization of Electoral Rolls: The computerization Electoral Rolls of the District Election Office fully implemented at Leh.. The software has been designed and developed by the NIC J&K State Centre, Jammu. The data entry is being carried using interface while the electoral rolls has been generated in three different languages namely Urdu, and English using transliteration. The software supports the regular and continuous updation of electors data and generation of final electoral Rolls in pdf format.

Services provided by the NIC District Centre Leh during , State Assembly and LAHDC election are: deployment of Polling Staff duty , Transport Plan, Randomization of EVM, Report generation, GENSYS, etc.

Ladakh Autonomous Hill Development Council, Leh has sponsored this project and executed by the NIC Leh for establishing Wi-Fi to cover the whole Leh town so that all the Government Departments would be brought under Wi-Fi connectivity for providing online information in respect of the Central Sponsored Schemes being implemented in Leh district

NIC Leh has successfully implemented the project and the Wi-Fi Extended network is running through three base stations spanning the entire town area of Leh, covering all Government offices and important locations. It is being powered by a solar power plant, making the connectivity uninterrupted 24x7.

Essential security measures have also been taken to restrict the usage of the network to authorized personnel and avoid unwanted access. A format has been designed so that one can access the facility only after filling a form and getting it approved. UNDERGOING PROJECTS

LAHDC Portal One Portal has been designed for Ladakh Autonomous Hill Development Council by the NIC Leh. In future all the online applications would be made available through this portal. The online applications developed so far are under audit. The online applications are:

a) Protected Area Permit Online.

Several areas of Leh district are considered protected and a special permit called Protected Area Permit is required to visit those areas. Most of the tourist hot-spots fall in these areas. Getting a permit from DC office can be a very inconvenient especially when the tourist season is at its peak, due to the sheer number of tourists which was estimated at about 80,000 tourists/season.

So, an online application has been developed where one can apply and get a permit online. Not only will this make getting a permit easy but also helps the tourism department to make sense of the data collected for the betterment of the growing tourism in the .

b) Online Grievance Redressal

Keeping in view the grievances and negligence faced by the citizens, NIC District Centre Leh developed a new approach to sort out their problems in a much efficient manner by lodging their complaints online.

Anyone can lodge in their complaints online regarding any problems that they face in their daily life. Their complaint will then be forwarded to the CEC-LAHDC Leh and the concerned head of the department for necessary actions to be taken. The complaints with regard to which no actions have been taken will be put on top of the priority list and the priority will go high until some measures are not taken regarding the same. This would be made visible on the home page of the website as the priority gets higher so that even the common people can see the details of every complaint.

The user will be provided with an user ID and a password so that one can login anytime to know about the latest actions taken and progress made. We even introduced the method of passing comments so that any kind of views or thinking regarding any complaint can be expressed simply by passing a comment on it and the comments can be made by the common people as well as the officers of various departments, increasing the effectiveness of the system.

c) LAHDC FUNDS COMPILATION PROJECT

Ladakh Autonomous Hill Development Council approached National Informatics Centre, J&K State Centre for computerization of online LAHDC Funds Accounts . The Project submitted by NIC J&K was approved. Accountant General Office directed the LAHDC to submit one month compilation on trial basis in the format prescribed by the Government before the development of software by the NIC State Centre, Jammu. Bottle necks , if any , found in adopting the compiled figures in the format would be set right in consultation with Audit.

In the month of October, 2010 one month trial compilation submitted and examined by the Principal AG Office and after scrutinizing the LAHDC Accounts necessary observations raised by the AG Office are now being adopted. Deputy Commissioner/CEO LAHDC has directed NIC to go ahead with the development of software .

D (NADRS )National Animal Disease Reporting System (NADRS) Project-

In Leh district under this Central Project ,6 Block Animal Husbandry Office’s were approved and Computer Equipments hardware is under installation through NIC in different approved Block Hqs. Broadband BSNL/ NICNET connectivity is being explored for online transmission of Animal Diseases. Site preparation is going on and hardware’s delivery started from Feb 2011. Training for officers/Officials of Animal Husbandry Department , Leh through NIIT in Jammu/Srinagar schedules are being prepared.

E) & Child Tracking System (MCTS) Project:

Tracking of Pregnant and children has been recognized as a priority area for providing effective healthcare services to this group. As a major initiative in this regard, the Mother and Child Tracking system (MCH) is name based pregnant mother and child tracking system. It is a management tool to reduce MMR/IMR/TFR and track the health service delivery at the individual level. In Leh district under NRHM this application is under implementation , user accpoun in respect of Leh district created and conveyed to the CMO for data entry from 2011.
