PLP2016-17 District

Executive Summary

Leh is one of the two districts located in , the other being the District to the west, in the state of and . With an area of 45,110 km2, it is the largest district in the country in terms of area. The district headquarter is based in Leh. Described as a 'high altitude desert', Leh is on a plateau at around 3500 meters above sea level and usually receives very little rainfall (around 100 mm/yr).

As on 31 March 2015, the district has total 37 number of branches of which 26 are rural and 11 are semi-urban. State Bank of is the Lead Bank of the district. CD ratio of is 25.13 % . Financial Inclusion programme and Self Help Group movement for credit linkage of the poor is yet to make complete inroads into the district, particularly the remote areas due to poor institutional infrastructure and manpower for awareness, sensitization and social mobilization of the rural people.

Total flow of Ground Level Credit under priority sector was `.9427.66 lakh `.8648.05 lakh and `5079.31 lakh, during 2012-13, 2013-14 and 2014-15, respectively.

Total credit potential in the Potential Linked Credit Plan (PLP) of Leh district for 2016- 17 has been assessed at `21310.21 Lakh. Sector wise break-up of credit potential is indicated as : Agriculture- `10876.75 lakh, MSME- `2788.750 lakh, Export Credit- `20.00 lakh, Education-` 240.00 lakh, Housing – `300.00 lakh, Social Infrastructure - `260 lakh, Renewable Energy - Rs.98.500 lakh and others -Rs.6450.705 lakh.

Major constraints which affects the flow of GLC in various sectors are poor outreach of various development programmes, inadequate branch network, low spread of BCs, lack of experienced Self Help Group Promoting Institutions, lack of basic rural infrastructure, apathy of farmers/ rural people towards banks, absence of Crop Insurance services, lack of off-farm skills and facilities for rural industrial entrepreneurship, etc.

There is need to enhance coordination among different development agencies and banks, social mobilization and awareness creation about various government programmes, skill development drives, financial literacy etc. NABARD has initiated number of programmes like SHG-Bank linkage, financing through JLGs, Sector specific “Area Development Schemes”, farmers clubs, establishing of Farmers Producers Organizing (FPOs) which need to be implemented in association with banks, govt. department and NGOs.
